The proposal notified in G/SPS/N/EU/310 (18 February 2019) was adopted as Commission Regulation (EU) 2020/205 of 14 February 2020 amending Regulation (EC) No 2073/2005 as regards Salmonella in reptile meat (Text with EEA relevance) [OJ L 43, 17 February 2020, p.63].This Regulation enters into force on 5 March 2020.
The Regulation aims at updating the current authorisation of the food additive Annatto, Bixin, Norbixin (E 160b) in the European Union, in line with the conclusions of the re-evaluation of the safety of this food additive by the European Food Safety Authority (EFSA), which included the assessment of an application for the authorisation of five new annatto-based extracts and some extensions of use. EFSA concluded that the main pigments in annatto extracts, namely bixin and norbixin, have different toxicological properties and therefore a different Acceptable Daily Intake (ADI). Consequently, the text removes food additive Annatto, Bixin, Norbixin (E 160b) from the Union list of permitted food additives in Regulation (EC) No. 1333/2008 and inserts instead in that list two new separate food additives, namely Annatto bixin (E 160b(i)) and Annatto norbixin (E 160b(ii)). As a consequence, the text removes the authorised uses and conditions of use for the food additive Annatto, Bixin, Norbixin (E 160b) from the list of authorised conditions of use in food in to Regulation (EC) No. 1333/2008, and lays down the authorised uses and use levels for the two new food additives Annatto bixin (E 160b(i)) and Annatto norbixin (E 160b(ii)). The Annex to Regulation (EU) No. 231/2012 (specifications for food additives) is amended accordingly.
The measure concerns authorising the placing on the Union market of nicotinamide riboside chloride as a novel food.
The proposal notified in G/SPS/N/EU/294 (11 January 2019) and adopted as Commission Delegated Regulation (EU) 2019/934 of 12 March 2019 supplementing Regulation (EU) No 1308/2013 of the European Parliament and of the Council as regards wine-growing areas where the alcoholic strength may be increased, authorised oenological practices and restrictions applicable to the production and conservation of grapevine products, the minimum percentage of alcohol for by-products and their disposal, and publication of OIV files [OJ L 149, 7 June 2019, p. 1] contains an error as regards transitional arrangements for the marketing of stocks of grapevine products.The draft Commission Delegated Regulation correcting Delegated Regulation (EU) 2019/934 as regards transitional arrangements for the marketing of stocks of grapevine products corrects an error in Article 15 of Commission Delegated Regulation (EU) 2019/934 to ensure that grapevine products produced between the entry into force and the date of application of Delegated Regulation (EU) 2019/934 can be marketed.
The proposal notified in G/SPS/N/EU/354 (15 October 2019) was adopted as Commission Delegated Regulation (EU) 2019/2122 of 10 October 2019 supplementing Regulation (EU) 2017/625 of the European Parliament and of the Council as regards certain categories of animals and goods exempted from official controls at border control posts, specific controls on passengers' personal luggage and on small consignments of goods sent to natural persons which are not intended to be placed on the market and amending Commission Regulation (EU) No 142/2011 (Text with EEA Relevance) [OJ L 321, 12 December 2019, p.45].This Regulation applies since 14 December 2019.

The proposal notified in G/SPS/N/EU/336 (1 August 2019) was adopted as Commission Delegated Regulation (EU) 2019/2125 of 10 October 2019 supplementing Regulation (EU) 2017/625 of the European Parliament and of the Council as regards rules concerning the performance of specific official controls of wood packaging material, notification of certain consignments and measures to be taken in cases of non-compliance [OJ L 321, 12 December 2019, p.99].This Regulation applies since 14 December 2019.
The measure concerns the authorisation of an extension of use of chia seeds (Salvia hispanica) as a novel food and the change of the conditions of use and the specific labelling requirements of chia seeds (Salvia hispanica).

The proposal notified in G/SPS/N/EU/345 (11 September 2019) was adopted as Commission Implementing Regulation (EU) 2019/2130 of 25 November 2019 establishing detailed rules on the operations to be carried out during and after documentary checks, identity checks and physical checks on animals and goods subject to official controls at border control posts (Text with EEA relevance) [OJ L 321, 12 December 2019, p.128].This Regulation applies since 14 December 2019.
The proposal notified in G/SPS/N/EU/330 (12 July 2019) was adopted as Commission Implementing Regulation (EU) 2019/1873 of 7 November 2019 on the procedures at border control posts for a coordinated performance by competent authorities of intensified official controls on products of animal origin, germinal products, animal by-products and composite products (Text with EEA relevance) [OJ L 289, 8 November 2019, p.50].This Regulation applies since 14 December 2019.
The proposal notified in G/SPS/N/EU/346 (12 September 2019) was adopted as Commission Implementing Regulation (EU) 2019/2129 of 25 November 2019 establishing rules for the uniform application of frequency rates for identity checks and physical checks on certain consignments of animals and goods entering the Union (Text with EEA relevance) [OJ L 321, 12 December 2019, p.122].This Regulation applies since 14 December 2019.
The notified Regulation complements rules that are already laid down in Animal Health Law (Regulation (EU) 2016/429) concerning registration and approval of establishments keeping terrestrial animals, record keeping obligations, registers of establishments and transporters and identification and traceability of terrestrial animals. In that regard it lays down the rules for:a) the registration of transporters engaged in the transportation of kept dogs, cats and ferrets, and poultry between EU Member States;b) the requirements for the approval of establishments keeping terrestrial animals posing a high animal health risk in the EU;c) the information to be included in the registers of registered and approved establishments and transporters to be kept by the EU competent authorities;d) additional record-keeping obligations supplementing those laid down in the Animal Health Law for operators and transporters of kept terrestrial animals;e) detailed traceability requirements that apply in the EU for certain species and categories of terrestrial animals;f) transitional measures.
The draft measure notified in G/SPS/N/EU/348 is amended for substance fluometuron. The MRL values for this substance on pulses (0300000), cereals (0500000) and commodities of animal origin (1000000) are now set at the new Limit of Determination (LOD) of the analytical method 0.005*mg/kg, instead of the pervious LOD value of 0.01*mg/kg.No Codex MRLs (CXLs) exist for this substance.The Regulation is estimated to be adopted by October 2019.
The proposal notified in G/SPS/N/EU/342 (12 August 2019) was adopted as Commission Implementing Regulation (EU) 2019/2072 of 28 November 2019 establishing uniform conditions for the implementation of Regulation (EU) 2016/2031 of the European Parliament and the Council, as regards protective measures against pests of plants, and repealing Commission Regulation (EC) No 690/2008 and amending Commission Implementing Regulation (EU) 2018/2019 [OJ L 319, 10 December 2019, p. 1].This Regulation entered into force on 13 December 2019. The proposal notified in G/SPS/N/EU/333 (22 July 2019) was adopted as Commission Implementing Regulation (EU) 2019/2007 of 18 November 2019 laying down rules for the application of Regulation (EU) 2017/625 of the European Parliament and of the Council as regards the lists of animals, products of animal origin, germinal products, animal by- products and derived products and hay and straw subject to official controls at border control posts and amending Decision 2007/275/EC (Text with EEA relevance) [OJ L 312, 3 December 2019, p.1]. This Regulation shall apply from 14 December 2019.
