The notified draft Resolution updates and establishes the limits for the microbiological criteria to be met by food and beverages for human consumption in order to ensure microbiological acceptability, which will be verified by the health authorities through inspection, monitoring and control activities, with the aim of protecting consumer health. To update these standards, the Ministry of Health and Social Welfare took into account the international recommendations of the Codex Alimentarius and the International Commission on Microbiological Specification for Foods (ICMSF), in which the type of sample and the sampling plan's 'n' and 'c' values are determined according to the degree of risk and the conditions of use of the food.

The notified draft resolution sets out procedures and requirements for the registration and control of chemical pesticides for agricultural use and the registration of companies that manufacture, formulate, package, import, export and/or distribute chemical pesticides for agricultural use, with a view to minimizing associated health and environmental risks and protecting plant health in Colombia. The text establishes that any chemical pesticide used in agriculture in Colombia must be registered at the national level, in accordance with the provisions set forth therein and Decision No. 804 of 2015 of the General Secretariat of the Andean Community of Nations (SGCAN).

The notified draft Resolution seeks to establish the requirements and procedure for the registration with the ICA of laboratories that carry out analytical and/or diagnostic tests in the agricultural sector.

Resolution No. 60469 of 17 January 2020 establishes sanitary measures to be implemented at ports, airports and border control points to prevent the introduction and spread of African swine fever in Colombian territory. It applies to all natural persons - travellers, passengers or crew members - bringing pork products into Colombia for human consumption, as well as to businesses, entities and other actors, including international courier services, that are directly or indirectly involved in this process.

In connection with the Colombian Agricultural Institute (ICA) draft Resolution establishing the requirements and procedure for the registration with the ICA of cosmetics for veterinary use and adopting other provisions, notified in document G/SPS/N/COL/284 of 28 April 2018, the Republic of Colombia hereby advises that Resolution No. 054 of 9 January 2020 has been issued. The Republic of Colombia hereby advises that ICA Resolution No. 5382 of 2019 establishing sanitary measures to prevent the introduction and spread of Cryptolestes pusilloides (Coleoptera: Laemophloeidae), a quarantine pest for Colombia, and ICA Resolution No. 50066 of 2019 amending Resolution No. 5382 of 2019, notified in documents G/SPS/N/COL/308 and G/SPS/N/COL/308/Add.1, respectively, were nullified upon issuance of Resolution No. 16439 of 17 October 2019. The General Secretariat of the Andean Community, in Resolution No. 2088 of 16 September 2019 concluding its investigation into alleged restrictions placed by the Government of Colombia on imports of coffee from Andean Community member states, deemed the measures established in ICA Resolution No. 00005382 of 25 April 2019 and the amendments thereto to be a restriction on trade within the subregion under Article 73 of the Cartagena Agreement. The notified draft Resolution establishes the requirements for the registration in the National Register of Commercial Cultivars of cultivars that have been genetically improved through the application of scientific knowledge, and other provisions. All cultivars which have been genetically improved through the application of scientific knowledge, and which are to be marketed for sowing in Columbia must be registered in the National Register of Commercial Cultivars. Where applicable, the respective producer or importer shall be responsible for the agronomic assessment of cultivars in natural subregions, and is required to submit the report to the ICA prior to the registration of the cultivar, without prejudice to compliance with the provisions contained in ICA Resolution No. 3168 of 2015, or any Resolution that amends or replaces it.
