Rules, procedures and models relating to veterinary health certificates are laid down by the Ministry of Agriculture and Forestry in accordance with paragraph 7 of Article 31 of Law No. 5996 (G/SPS/N/TUR/9).Below veterinary health certificate models have been prepared partly in compliance with the Commission Regulation (EU) No. 142/2011 of 25 February 2011:- "Veterinary Health Certificate for Exportation of Rendered Fats Not Intended for Human Consumption to be Used for Certain Purposes Outside the Feed Chain Materıal to The Republic of Türkiye";- "Veterinary Health Certificate for Exportation of Rendered Fats Not Intended for Human Consumption to be Used as Feed Material to The Republic of Türkiye".
The veterinary health certificates notified to WTO through G/SPS/N/TUR/121 on 12 April 2022 have been amended by taking into consideration comments taken.
"The Turkish Food Codex - Regulation on food intended for infants and young children and total diet replacement for weight control" was notified through G/SPS/N/TUR/93 on 11 October 2017.An amendment has been proposed by means of "Turkish Food Codex Regulation Amending Turkish Food Codex - Regulation on food intended for infants and young children and total diet replacement for weight control".The amendment concerns the list of substances that may be added to infant and follow-on formula, baby food and processed cereal-based food.This Regulation will enter into force on 15 September 2022.
"Turkish Food Codex - Communiqué on Infant Formula and Follow-on Formula and Requirements on Information Relating to Infant and Young Child Feeding" was notified through G/SPS/N/TUR/99 on 19 July 2018.An amendment has been proposed by means of "Turkish Food Codex Communiqué - Amending Turkish Food Codex Communiqué on Infant Formula and Follow-on Formula and Requirements on Information Relating to Infant and Young Child Feeding".The amendment concerns protein requirements for infant and follow-on formula manufactured from protein hydrolysates and requirements on pesticides in infant formula and follow-on formula.This Communiqué will enter into force on 15 September 2022.
The draft Turkish Food Codex Communiqué on Amending the Communiqué on Olive Oil and Olive Pomace Oil is withdrawn in order to harmonize with International Olive Council Trade Standard Applying to Olive Oils and Olive Pomace Oils (COI/T.15/NC No 3/Rev. 18). Notified Draft named “Turkish Food Codex Communiqué on Amending the Communiqué on Olive Oil and Olive Pomace Oil” has not been adopted after notification. A new draft is going to be notified to WTO soon.
Turkish Food Codex Communiqué on Olive Oil and Olive Pomace Oil was notified to WTO through G/SPS/N/TUR/42/Rev.1.The purpose of this Communiqué is to add decision tree for refined olive oils and olive oils composed of refined olive oils and virgin olive oils in line with International Olive Council Trade Standard applying to olive oils and olive pomace oils (COI/T.15/NC No 3/Rev. 18).
This Regulation provides for:(a) List of active ingredients in food supplements;(b) Registration and approval procedures of food businesses that import, produce, process and place on the market food supplements;(c) Import, production, processing, advertising, promotion and placing on the market of food supplements;(d) Approval, traceability and workplace responsibilities of food supplements;(e) Provisions regarding the establishment, working procedures and principles of the Commission on Food Supplements;(f) Rules on the labelling of food supplements.
This Regulation provides for:(a) Lists of approved food additives as set out in Annexes II and III;(b) Conditions of use of food additives in foods, including in food additives and in food enzymes as covered by Regulation on food enzymes (OG:24.2.2017 – 29989), and in food flavourings as covered by Regulation on flavourings and certain food ingredients with flavouring properties for use in and on foods (OG:29.12.2011 - 28157 reiterated number 3);(c) Rules on the labelling of food additives sold as such.
Turkish Food Codex Regulation on Specifications for Food Additives, which was notified in G/SPS/N/TUR/76 (7 October 2016) has been amended in content about the specifications for some food additives. This regulation will enter into force on 1 August 2022.
This Regulation lays down the procedures and principles regarding the placing of novel foods on the market, the lists and conditions of use for novel foods.
This Regulation lays down:The procedures and principles regarding the safety assessment of plants, fungi, algae, lichens, their parts and preparations obtained from them, and pure substance, substance mixture, enriched extract-extracts used in foods, and applications within this scope; andLabelling rules, lists of their use in foods and conditions of use.
Turkish Food Codex - Communiqué on Spices was adopted and published on 19 April 2022. Turkish Food Codex - Communiqué on Spices entered into force on 19 April 2022. Food business operators operating before the publication of this Communiqué must comply with the provisions of this Communiqué until 31 December 2023.
