To prevent the introduction of X. fastidiosa into Japan, MAFF has taken emergency measures for the host plants of X. fastidiosa from Colombia. The measures are taken as follows:For live plants and plant parts for planting (excluding seeds and fruits), the plants randomly taken from a lot and plants with suspected symptoms are tested during leafing stage by an appropriate serological diagnosis method such as ELISA or an appropriate genetic method such as PCR assay and found to be free from Xylella fastidiosaIn addition, National Plant Protection Organizations (NPPO) of Colombia will be required to include an additional declaration stating that “Fulfills item 23 of the Annexed Table 2-2 of the Ordinance for Enforcement of the Plant Protection Act (MAF Ordinance No. 73/1950).Regarding the host plants of Xylella fastidiosa, further details are provided in the document attached.

The designation of cashew nut shell liquid as a feed additive and establishment of the standards and specifications for feed and feed additives, notified in G/SPS/N/JPN/1332 (dated 8 April 2025), will come into force on 1 May 2025.

MAFF will amend appended form to the application for safety confirmation and manufacturing standards conformity for GM feeds and feed additives in ”Matters to Set out the Procedures for Safety Assessment of Feeds and Feed Additives Applying Recombinant DNA Technology Based on the Provisions of the Ministerial Ordinance on the Specifications and Standards of Feeds and Feed Additives” (Ministry of Agriculture, Forestry and Fisheries Notification No. 1780 of 26 November 2002） and ”Matters to Set out the Manufacturing Standards for Feeds and Feed Additives Applying Recombinant DNA Technology based on the provisions of the Ministerial Ordinance on the Specifications and Standards of Feeds and Feed Additives”(Ministry of Agriculture, Forestry and Fisheries Notification No. 1782 of 26 November 2002). With these amendments, feed containing GM microorganisms will become eligible for import into Japan.

In order to prevent the introduction of High Pathogenicity Avian Influenza (HPAI) virus into Japan, MAFF has taken import suspension measures based on Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" and other relevant requirements.

MAFF will designate Cashew nut shell liquid as a feed additive and set the standards and specifications for feed and feed additives to "Ministerial Ordinance on the Specifications and Standards of Feeds and Feed Additives" (Ordinance No. 35 of 24 July 1976 of the Ministry of Agriculture and Forestry).

In order to prevent the introduction of Foot-and-Mouth Disease (FMD) virus into Japan, MAFF has temporarily suspended the import of raw milk and/or un-heated/un-treated milk products from Austria, including those shipped through third countries, on 27 March 2025 based on the "Animal Health Requirements for raw milk and/or milk products to be exported to Japan from Listed countries" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control".This is to inform that MAFF has temporarily removed Austria from the listed countries.

In order to prevent the introduction of Foot-and-Mouth Disease (FMD) virus into Japan, MAFF has temporarily suspended the import of meat and offal derived from cloven-hoofed animals from Austria including those shipped through third countries, on 27 March 2025 based on the "Animal health requirements for beef, beef offal and their products to be exported to Japan from Austria", “Animal health requirements for pig meat etc. to be exported to Japan from Austria” and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control".Based on the Animal Health Requirements established between Japan and each exporting country, facilities that handle cloven-hoofed animals of Austria origin, as well as their meat and offal, are not permitted to produce or manufacture products to be exported to Japan, and each exporting country must notify Japan of this export suspension immediately.

In order to prevent the introduction of Foot-and-Mouth Disease (FMD) virus into Japan, MAFF has suspended the import of meat and offal derived from cloven-hoofed animals (cattle, sheep, goat, deer and Suidae family) from Hungary, including those shipped through third countries, on 7 March 2025 based on the "Animal health requirements for meat and viscera derived from cloven-hoofed animals (cattle, sheep, goat and deer only), and for sausages, ham and bacon made from the said meat and viscera as raw materials, to be exported to Japan from Hungary", "Animal health requirements for meat and viscera derived from pigs, and for sausages, ham and bacon made from the said meat and viscera as raw materials, to be exported to Japan from Hungary" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control".Based on the Animal Health Requirements established between Japan and each exporting country, facilities that handle cloven-hoofed animals of Hungary origin, as well as their meat and offal, are not permitted to produce or manufacture products to be exported to Japan, and each exporting country must notify Japan of this export suspension immediately.

To prevent the introduction of Bactrocera dorsalis species complex and Erwinia amylovora into Japan, MAFF has taken emergency measures to prohibit the import of host plants of Bactrocera dorsalis species complex originated in Guyana and host plants of Erwinia amylovora originated in Pakistan and the Kingdom of Saudi Arabia.Details of the emergency measures are provided in the document attached.

Japan will revise the compositional specifications for mineral waters.

As notified in G/SPS/N/JPN/1307 (dated 5 November 2024), establishment of the specifications and standards for rubber and amino acid-sugar reaction product, and revision of the specifications and standards for cyclodextrin came into force on 23 January 2025.
