The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports that on the basis of the official notification of the World Organisation for Animal Health, outbreaks of African swine fever was registered in the Republic of Bashkortostan and the Republic of North Ossetia of the Russian Federation. In this regard, since 1 February 2022, temporary restrictions have been introduced on the importation to the territory of Kazakhstan from the Republic of Bashkortostan and the Republic of North Ossetia of the Russian Federation of live pigs, boar sperm, pork, including from wild boars, and products of its processing that have not undergone heat treatment (at least 70°C for at least 30 minutes), leather, horned and intestinal raw materials, bristles, hunting trophies obtained from susceptible species of animals, feed and feed additives for animals of plant and animal origin, including from poultry and fish, feed additives for cats and dogs that have not undergone heat treatment (at a temperature of at least 70°C for at least 30 minutes), used equipment for transporting pigs, products and raw materials of animal origin, keeping, slaughtering and cutting of pigs, as well as transit through the territory of Kazakhstan of live pigs from the abovementioned territories

The drafts amend the requirements for the import into the territory of the Eurasian Economic Union (hereinafter referred to as the EAEU) of zoo and circus animals, as well as establish the requirements for the import into the territory of the EAEU of in vitro embryos of cattle and embryos of small ruminants.

The draft provides for the specification of veterinary measures for particular goods classified under the group 29 of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports that on the basis of the official notification of the World Organisation for Animal Health, outbreaks of avian influenza were registered in Stavropol Krai of the Russian Federation. In this regard, since 15 February 2022, temporary restrictions have been introduced on the importation to the territory of Kazakhstan from Stavropol Krai of the Russian Federation of hatching eggs, down and feathers, poultry meat, all types of poultry products that have not undergone heat treatment (at least 70°C), feed and feed additives for birds (with the exception of feed additives of plant origin, chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit through the territory of Kazakhstan of live poultry from the abovementioned territory.

The Draft provides for the establishment in the Common Sanitary-Epidemiological and Hygienic Requirements for Products Subject to Sanitary-Epidemiological Surveillance (Control) of the standards for medicinal product for veterinary use in food of animal origin. The standards have been developed based on the residue limits of medicinal product for veterinary use established by the international standard of the Codex Alimentarius Commission – CX/MRL 2-2018 and the regional standard of the European Commission – Regulation No. 37/2010 of 22 December 2009 on pharmacologically active substances and their classification regarding maximum residue limits in food of animal origin.

In this regard, since 13 October 2021, temporary restrictions have been introduced on the importation to the territory of Kazakhstan from Belgorod, Chelyabinsk and Novgorod regions of the Russian Federation of live pigs, boar sperm, pork, including from wild boars, and products of its processing, leather, horned and intestinal raw materials, bristles, hunting trophies obtained from susceptible species of animals, feed and feed additives for animals of plant and animal origin, including from poultry and fish, feed additives for cats and dogs that have not undergone heat treatment (not less than 70°C for at least 20 minutes), used equipment for transporting pigs, products and raw materials of animal origin, keeping, slaughtering and cutting pigs, as well as transit through the territory of Kazakhstan of live pigs from the abovementioned territory.

In this regard, since 10 September 2021, temporary restrictions have been introduced on the importation to the territory of Kazakhstan from the Chelyabinsk Oblast of the Russian Federation of live poultry, hatching eggs, down and feathers, poultry meat, finished products from poultry meat, all poultry products containing poultry processing products, with the exception of goods subject to processing that ensures the destruction of avian influenza viruses, feed and feed additives for birds (with the exception of feed additives of plant origin, chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit through the territory of Kazakhstan of live poultry from abovementioned territory.

In this regard, since 5 June 2021 temporary restrictions have been introduced on the importation into the territory of Kazakhstan from Lithuania of live poultry, hatching eggs, down and feathers, poultry meat, finished products from poultry meat, all poultry products containing poultry processing products, with the exception of goods subject to processing that ensures the destruction of avian influenza viruses, feed and feed additives for birds (with the exception of feed additives of plant origin, chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit from Lithuania through the territory of Kazakhstan of live birds.