This Communiqué covers product definitions, compositions criteria and labelling requirements of Pasta.The current communiqué, Turkish Food Codex- Communiqué on Pasta (2002/20), is still in force in Turkey. In accordance with the national legislation, this draft communiqué will enter into force on the date of publication and replace the current communiqué. Turkish Food Codex Pasta Communiqué and the new draft require that only durum wheat (Triticum durum) must be used in pasta production. Triticum aestivum on the other hand shall not be used in pasta production. However, it is quite likely that Triticum aestivum might be found in durum wheat either from fields or harvesting machines.Considering the scientific studies on the subject, the limit of Triticum aestivum that might be found in pasta was determined as 3% in the Communiqué draft.A transitional period is foreseen for the compliance with the new provisions.

The following veterinary health certificate models have been prepared partly in compliance with Commission Regulation (EU) No. 142/2011 of 25 February 2011 and Regulation (EU) 2020/2235 of 30 December 2020:- “Veterinary Health Certificate for Exportation of Untreated Wool and Hair to the Republic of Türkiye”,- “Veterinary Health Certificate for Exportation of Treated Hides and Skins of Ungulates to the Republic of Türkiye”, - “Veterinary Health Certificate for Exportation of Treated Raw Materials for the Production of Gelatine and Collagen Intended for Human Consumption to the Republic of Türkiye”. With this amendment, the certificates used in trade before have been updated. A separate certificate has been prepared for treated raw materials for the production of gelatine and collagen intended for human consumption. The amendments do not bring any additional requirement to the current health conditions.Raw materials allowed for the production of gelatine and collagen intended for human consumption must be derived from hides and skins of domestic and farmed ruminant animals and the fish skins and bones derived from plants that produce fishery products for human consumption which are authorized for export.
The veterinary health certificate models for pet food products notified through G/SPS/N/TUR/120 are revised with respect to relevant EU legislation. New veterinary health certificate models will enter into force on 15 April 2022 and the old veterinary health certificate models published on the website of the Ministry of Agriculture and Forestry of Turkey for these products will continue to be used until 15 May 2022. The changes clarify the interpretation of the certificate models. After 15 May 2022, only new model health certificates will be accepted.
Emergency phytosanitary measures have been introduced for the import of tomato, pepper and pumpkin seeds and have been notified through G/SPS/N/TUR/119 and G/SPS/N/TUR/119/Add.1 in 2021.As a result of the evaluation of comments from sector representatives and exporter countries, amendments have been made to the emergency measures.In this context, if it is not possible to get information about the place of production due to the fact that tomato and pepper seeds were harvested before 15 September 2021, in the import of tomato and pepper seeds from all countries to Turkey until 31 May 2023, an additional declaration will be requested on the Phytosanitary Certificate stating that:For tomato seeds: a) The seeds have been analyzed by the exporting country using the RT-PCR Method for ToMMV, TASVd, CLVd, PCFVd and TCDVd and that the product is free from these agents; and b) Since the seeds were harvested before 15 September 2021, information about the place of production could not be identified. For pepper seeds:a) The seeds have been analyzed by the exporting country using the RT-PCR Method for ToMMV, TASVd and PCFVd and that the product is free from these agents; andb) Since the seeds were harvested before 15 September 2021, information about the place of production could not be identified. Accordingly, these measures will enter into force from the date of this SPS notification.
The emergency measures in order to prevent the introduction into and the spread within Turkey of Tomato brown rugose fruit virus (ToBRFV) have been notified with the SPS notifications G/SPS/N/TUR/109, G/SPS/N/TUR/109/Add.1, G/SPS/N/TUR/109/Add.2 and G/SPS/N/TUR/109/Add.3.The European Union (EU) has amended Implementing Regulation (EU) 2020/1191 on measures to prevent the introduction into and the spread within the Union of Tomato brown rugose fruit virus (ToBRFV) through Commission Implementing Regulation (EU) 2021/1809 of 13 October 2021.The measures in order to prevent the introduction into and the spread within Turkey of Tomato brown rugose fruit virus (ToBRFV) have been updated as follows within the framework of harmonization with the phytosanitary and quarantine practices/regulation/applications of the European Union.- The phrase of "Plants for Planting" in the aforementioned SPS notifications is replaced by "Plants (other than fruits and seeds)" - In the aforementioned SPS notifications under the heading "Import of tomato Seeds from All Countries", "Requirements specified for tomato (Solanum lycopersicum) shall also apply to tomato hybrids along with tomato seeds. In addition, the phrase tomato hybrid has been added to all sentences where the phrase tomato seed is used in the SPS notifications.The phytosanitary requirements for the import of tomato and pepper seeds from all countries were specified until 31 May 2022 under the heading "4. In The Import Of Tomato And Pepper Seeds Where Information About The Production Site Is Not Available With Regard To The Harvest Period" of the SPS Notification G/SPS/N/TUR/109/Add.3 in the event that pepper seeds other than varieties known to be resistant to ToBRFV and tomato seeds were harvested before 1 October 2020 and information of production site is not available due to the lack of mother plants. The date "31 May 2022" is replaced by "31 May 2023". These requirements will enter into force as of 1 March 2022.
