The Draft Food Safety and Standards (Genetically Modified or Engineered Foods) Regulations, 2021 is applicable to Genetically Modified Organisms (GMOs) or Genetically Engineered Organisms (GEOs) or Living Modified Organisms (LMOs) intended for direct use as food or for processing and Food or Processed food containing Genetically Modified ingredients produced from but not containing LMOs or GEOs or GMOs.

The Draft Food Safety and Standards (Foods for Infant Nutrition) amendment Regulations, 2021 is related to revision in the maximum level of Vitamin B12 in Infant Formula, inclusion of Carbon dioxide and Nitrogen as packaging gases under food additives for follow up formula, revision of term 'pH adjusting agent' as 'acidity regulator' in sync with FSSR and global practice and use of term 'Infant Milk Food' in the nomenclature of infant formula.

These regulations are being notified in order to fast track the scrutiny of applications of non-specified food and food ingredients in a time bound manner. These regulations propose changes in the procedure for grant of prior approval for non-specified food and food ingredients including change in application form for seeking approval for such foods. The Form-I of the said regulations has been revised to enable the applicants to submit the key information viz. the end use, target population intended, and benefits purported to be given by the ingredient at the initial stage.

The Draft Food Safety and Standards (Health Supplements, Nutraceuticals, Food for Special Dietary Use, Food for Special Medical Purpose, Functional food and Novel food) amendment Regulations, 2021 relates to: - the inclusion of category 'Food for Special Diagnostic Purposes' under Food for Special Medical purpose; - the revision of Schedule II; - the inclusion/review of ingredients and additives: (6S)-5-methyltetrahydrofolic acid, glucosamine salt, Calcium from algae including red seaweed, Polysorbates (Tweens), Magnesium alumina metasilicate, Bacillus indicus and Guar gum derivative (partially hydrolysed guar gum).

These regulations propose to prescribe the process of assessing and certification of vegan foods including their labelling and display requirements.

This notification will further allow import of plants and plant materials into India.

The Draft Plant Quarantine (Regulation of Import into India) (Ninth Amendment) Order, 2020 seeks to further liberalize provisions governing import of apple (Malus domestica) and blueberry (Vaccinium corymbosumunder Schedule VI of the Plant Quarantine (Regulation of Import into India) Order, 2003. This notification will further allow import of plants and plant materials into India.

The Draft Food Safety and Standards (Licensing and Registration of Food Business) Amendment Regulations, 2020 deals with the documents and conditions of licensing, licensing and registration of E-commerce Food Business Operators, minimum sanitary and hygienic requirements for establishing a small slaughter house, Revision of Schedule 4.

The Draft Plant Quarantine (Regulation of Import into India) (Sixth  Amendment) Order, 2020 seeks to further liberalize provisions governing import of IIex paraguariensis (Yerba mate) under Schedule VI of the Plant Quarantine (Regulation of Import into India) Order, 2003. This notification will further allow import of plants and plant materials into India.

The draft Food Safety and Standards (Fortification of Foods) Amendment Regulations, 2020 prescribe the standards for fortified milk powder. The notification also contains proposal regarding mandatory labelling provision for food articles fortified with iron, revision in existing standards of iodized and iron fortified iodized salt and renaming 'Fortified Raw Rice' as 'Fortified Rice'.

The Draft Food Safety & Standards (Health Supplements, Nutraceuticals, Food for Special Dietary Use, Food for Special Medical Purpose, Functional food and Novel food) amendment Regulations, 2018 related to revision of List of plant or botanical ingredients, List of food additives for health supplements, List of ingredients as Nutraceuticals, List of strains as probiotics, List of prebiotic compounds, FSDU for sports person, Standards for ingredient (Psyllium husk)  and certain other paras.

These regulations are regarding new/revised standards of buffalo milk, fruit and vegetable products, cereal and cereal products, sweets and confectionery, spices and condiments and food additives.

This amendment is to make it mandatory to use Indigo Carmine or Brilliant Blue up to 10ppm in production of non-edible ice, including non-edible ice blocks coming in contact with food products during preservation/storage/transportation of perishable food commodities so as to differentiate it from edible-ice which must remain colourless.
