Proposal of maximum residue limits (MRLs) for the following agricultural chemical:Pesticide: Clofentezine.

In order to prevent the introduction of High Pathogenicity Avian Influenza (HPAI) virus into Japan, MAFF has taken import suspension measures based on Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" and other relevant requirements.

The revision of the standard for method of manufacture of feeds for benzoic acid as a feed additive, notified in G/SPS/N/JPN/1353 (dated 7 July 2025), will come into force on 25 August 2025.

To prevent the introduction of Tomato mottle mosaic virus (ToMMV)into Japan, MAFF has taken emergency measures for the host plants of ToMMVfrom India. The measures are taken as follows: (1) For seeds:The plants must fulfill the following specific requirement AND the phytosanitary certificate or the certified copy of the phytosanitary certificate must include additional declaration.EitherThe samples randomly taken from parent plants and ones with suspected symptoms are tested by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato mottle mosaic virus;orThe seeds are tested prior to export by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato mottle mosaic virus; 4,600 seeds are randomly taken from a lot as samples in accordance with the International Seed Testing Association (ISTA) procedures; or in case that the number of seeds of a lot is less than 46,000, 10% of the seeds are used for the testing; they are divided into at most 400 seeds for RT-PCR as sub-samples.(2) For Live plants and plant parts for planting (excluding seeds and fruits):The plants must fulfill the following specific requirement AND the phytosanitary certificate or the certified copy of the phytosanitary certificate must include additional declaration.The plants randomly taken from a lot and plants with suspected symptoms are tested during the growing season or prior to export by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato mottle mosaic virus.In addition, National Plant Protection Organizations (NPPO) of India will be required to include an additional declaration stating that “Fulfills item 41 of the Annexed Table 2-2 of the Ordinance for Enforcement of the Plant Protection Act (MAF Ordinance No73/1950).

This addendum is issued to modify the NOTE of "The uniform limit 0.01 ppm will be applied to commodities not listed above." described in the attached file of notification G/SPS/N/JPN/1339 dated 19 May 2025 as follows: "Not the uniform limit of 0.01 ppm but the regulation that foods shall not contain any antibiotics or chemically synthesized substances will be applied to the commodities for which MRLs are not listed above, since this substance is considered to be an antibiotic or chemically synthesized antibacterial substance.".

MAFF is proposing a revision of the Article 45 of the Ministerial Ordinance for Enforcement of the Act on Domestic Animal Infectious Disease Control to add emus to the list of animals subject to animal quarantine with regard to Notifiable Avian Influenza. Once emus are subject to animal quarantine, the import of live emus and products derived from emus will not be permitted without an appropriate health certificate issued by the animal health authority of the exporting country.

MAFF will revise the standard for method of manufacture of feeds in general stipulated in the "Ministerial Ordinance on the Specifications and Standards of Feeds and Feed Additives" (Ordinance No. 35 of 24 July 1976 of the Ministry of Agriculture and Forestry). With this amendment, benzoic acid imported into Japan as a feed additive will be allowed to use for pig feeds regardless of pigs’ body weight.

The proposed designation of substance used as an ingredient of agricultural chemicals and other chemical substances that is stipulated to be “The substance in food that does not pose any adverse health effect” for Anacardic acid notified in G/SPS/N/JPN/1297 (dated 4 October 2024) was adopted and published on 27 February 2024.The specified designation is available as below:
