APHIS is issuing this Federal Order to prevent the entry or introduction of TiLV into the United States by restricting import shipments of all live fish, fertilized eggs, and gametes from TiLV-susceptible species. This Federal Order, effective 12 December 2019, requires alll such commodities to meet the US import requirements outlined in the attached measure, including accompaniment by a USDA import permit, official health certificate, and veterinary inspection.
The Food and Drug Administration (FDA, Agency, or we) is proposing to amend its regulations to establish a program for the testing of food in certain circumstances by accredited laboratories, as required under the Federal Food, Drug, and Cosmetic Act (FD&C Act). Establishing such a program will help FDA improve the safety of the US food supply and protect US consumers by helping ensure that certain food testing of importance to public health is conducted subject to appropriate oversight and in accordance with appropriate model standards, and produces reliable and valid test results.

FSIS has reviewed Viet Nam's laws, regulations, and inspection system as implemented and has determined that Viet Nam's siluriformes fish inspection system is equivalent to the system that the United States has established under the Federal Meat Inspection Act (FMIA) and its implementing regulations. Under this final rule, only raw siluriformes fish and fish products produced in certified Vietnamese establishments are eligible for export to the United States. The Food Safety and Inspection Service (FSIS) is amending the Federal poultry products inspection regulations to add the People's Republic of China (PRC) (China) as eligible to export to the United States poultry products from birds slaughtered in China. FSIS has reviewed China's poultry laws, regulations, and inspection system, as implemented, and has determined that they are equivalent to the Poultry Products Inspection Act (PPIA), the regulations implementing this statute, and the United States' food safety system for poultry. Under this final rule, slaughtered poultry, or parts or other products thereof, processed in certified Chinese establishments, are eligible for export to the United States. This action is in response to EPA's granting of an emergency exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of thiamethoxam on rice. Emergency use of thiamethoxam on rice results in potential clothianidin (a major metabolite of thiamethoxam) residues that when combined with the residues from legal use of clothianidin on rice, require an increase in the tolerance for residues of clothianidin in rice. Although there is an existing regulation establishing a maximum permissible level for residues of clothianidin in or on rice, grain at 0.01 ppm, this rule would establish a new, time-limited maximum permissible level at 0.5 ppm for clothianidin in or on rice, grain. The time-limited tolerance expires on 31 December 2024. This action is also associated with the utilization of a crisis exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of thiamethoxam on rice.