Rules, procedures and models relating to veterinary health certificates are laid down by the Ministry of Agriculture and Forestry in accordance with paragraph 7 of Article 31 of Law No. 5996 (G/SPS/N/TUR/9). Based on this authority, the following veterinary health certificates were notified through G/SPS/N/TUR/9/Add.1: "Veterinary Health Certificate of Importation of Fish Oil not intended for human consumption to be used as feed material or for purposes outside the feed chain the Republic of Turkey" and "Veterinary Health Certificate for importation processed animal protein not intended for human consumption, including mixtures and products other than petfood containing such protein the Republic of Turkey". >In addition, the following veterinary health certificates were notified through G/SPS/GEN/1531: "Veterinary Health Certificate for dogchews intended for exportation to the Republic of Turkey", "Veterinary Health Certificate for importation of canned petfood to the Republic of Turkey" and "Veterinary Health Certificate for importation of processed petfood other than canned petfood to the Republic of Turkey". Currently, as a result of the need to update certain certificates; below draft veterinary certificate models have been prepared: - Veterinary Health Certificate for Exportation of Canned Petfood to the Republic of Turkey, - Veterinary Health Certificate For Exportation of Dogchews To The Republic of Turkey, - Veterinary Health Certificate For Processed Animal Protein, other than those derived from farmed insects, not intended for human consumption, including mixtures and products other than petfood containing such protein, for exportation to the Republic of Turkey, - Veterinary Health Certificate For Exportation Of Processed Petfood other than canned petfood to the Republic of Turkey, and - Veterinary Health Certificate for Exportation of Processed Manure, derived products from processed manure and guano from bats to the Republic of Turkey. These veterinary health certificate models have been prepared in compliance with the Commission Regulation (EU) No. 142/2011 of 25 February 2011.
The Ministry of Agriculture and Forestry has amended import requirements for tomato (Solanum lycopersicum), pepper (Capsicum spp.) and pumpkin seeds (Cucurbita pepo) from all countries into Turkey and notified these measures through G/SPS/N/TUR/119. As a result of evaluation of opinions, certain amendments have been made regarding the measures. TOMATO (SOLANUM LYCOPERSICUM) SEEDS FROM ALL COUNTRIES FROM 15 SEPTEMBER 2021 TO 15 NOVEMBER 2021 For the import of tomato (Solanum lycopersicum) seeds from all countries from 15 September 2021 to 15 November 2021, an additional declaration will be requested on the Phytosanitary Certificate stating that the seeds have been analyzed by the exporting country using the RT-PCR Method for Tomato mottle mosaic virus (ToMMV), Tomato apical stunt viroid (TASVd), Columnea latent viroid (CLVd), Pepper chat fruit viroid (PCFVd), Tomato chlorotic dwarf viroid (TCDVd) and that the product is free from these agents. PEPPER (CAPSICUM ANNUUM) SEEDS FROM ALL COUNTRIES FROM 15 SEPTEMBER 2021 TO 15 NOVEMBER 2021 For the import of pepper (Capsicum annuum) seeds from all countries from 15 September 2021 to 15 November 2021, an additional declaration will be requested on the Phytosanitary Certificate stating that the seeds have been analyzed by the exporting country using the RT-PCR Method for Tomato mottle mosaic virus (ToMMV), Tomato apical stunt viroid (TASVd), Pepper chat fruit viroid (PCFVd) and that the product is free from these agents. The seeds originate in a place of production known to be free from; 2.b. The name of the place of production; and 2.c. The seeds have been analyzed by the exporting country using the RT-PCR Method for ToMMV, TASVd, PCFVd and that the product is free from these agents. > PUMPKIN (CUCURBITA PEPO) SEEDS Additional declaration conditions required in the SPS notification G/SPS/N/TUR/119 for the import of pumpkin (Cucurbita pepo) seeds into our country will not be requested until a new SPS notification is made.
