The Department of Agriculture (DOA) is proposing to revise the DOA notification concerning the phytosanitary import requirements of Tomato (Solanum lycopersicum) seeds for sowing from all countries as follows:The Notification of Department of Agriculture, Re: Conditions for import of Tomato Seeds B.E. 2563 (2020), dated 30 November 2020, is repealed and replaced by this (Draft) DOA notification;Tomato seed lots are required to fulfil one of the following phytosanitary import conditions, and/or a combination of the two conditions addressing each of nine quarantine pests, i.e. Clavibacter michiganensisPepino mosaic virusTomato brown rugose fruit virusTomato mottle mosaic virusPotato spindle tuber viroidTomato apical stunt viroidTomato chlorotic dwarf viroidTomato planta macho viroid and Columnea latent viroid.Tomato seeds were produced in a country where the quarantine pests are not known to occur; ORTomato seeds were officially tested by Polymerase Chain Reaction (PCR) or Real time PCR method on a sample size not less than 3,000 seeds were taken from a sampling of lot, or in the case of a small seed lot, a sampling of lot as sample not less than 10 percent of weight and found free from the quarantine pests.

Information on fungicide treatment (fungicide common name and percent active ingredient) must be indicated in the appropriate sections of a phytosanitary certificate or a phytosanitary certificate for re-export;In case, import of maize seeds from the Union of Myanmar must comply with the additional conditions as the Annex 2. of this notification.

According to the announcement of the Government Gazette dated 19 January 2024, the suspension for the importation or transit of live domestic pigs and wild pigs and their carcasses from Myanmar has expired on 19 April 2024. However, Myanmar has no self-declaration for the recovery of country freedom from African swine fever from WOAH. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pigs and wild pigs and their carcasses from Myanmar is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 22 January 2024, the suspension for the importation or transit of live domestic pigs and wild pigs and their carcasses from Germany has expired on 22 April 2024. However, the WOAH has reported a continued outbreak of African Swine Fever in the area of Germany. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pigs and wild pigs and their carcasses from Germany is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 19 January 2024, the suspension for the importation or transit of live domestic pigs and wild pigs and their carcasses from Indonesia has expired on 19 April 2024.However, the WOAH has reported a continued outbreak of African Swine Fever in the area of Indonesia. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pigs and wild pigs and their carcasses from Indonesia is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 22 January 2024, the suspension for the importation or transit of live poultry and poultry carcasses from India has expired on 22 April 2024. However, India has no self-declaration for the recovery of country freedom from Highly Pathogenic Avian Influenza from WOAH. Therefore it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from India is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pigs and wild pigs and their carcasses from the Republic of Korea is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 19 January 2024, the suspension for the importation or transit of live poultry and poultry carcasses from Germany has expired on 19 April 2024. However, the WOAH has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in the area of Germany. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from Germany is temporarily suspended for a period of 90 days after the date of publication in  the Thai Royal Gazette (26 April 2024).

However, the WOAH reported Highly Pathogenic Avian Influenza (HPAI) in the area of the United States of America. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from the United States of America is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 19 January 2024, the suspension for importation or transit of live poultry and poultry carcasses from Chinese Taipei has expired on 19 April 2024. However, the WOAH has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in the area of Chinese Taipei. Therefore, it is necessary for Thailand to prevent the entry of disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from Chinese Taipei is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette. Except the feathers and down of poultry that have been processed in the approved establishment by the DLD and these commoditiesthat have been processed to ensure the destruction of avian influenza virus recommended by WOAH Terrestrial Animal Health Code topics 10.4.22 and 10.4.23 which use one of the following methods:washed and steam-dried at 100ºC for 30 minutes;fumigation with formalin (10% formaldehyde) for 8 hours;irradiation with a dose of 20 kilogray.

By the virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pig and wild pigs and their carcasses from Poland is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from the Philippines is temporarily suspended for a period of 90 days after the date of publication in the Thai Royal Gazette.

