There is a need to establish legal requirements to promote the quality of saffron and the official control to ensure compliance with such requirements. As a result, the Order of 28 October 1994 approving the Technical Regulations for the control of the production and marketing of vegetable propagating and planting material, other than seed, needs to be amended to include saffron. The text is being updated at the same time. It is vital to regulate the control of the production and marketing of plant material used to propagate saffron, so that it meets the necessary quality and health requirements. To that end, the current Technical Regulations for the control of the production and marketing of vegetable propagating and planting material, other than seed, need to be amended to include this species.

The notified decree seeks to regulate the obligations of wholesale distribution, retailing and online sales of medicinal products not subject to prescription, conditions for veterinary prescriptions and restrictions on the use of antimicrobials, as well as to establish the obligations on the use of medicinal products on livestock farms.

The notified draft Royal Decree: (a) Regulates the storage conditions for, trade (import and export) with third countries in, and distance selling of plant protection products; (b) Creates an electronic register of transactions and operations involving plant protection products; (c) Establishes specific provisions for the implementation in Spain of Regulation (EU) 2017/625 of the European Parliament and of the Council of 15 March 2017, relating to the performance of official controls on the marketing of plant protection products and the development of the official control programme for the marketing of these products; (d) Establishes the register and requirements for the authorization of bodies that conduct tests involving plant protection products.

Amendment to Order AAA/458/2013 of 11 March 2019, permitting the treatment of used packaging, which is wood packaging that has not been treated or marked in accordance with ISPM No. 15.

The draft royal decree establishes the basis for actions to prevent, control and eradicate infectious bovine rhinotracheitis (IBR) in cattle farms in Spain. Under Commission Decision 2004/558/CE of 15 July 2004 implementing Council Directive 64/432/EEC as regards additional guarantees for intra-Community trade in bovine animals, the presence of the disease entails significant trade constraints. Specifically, unless a series of specific sanitary measures is carried out, the marketing of semen, ova and embryos from seropositive herds and the transport of infected live animals are prohibited to countries or zones that have been declared free from IBR or that have an approved control and eradication programme. An increasing number of European countries have control and eradication programmes in place. It is therefore necessary to establish a national framework for the initiation of an IBR prevention, control and eradication programme that offers the necessary guarantees for IBR control efforts to be carried out uniformly in farms throughout Spain.

The proposal notified in G/SPS/N/ESP/6 (26 April 2018) has been adopted as "Order APA/447/2019 of 12 April amending Order APA/1076/2018 of 11 October establishing phytosanitary requirements for the importation or entry of wood packaging material and dunnage into the Autonomous Community of the Canary Islands" (Official Journal No. 91, Tuesday 16 April 2019, Section III, p. 39983). The notified Order establishes the phytosanitary technical standard to be met by wood packaging material, including wood dunnage, in accordance with International Standards for Phytosanitary Measures (ISPM) No. 15: Regulation of wood packaging material in international trade, for the entry of wood packaging material and dunnage into the Autonomous Community of the Canary Islands.

Establecer los requisitos de importación de aquellos animales vivos para los que no existen condiciones armonizadas a nivel de la Unión Europea, y cuyo destino final sea España, incluidos de especies invasoras.La Directiva 92/65/CEE del Consejo, de 13 de julio de 1992, por la que se establecen las condiciones de policía sanitaria aplicables a los intercambios y las importaciones en la Comunidad de animales, esperma, óvulos y embriones no sometidos, con respecto a estas condiciones, a las normativas comunitarias específicas a que se refiere la sección I del anexo A de la Directiva 90/425/CEE, establece una serie de disposiciones de carácter sanitario aplicables a las importaciones de los mismos en la Unión Europea.Asimismo, la Ley 42/2007, de 13 de diciembre, del Patrimonio Natural y de la Biodiversidad, modificada por la Ley 33/2015, de 21 de septiembre, establece en su artículo 54.2 que la Administración General del Estado prohibirá la importación o introducción de especies o subespecies alóctonas cuando éstas sean susceptibles de competir con las especies silvestres autóctonas, alterar su pureza genética o los equilibrios ecológicos.En este sentido, es necesario aprobar la norma con el fin de regular el procedimiento por el que se exigen los correspondientes requisitos de sanidad animal, así como de protección del medio ambiente en los casos en los que se estime conveniente, para la importación en España de aquellos animales vivos de especies en que no existe normativa sanitaria armonizada a nivel de la Unión Europea.
