The notified Information Circular No. 005/ERIS-CA/2025 announces the prohibition on the use of the ingredient Trimethylbenzoyl Diphenylphosphine Oxide (TPO) in cosmetic products in Cabo Verde, effective as of 1 September 2025. The decision is based on the recent reclassification of TPO as a substance toxic for reproduction (category 1B CMR substance), leading to its inclusion in Annex II of European Regulation (EC) No 1223/2009. This ingredient, commonly used in gel nail polish, will be prohibited for professional and commercial use. The ERIS advises providers, professionals and consumers to ensure that TPO is withdrawn from the market and to report any irregularities

The notified Decree Law No. 32/2010, of 6 September, establishes the organizational model and principles of the National Food Control System (SNCA) of Cabo Verde. The purpose of the SNCA is to ensure the safety and quality of food and animal feed, covering all stages of the food chain. Structured on the basis of coordination between public, private and civil society organizations, the SNCA is given effect through legislation, inspection, laboratories and education. It defines the competencies, coordination levels, and risk management, crisis and surveillance mechanisms, thus ensuring the public health and consumer rights protection.

Chapter IV of Regulatory Decree No. 12/2020 establishes the rules for the import and transit of animals and animal products in Cabo Verde, with a view to protecting public, animal and environmental health. Imports may take place only with prior health authorization, requested from the veterinary authority at least 15 days before the goods enter the country, and valid for a maximum period of three months. Entry into the country must be exclusively through official inspection posts, where documentary, identity and physical checks will be carried out. Products or animals that do not meet legal requirements are prohibited from entering and circulating. In the event of a health risk, the Government may temporarily suspend imports from certain countries. Imported products must be labelled, identifiable and appropriately packaged, accompanied by valid and recognized health documents. The international transit of animals and products is authorized provided that they do not pose a health risk and are authorized by the countries concerned. In the event of refusal, products may be re-exported or destroyed at the G/SPS/N/CPV/5- 2 - importer's expense.