It is deemed appropriate to establish the regulation to control the use of extraction solvent in food production for consumer protection. The Ministry of Public Health (MOPH) therefore proposes the draft Notification of the Ministry of Public Health (No …) B.E… issued by virtue of the Food Act B.E. 2522 (1979) regarding to extraction solvent for use in food production to establish the quality and safety requirements including terms of use.Key points of this notification are as follows:Clause 1. The notification of the ministry of public health (No. 259), B.E. 2545 issued under the food act, B.E. 2522 Re: Application of Methyl Alcohol as Processing Aid in Some Foods shall be repeal.Clause 2. This notification shall not apply to: Drinking water used as Extraction solvents;Edible oils and fats used as Extraction solvents;Extraction solvents use in Food additive production.Clause 3. The definition of "Extraction solvent" means a food additive which is intended to be used as a processing aid to extract substances during the processing of raw materials, of foodstuffs, or of components or ingredients of these products and which is removed.Clause 4. Extraction solvent used in food production shall be specific controlled food under the Notification of the Ministry of Public Health (No. 281) B.E. 2547 (2004) Re: Food Additives.Clauses 5. to 7. The extraction solvent used in food production in this draft notification shall be complied with the following quality and safety requirements:Composition of the extraction solvent; i.e. active substance, food additives, water, fat and oil and other ingredients shall not be hazardous or harmful to health and shall have the qualities or standards according to the criteria specified in this draft notification;For the extraction solvents contain more than two ingredients, the contaminants requirements are as follows:Arsenic not more than 3 mg/kg;Lead not more than 10 mg/kg;The usage of active substance and conditions shall be complied with permitted list as shown in the Annex;The usage of active substance besides specified in the Annex of this draft notification shall be approved by the Food and Drug Administration (FDA) Thailand in advance. Manufacturers or importers shall submit the document for safety assessment as specified in the Notification of the Ministry of Public Health (No. 281) B.E. 2547 (2004) Re: Food Additives.Clause 8. Labelling requirements for the extraction solvents in this draft notification shall be complied with the Notification of the Ministry of Public Health (No. 281) B.E. 2547 (2004) Re: Food Additives, the labelling of food product which extraction solvent used during production shall comply with the Notification of the Ministry of Public Health on labelling of prepackaged food.Clause 9. The product containers shall follow the Notification of the Ministry of Public Health (No. 92) B.E. 2528 (1985) Re: Prescription of Quality or Standard for Food Containers, Use of Food Containers and Prohibition of Materials Used as Food Containers.Clause 10. Manufacturers or importers of the extraction solvents for food production shall follow the notification of the Ministry of Public Health (No. 420) B.E. 2563 (2020) Issued by the Virtue of the Food Act of B.E. 2522 Title: Food Production Processes, Processing Equipment/Utensils and Storage Practices.Clause 11. This notification shall come into force from the day following date of its publication in the Thai Royal Gazette.This draft MOPH Notification was also notified under the TBT Agreement.

However, the WOAH has reported an outbreak of Highly Pathogenic Avian Influenza (HPAI), which is an endemic disease in Indonesia. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from Indonesia is temporarily suspended for a period of 90 days since 19 February 2024 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 20 November 2023, the suspension for the importation or transit of live domestic pig and wild pigs and their carcasses from Indiahas expired on 19 February 2024. However, the WOAH has reported a continued outbreak of African Swine Fever in the area of India. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live domestic pig and wild pigs and their carcasses from India is temporarily suspended for a period of 90 days since 19 February 2024 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 20 November 2023, the suspension for importation or transit of bovine and buffalo and their products from Cambodia has expired on 19 February 2024. However, the WOAH has reported a continued outbreak of lumpy skin disease into the country in the area of Cambodia. Therefore, it is necessary for Thailand to prevent the entry of lumpy skin disease into the country. By virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of bovine and buffalo and their products from Cambodia is temporarily suspended for a period of 90 days since 19 February 2024 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 24 November 2023, the suspension for the importation or transit of Foot and Mouth Disease in Myanmar since 26 November 2023 has expired on 24 February 2024. However, Myanmar have no self-declaration for the recovery of country freedom from Foot and Mouth Disease from the WOAH. Therefore, it is necessary for Thailand to prevent the entry of Foot and Mouth Disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation or transit of goat and sheep and their products under the Animal Epidemics Act B.E. 2558 (2015) from Myanmar is temporarily suspended for a period of 90 days since 24 February 2024 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 20 November 2023, the suspension for the importation or transit of live poultry and poultry carcasses from South Africa has expired on 19 February 2024. However, the WOAH has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in the area of South Africa. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of the Animal Epidemics Act B.E. 2558 (2015), the importation or transit of live poultry and poultry carcasses from South Africa is temporarily suspended for a period of 90 days since 19 February 2024 onward in the Thai Royal Gazette.
