The Food and Drug Administration (FDA or we) is extending for a second time the comment period for the proposed rule, and for the information collection related to the proposed rule, entitled ‘‘Laboratory Accreditation for Analyses of Foods'' that appeared in the Federal Register of 4 November 2019. We are taking this action in response to a request from several food industry associations to extend open comment periods while their members focus on continuity of critical infrastructure operations due to the recent COVID–19 public health declaration. We also are taking this action to keep the comment period for the information collection provisions associated with the rule consistent with the comment period for the proposed rule. DATES: FDA is further extending the comment period on the proposed rule published on 4 November 2019 (84 FR 59452), which was first extended to 28 February 2020 (85 FR 11893). Submit either electronic or written comments on the proposed rule by 6 July 2020. Submit comments on information collection issues under the Paperwork Reduction Act of 1995 (PRA) by 6 July 2020 (see the ‘‘Paperwork Reduction Act of 1995'' section of the proposed rule).

APHIS is advising the public that it has prepared a commodity import evaluation document (CIED) relative to the importation into the United States of citrus (grapefruit, lemon, mandarin orange, sweet orange, tangelo, and Satsuma mandarin) fruit from South Africa.  Based on the findings of the CIED, APHIS is proposing to remove restrictions on the ports of entry into which citrus frmo South Africa may be imported into the United States.  APHIS is making the CIED available to the public for review and comment.  [Federal Register Vol. 85, No. 63, Wednesday 1 April, pg. 18185-18186]

APHIS is advising the public that it has prepared a commodity import evaluation document (CIED) relative to the importation into the United States of blueberries from Chile.  Currently, blueberries from Chile imported into the United States from an area in which European grapevine moth is known to exist must be fumigated with methyl bromide.  Based on the findings of the CIED, APHIS is proposing to also allow the importation of such blueberries under the provisions of a systems approach.  APHIS is making the CIED available to the public for review and comment.  [Federal Register Vol. 85, No. 62, Tuesday, 31 March 2020 pg. 17850-17851]

APHIS is advising the public of its decision to revise the import requirements for the importation of fresh fragrant pears from China into the United States and to authorize importation from an additional area of production. Based on the findings of the pest risk analysis, which APHIS made available to the public to review and comment through a previous notice, APHIS has concluded that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh fragrant pears fruit from this additional production area.  (Federal Register Vol. 85, No. 60, FRiday, 27 March 2020 pg. 17306-17307)

APHIS is proposing to authorize the importation of Phalaenopsis spp. orchid plants from the Republic of Costa Rica in approved growing media into the United States, including territories.  As a condisition of entry, Phalaenopsis spp. orchid plants in approved growing media from the Republic of Costa Rica would have to meet all relevant requirements including in the U.S. Department of Agriculture Plants for Planting Manual and detailed in a bilateral workplan.  This proposed action would allow for importation of Phalaenopsis spp. orchid plants in approved growing media from the Republic of Costa Rica while providing protection against the introduction of plant pests.  (Federal Register Vol. 85, No. 42, Tuesday, 3 March 2020)

APHIS is advising the public of its decision to authorize the importation of fresh jujube fruit from China into the continental United States.  Based on the findings of the pest risk analysis, which APHIS made available to the public to review and comment through a previous notice, we have concluded that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh jujube fruit from China.  (Federal Register Vol. 85, No. 49, Thursday, 12 March 2020, pp. 14453-14454)

APHIS is establishing standards to allow it to recognize compartments for animal disease status, consistent with World Organization for Animal Health international standards. Under this action, when a foreign government submits a request for recognition of a compartment, APHIS will conduct a compartmentalization evaluation based on a list of factors that parallel those we use when conducting regionalization evaluations, and will provide for public notice of and comment on the risk assessment. The action also adds provisions for imposing import restrictions and/or prohibitions when a compartment it has recognized as disease-free experiences an outbreak and for lifting those sanctions once the outbreak has been controlled.
