Health Canada's Food Directorate completed a detailed safety assessment of a food additive submission seeking approval for the use of a preparation containing a live culture of the bacterium Lactococcus lactis (L. lactis) DSM 11037 as an oxygen scavenger in certain modified atmosphere-packaged (MAP) or vacuum-packaged non-shelf-stable cured meat products. As no safety concerns were raised through this assessment, it is the intention of Health Canada to enable the food additive use described in the information document. The purpose of this communication is to publically announce the Department's intention in this regard and to provide the appropriate contact information for any inquiries or for those wishing to submit any new scientific information relevant to the safety of this food additive.

The purpose of this notice is to inform interested stakeholders of the Minister of Health's intent to amend the Marketing Authorization for Food Additives with Other Generally Accepted Uses to allow for the addition of food additives for new purposes of use to the incorporated List of Permitted Food Additives with Other Generally Accepted Uses. Paragraph 2(1)(a) of this marketing authorization (MA) presently limits the purposes of use that may appear on the incorporated list to those that were mentioned in column III of Table VIII, Part B, Division 16 of the Food and Drug Regulations on the day on which the MA and its incorporated list were made (25 October 2012). Until paragraph 2(1)(a) is amended, Health Canada's Food Directorate is unable to administratively amend the List of Permitted Food Additives with Other Generally Accepted Uses to permit food additives for new purposes of use that it has assessed as safe. Interested persons may make representations, with respect to the Minister of Health's intent to issue this MA, within 75 calendar days after the date of publication of this notice (by 22 November 2016).

Currently, steviol glycosides are permitted for use as sweeteners in various foods in Canada, including meal replacement bars. As no safety concerns were raised through Health Canada's assessment the Department has enabled the food additive use of steviol glycosides as a sweetener described in the information document below by updating the List of Permitted Sweeteners (http://hc-sc.gc.ca/fn-an/securit/addit/list/9-sweetener-edulcorant-eng.php), effective 23 August 2016. The proposed MRLs were established via entry into the Maximum Residue Limits Database and are provided directly below: MRL (ppm) Raw Agricultural Commodity (RAC) and/or Processed Commodity 30 Leafy greens (Crop Subgroup 4A), Leafy Brassica greens (Crop Subgroup 5B) 9.01 Leaf petioles (Crop Subgroup 4B) 2.0 Head and stem Brassica (Crop Subgroup 5A) 0.062 Dried shelled pea and bean (Crop Subgroup 6C, except soybeans) 0.053 Cereal grains (Crop Group 15, except sweet corn, rice, and sorghum) ppm = parts per million 1 The new crop subgroup MRL will replace the existing crop subgroup MRL of 3.5 ppm 2 The new MRL of 0.06 ppm (to cover trifloxystrobin and the acid metabolite CGA-321113) will replace the existing MRL of 0.02 ppm (to cover trifloxystrobin), based on the new foliar use pattern. 3 The MRL is proposed to be extended to the entire cereal grains crop group 15.
