The New Animal Health and Livestock Development Law was enacted recently on 26 August 2020 outlining more comprehensive and veterinary coverage in line with OIE Standard. Animal Health and Livestock Development Law includes 16 chapters. The description of content relating to export and import is under Chapter 11. In this content, the department is responsible to take measures on additional products such genetically modified organisms, veterinary medicinal products and livestock equipment which have not been specifically mentioned in the former law.
This measure (Chapter 8, Article 29 (c) and Chapter 10, Article 35) provides for the authorization requirement on the export of the product. A person who wants to export the live fish shall get the permission from the Department of Fisheries.
Under (Directive No. 3/2016), it is needed to take the Health Certificate to ensure the fit for human consumption after verifying the laboratory test results.
Under (Directive No. 9/2014), it is required to obtain the Certificate of Origin, Sanitary Certificate/ Health Certificate, Original Sale Contract and Original Invoice for imported fishery products.

The Animal Health and Development Law 1993 has the chapters on the title and definition, objectives, animal health and development, inspection of animal feed for domestic sale, inspection of animal, animal product and animal feed for exportation, inspection of imported animal, animal product and animal feed, prevention and control of contagious disease, prevention of cruelty to animal, appeals, offences and penalties and miscellaneous.Under the Chapter 5, Para 7 and 8 of the law, a person who want to export animal, animal products and animal feed should apply for a recommendation and export certificate from the Department, the Department establish inspection in required region before issuing recommendation and export certificate concerning animals, animal products and animal feed for export.Under the Chapter 6, Para 12 and 13 of the law, a person who want to import animal, animal products and animal feed should apply for recommendation and import certificate from the Department, the Department will issue recommendation. Inspection requirement is also needed when on arrival and the Department establish inspection in required regions. The objectives of this measure are to prevent outbreak of contagious disease in animals and to control the outbreak systematically when it occurs.The State Peace and Development Council amended the Animal Health and Development Law 1993 with the Amendment Law for Animal Health and Development on 31 December 2010. Articles 2, 4, 10, 13, 15, 22, 25 and 25 were amended under this law.
The Ministry of Agriculture, Livestock and Irrigation, Myanmar has already notified that the African Swine Fever was one of the listed (A) Contagious diseases by Animal Health and Development Law (1993). Due to the outbreaks reported globally and regionally, the Livestock Breeding and Veterinary Department allows the importation of live pigs and pig products such as fresh, chilled or frozen pork, ham, sausages and other pig products only from ASF Disease free countries by notifications of disease outbreak in WAHIS portal of OIE.
The Plant Pest Quarantine Law has the chapters on the title and definition, objectives, import and export, inspection camps, the duties and powers of managing director, prohibition and penalty, appeal and miscellaneous.Under the Chapter 3, Para 4 (a)of the law, plant, plant product, pest, beneficial organism or soil shall be imported by a person on application for an import certificate from the Myanmar Agriculture Service before obtaining license or permit from the department or organization concerned. The objectives of this measure are to protect human life and health and to protect the natural environment. Inspection Requirement is also needed when on arrival by importing or when brought personally shall be subject to inspection by the Myanmar Agriculture Service.