The Draft provides for the amendment of the List of quarantined products (quarantined freights, quarantined materials, quarantined goods) subject to quarantine phytosanitary control (supervision) at the customs border of the Eurasian Economic Union and in the customs territory of the Eurasian Economic Union (hereinafter "the List") approved by the Customs Union Commission Decision dated 18 June 2010 No. 318 in terms of transferring the position "Unmanufactured tobacco and tobacco refuse" (the HS code 2401 of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union) from Part II of the List "Quarantined products (quarantined freights, quarantined materials, quarantined goods) with a low phytosanitary risk" to Part I of the List "Quarantined products (quarantined freights, quarantined materials, quarantined goods) with a high phytosanitary risk". The amendment does not provide for the increase of the list of goods. The Draft also provides for the following quarantine phytosanitary requirements for the above mentioned products: "must come from places and (or) production sites free from the polyphagous humpback fly (Megaselia scalaris (Loew))" due to the fact that this type of plant product can potentially serve as a pathway for the introduction and spread of harmful organisms in the customs territory of the Eurasian Economic Union.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan reports outbreak of highly pathogenic avian influenza in the administrative territories of Germany (Saxony-Anhalt, Saxony, Bavaria, Berlin and Bremen). In this regard, since 5 June 2021 temporary restrictions have been introduced on the importation into the territory of Kazakhstan from the administrative territories of Germany (Saxony-Anhalt, Saxony, Bavaria, Berlin and Bremen) of live poultry, hatching eggs, down and feathers, poultry meat, all poultry products that have not undergone heat treatment (at least 70 °C), feed and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit from the above territories through the territory of Kazakhstan of live birds.

The draft provides for changes in the use of electronic form of commercial, transport (shipping) documents and phytosanitary certificates by the competent authorities within the framework of quarantine phytosanitary control (supervision), as well as in conveying the results of quarantine phytosanitary control (supervision) in electronic form via information systems of the competent authorities.

The Draft provides for the quarantine phytosanitary requirements for mushroom spawn.

In this regard, since 5 June 2021 temporary restrictions have been introduced on the importation into the territory of Kazakhstan from the Czech Republic (Central Bohemian, Zlín, Moravian-Silesian, Vysočina, Pardubice, Plzeň regions) of live poultry, hatching eggs, down and feathers, poultry meat, all poultry products that have not undergone heat treatment (at least 70 °C), feed and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit from the above territories through the territory of Kazakhstan of live birds.

In this regard, since 5 June 2021 temporary restrictions have been introduced on the importation into the territory of Kazakhstan from Poland of live poultry, hatching eggs, down and feathers, poultry meat, finished products from poultry meat, all poultry products containing poultry processing products, with the exception of goods subject to processing that ensures the destruction of avian influenza viruses, feed and feed additives for birds (with the exception of feed additives of plant origin, chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (feather game), used equipment for keeping, slaughtering and cutting birds, as well as transit from Poland through the territory of Kazakhstan of live birds.

Kazakhstan notified in G/SPS/N/KAZ/40 (15 August 2019) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the importation and transit through the territory of Kazakhstan of live birds and hatching eggs, down and feathers, poultry meat and all poultry products, fodder and feed additives for birds, as well as used equipment from Saratov Oblast of the Russian Federation. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan.

Kazakhstan notified in G/SPS/N/KAZ/79 (11 February 2021) the Letter of the Committee of State Inspection in Agro-Industrial Complex of the Ministry of Agriculture of Kazakhstan on the introduction of temporary restriction on the importation of tomato fruits from Azerbaijan to the territory of Kazakhstan.The notified measure was modified by the Letter of the Committee of State Inspection in Agro-Industrial Complex of the Ministry of Agriculture of Kazakhstan.

The Draft includes mushroom spawn to the List of quarantined products with a high phytosanitary risk.

The Draft provides for the amendment of the existing requirements with the following:- provisions allowing the movement of quarantine products between the member States of the EAEU in hand luggage and passengers' luggage without a phytosanitary certificate;- provisions allowing to import into the customs territory of the EAEU and move through its territory fruits and berries infected with quarantine species of lecanium, scale insects, bacteria, viruses, viroids, nematodes and phytoplasmas;- requirements for carrot seeds, seeds, micro-plants and minitubers of potato, raw sugar beet seeds for sowing, seedlings, stocks and cuttings of cherry (Prunus mahaleb), peach (Prunus persica), sweet cherry (Prunus avium) and olive (Olea europaea), seedlings of fuchsia (Fuchsia), carnations (Dianthus), pumpkin crops, onion species (Allium spp.) and asparagus rhizomes;- clarification of the requirements for seed and planting material for a wide range of agricultural and forestry crops;- clarification of the requirements for fresh vegetables, fruits and berries; - special quarantine phytosanitary requirements for peat in relation to its production in areas free of the polyphagous humpbacked fly (Megaselia scalaris).
