The Draft provides for the addition of the Laboratory Support to Quarantine Phytosanitary Measures Procedure with the term "sample (specimen)" of quarantined products, detailing the shelf life of samples (specimens) of perishable quarantined products, the possibility of returning to the owner part of the samples (specimens) of quarantined products taken during quarantine phytosanitary control (surveillance) and not used for quarantine phytosanitary inspection.

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of anthrax in the Khotomel Village of the Stolinsky region of the Brest oblast of Belarus. In this regard, since 19 August 2019 temporary restrictions have been introduced on the importation into Kazakhstan from the Khotomel Village of the Stolinsky region of the Brest oblast of Belarus of food-producing animals and free-roaming animals, genetic materials, raw materials and products obtained from animals, horn-hoofed raw materials (horns, antlers, hooves), rawstock (hides of horses, deer and wild animals).

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of the Newcastle disease registered in the Zabaykalsky Krai of the Russian Federation. In this regard, since 18 October 2019, temporary restrictions have been introduced:1) on the importation into Kazakhstan of live birds and hatching eggs, down and feathers, poultry meat and all poultry products, that not heat treated to ensure destruction of the Newcastle disease virus (according to the provisions of Chapter 10.9 of the OIE terrestrial animal health Code), feed and feed additives for birds (except feed additives of chemical and microbiological synthesis), as well as used equipment for the maintenance, slaughter and cutting of birds from the Zabaykalsky Krai of the Russian Federation; 2) on the transit through the territory of Kazakhstan of live birds from the Zabaykalsky Krai of the Russian Federation.

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of the African swine fever in the Republic of Korea. In this regard, since 3 October 2019 temporary restrictions have been introduced on the importation and transit through Kazakhstan of live pigs, boar sperm, pork, including wild boar meat and products of its processing, leather, horned and intestinal raw materials, bristles obtained from susceptible animal species, feed and feed additives for animals of plant and animal origin, including from poultry and fish, feed additives for cats and dogs that have not undergone heat treatment (at temperature of not lower than 70 °C for at least 20 minutes), used equipment for transporting pigs, products and raw materials of animal origin, keeping, slaughtering and cutting of pigs from the Republic of Korea.

The Republic of Kazakhstan previously notified in G/SPS/N/KAZ/16 (3 August 2018) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the transit and importation to the territory of the Republic Kazakhstan of live poultry and hatching eggs, down and feathers, poultry meat and all poultry products, which not heat-treated (at least 70 °C), feed and feed additives (excluding feed additives of chemical and microbiological synthesis), trophies of the chase that have not undergone taxidermy treatment (game birds), as well as used equipment for the maintenance, slaughter and cutting of birds from the Nizhegorodskaya, Orlovskaya and Rostovskaya regions of the Russian Federation. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan No. 15-1-15/1185-И of 13 June 2019.

The Republic of Kazakhstan previously notified in G/SPS/N/KAZ/6 (9 August 2016) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the importation to the territory of Kazakhstan of food-producing animals and free-roaming animals, genetic materials, raw materials and products obtained from animals, horn-hoofed raw materials (horns, antlers, hooves), rawstock (hides of horses, deer and wild animals) from the Russian Federation. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan No. 15-1-15/2013-И of 26 September 2019.

The Republic of Kazakhstan notified in G/SPS/N/KAZ/15 (3 August 2018) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture on the introduction of a temporary restriction on the importation to the territory of Kazakhstan of live poultry, hatching eggs, down, feathers, poultry meat, feed and feed additives, hunting trophies, used equipment for holding, slaughtering and dressing of poultry from Kurskaya, Samarskaya, Penzenskaya regions of the Russian Federation. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture No. 15-1-18/10332-И of 4 July 2019.

The Republic of Kazakhstan notified in G/SPS/N/KAZ/21 (23 November 2018) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the importation to the territory of Kazakhstan of live poultry, poultry products and used equipments from Belgium. The notified measure was eliminated by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan No. 15-3-07/1184-И of 13 June 2019.

The Republic of Kazakhstan previously notified in G/SPS/N/KAZ/7 (15 November 2016) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the importation to the territory of Kazakhstan of livestock, beef, pork, lamb, heat-treated ready to eat food, non-food raw materials and commodity, used equipment for animal husbandry, slaughter and processing, feed and feed additives of animal and plant origin from the Russian Federation. The notified measure was modified by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan No. 15-1-18/552-И of 18 March 2017.

The Republic of Kazakhstan previously notified in G/SPS/N/KAZ/22 (from 23 November 2018) the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan on the introduction of a temporary restriction on the importation to the territory of the Republic of Kazakhstan of food-producing animals and free-roaming animals, genetic material, raw material and products obtained from animals, horn-hoofed raw materials (horns, antlers, hooves), rawstock (hides of horses, deer and wild animals) from the Osh region of the Kyrgyz Republic. The notified measure was eliminated by the Letter of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan No. 15-1-15/2006-И of 26 September 2019.

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of sheep and goat pox in the Tverskaya and Voronezhskaya oblasts of the Russian Federation. In this regard, since 9 October 2019, temporary restrictions have been introduced:1) on the importation into Kazakhstan from the Tverskaya and Voronezhskaya oblasts of the Russian Federation of: live sheep, goats and other animals susceptible to sheep and goat pox; genetic material; products obtained from sheep and goats (meat, meat products, milk and dairy products, other raw materials and products obtained from slaughtering of sheep and goats (not undergone heat treatment sufficient to elimination of pathogenic microorganisms); used equipment for keeping, slaughtering and processing of sheep and goats; hunting trophies from susceptible animal species; feed and feed additives containing processed products of sheep and goats (not undergone heat treatment at temperature no less than 70 °C); 2) on the transit through the territory of Kazakhstan of live sheep and goats originating from the Tverskaya and Voronezhskaya oblasts of the Russian Federation.

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of nodular dermatitis registered in the Novosibirsk Region of the Russian Federation. In this regard, since 22 August 2019, temporary restrictions have been introduced on the importation and transit through Kazakhstan of cattle and other animals susceptible to nodular dermatitis, as well as genetic material obtained from them; products obtained from cattle, as well as susceptible animal species, without proper processing, ensuring the destruction of the virus of nodular dermatitis; raw leather materials obtained from the slaughter of cattle and other susceptible animals; used equipment for the maintenance and transporting cattle and other susceptible animals from the Novosibirsk Region of the Russian Federation.

The Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports that, on the basis of the official notification of the World Organization for Animal Health, from 26 September 2019, temporary restrictions have been introduced on the importation and transit through Kazakhstan of cattle and other animals susceptible to nodular dermatitis (contagious nodular dermatitis), as well as genetic material obtained from them; products obtained from cattle, as well as susceptible animal species, without proper processing, ensuring the destruction of the virus of nodular dermatitis; raw leather materials obtained from the slaughter of cattle and other susceptible animals; used equipment for the maintenance and transporting cattle and other susceptible animals from Tyumen Oblast of the Russian Federation.

On the basis of the World Organization for Animal Health, the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of nodular dermatitis registered in the Xinjiang Uygur Autonomous Region (XUAR) of China. In this regard, since 4 September 2019, temporary restrictions have been introduced on the importation and transit through Kazakhstan of cattle and other animals susceptible to nodular dermatitis, as well as genetic material obtained from them; products obtained from cattle, as well as susceptible animal species, without proper processing, ensuring the destruction of the virus of nodular dermatitis; raw leather materials obtained from the slaughter of cattle and other susceptible animals; used equipment for the maintenance and transporting cattle and other susceptible animals from the XUAR of China.

On the basis of the World Organization for Animal Health, the Committee of Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan reports outbreaks of Newcastle disease registered in the territory of Saratov Oblast of the Russian Federation. In this regard, since 9 July 2019, temporary restrictions are imposed on the importation and transit through the territory of the Republic of Kazakhstan of live poultry and hatching eggs, down and feathers, poultry meat and all poultry products, which have not been heat treated (at least 70°C), fodder and feed additives for birds (with the exception of feed additives of chemical and microbiological synthesis), as well as used equipment for the maintenance, slaughter and cutting of birds.

On the basis of the World Organization for Animal Health, the Committee of Veterinary Control and Supervision of the Ministry of agriculture of the Republic of Kazakhstan reports outbreaks of bovine spongiform encephalopathy in the State of Mato Grosso, Brazil. In this regard, since 9 July 2019, temporary restrictions are introduced on the import of breeding and commercial cattle susceptible to bovine spongiform encephalopathy, as well as beef, including end products, non-edible raw materials and products obtained from cattle susceptible to bovine spongiform encephalopathy, as well as used equipment for the maintenance, slaughter, feed and feed additives food food-producing animals.

The draft provides for the reduction of the list of requirements on imports of breeding and commercial cattle into the territory of the Eurasian Economic Union.

The drafts provide for the change in the conditions for importation of hides, horn and hoof, intestines, furs, sheep pelt, lambskin, wool, goat down hair, bristle, horsehair, and chicken, duck, goose and other poultry feathers and down feathers into the territory of the Eurasian Economic Union.

On the basis of the official notification of the World Organisation for Animal Health, the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of Kazakhstan reports outbreaks of Highly Pathogenic Avian Influenza (HPAI) registered in the Voronezh region, Russian Federation. In this regard, since 8 February 2019, temporary restrictions are imposed on the importation of live poultry and hatching eggs, down and feathers, poultry meat and all kinds of poultry products that have not undergone heat treatment (not less than 70 °C), feed and feed additives for birds (except feed additives of chemical and microbiological synthesis), hunting trophies that have not undergone taxidermic treatment (feathered game), as well as used equipment for keeping, slaughter and cutting of birds.

The Committee for Veterinary Control and Supervision of the Ministry of Agriculture of Kazakhstan announces the introduction of temporary restrictions on the importation into Kazakhstan of animals susceptible to FMD (foot-and-mouth disease), as well as beef, pork, lamb, milk and dairy products including finished products that have been heat-treated, non-food raw materials and products obtained from slaughter susceptible to FMD animals, used equipment for their maintenance, slaughter and processing, feed and feed additives for animals, from the Republic of Korea.
