To amend the Notification of the Ministry of Public Health, Re: Nutrition Labelling on Thai Recommended Daily Intakes (Thai RDI) for Thai people over 6 years of age of "Sodium", which is a nutrient associated with Non-Communicable Diseases (NCDs) and affect the health of Thai population, comply with the Codex standards.By virtue of provisions of Section 5 and Section 6 (10) of the Food Act B.E.2522 (1979), the Minister of Public Health hereby issues the notification as follows:Clause 1: Thai Recommended Daily Intakes (Thai RDI) of sodium in item No.28 of the list of nutrients recommended for Thai people aged 6 years and over in the annex 3 attached to the Notification of the Ministry of Public Health (No. 182), BE 2541 (1998), Re: Nutrition Labelling dated March 20, 1998, shall be repealed and replaced by the following: No. Nutrient Thai RDI Unit 28 Sodium 2,000 mgClause 2: Any foods, which displayed the nutrition labelling before the date of this notification and sodium content does not comply with the recommended daily sodium intake described above, can still be sold at latest two years as from the date of entry into force of this notification.Clause 3: This notification shall come into force from the day following the date of its publication in the Government Gazette.
In order to update and comply with international standards, the Ministry of Public Health (MOPH) is proposing to revise the MOPH Notifications as follows: The MOPH notification (No.344) B.E. 2555 (2012) on Prescribed prohibited food to be produced, imported or sold, dated 17 April 2012 and The MOPH notification (No.358) B.E.2556 (2013) on Prescribed prohibited food to be produced, imported or sold, dated 8 July 2013, are repealed and replaced by this (Draft) MOPH Notification; Prescribed foods which are prohibited to be produced, imported or sold as follows: >1. Brominated vegetable oil;2. Salicylic acid;3. Boric acid;4. Borax;5. Potassium chlorate;6. Coumarin or 1,2-benzopyrone or 5,6-benzo-a-pyrone) or cis-o-coumaric acid anhydride or o-hydroxycinnamic acid lactone;7. Dihydrocoumarin or benzodihydropyrone or 3,4–dihydrocoumarin or hydrocoumarin;8. Diethylene glycol or dihydroxydiethyl ether or diglycol or 2,2'oxybis-ethanol or 2,2'-oxydiethanol;9. Dulcin or 4-ethoxyphenylurea or para-phenetolcarbamide;10. AF-2 or 2-(2-furyl)-3-(5-nitro-2-furyl) acrylamide or furylfuramide;11. Potassium bromate;12. Formaldehyde, formaldehyde solution and paraformaldehyde;13. Melamine and its analogues (cyanuric acid);14. Food in which 1. to 13. is used as ingredient. The Ministry of Public Health (MOPH) is proposing to revise the MOPH notification concerning "Food products Required to bear Nutrition Labelling and Guideline Daily Amounts, GDAs Labelling" as follows: a. The notification of the Ministry of Public Health No. 374 (B.E. 2559) entitled "Food products Required to bear Nutrition Labelling and Guideline Daily Amounts, GDAs Labelling" , shall be repealed; b. The list of Food products Required to bear Nutrition Labelling and Guideline Daily Amounts, GDA Labelling are given below: > (1) Snack foods including: (1.1) Fried or baked potato chips; (1.2) Fried or baked popcorns; (1.3) Rice crisps or Extruded snack; (1.4) Roasted or Salt roasted or Flavoured pea/nut/seed; (1.5) Fried or baked or Flavoured seaweed; (1.6) Fried or baked or Flavoured meat snack; (1.7) Mixed snack foods containing more than 1 type of snack foods listed in 1.1 -1.6. (2) Chocolate and chocolate flavoured confectionery (3) Bakery products: (3.1) Crackers or biscuits; (3.2) Filled wafer; (3.3) Cookies; (3.4) Cake; (3.5) Pie, pastry, both with and without stuffing. (4) Semi-processed foods: (4.1) Noodle, a sheet of rice noodle (Guay-Jub), wheat noodle, rice vermicelli and mung bean vermicelli; (4.2) Kao Tom (Boiled rice) and Joke (Porridge rice). (5) Chilled and frozen ready-to-eat meal (6) Beverages: (6.1) Beverage containing or produced from fruits, vegetables or herbs which maycontain dissolved carbon dioxide or oxygen gas except herbal teas; (6.2) Beverage containing or produced fromother constituents, except fruits, vegetables or herbs which may contain dissolved carbon dioxide or oxygen gas; (6.3) Beverage as stipulated in (6.1) or (6.2) in dried form. (7) Ready- to-drink tea in dry or liquid form (8) Ready- to-drink coffee in dry or liquid form (9) Flavoured milk (10) Fermented milk (11) Other milk products (12) Soy bean beverage (13) Ice creamIn case of Food products under (6), (7), (8) and (12) contained in the returnable glass bottle and Ready-to-drink products under (6), (9), (10),(11) and (12) having less than 65 sq.cm of the front label area on their individual packages, on which the GDA label could not be presented, GDA label could be presented via the Nutrition detective mobile application along with displaying of GDA label at the selling place or food shop. Nevertheless, if producers intend to display the GDA label on the individual packages, the labelling shall be complied with this notification. c. Labelling of Nutrition according to Item 2 shall be complied with either one of the following: > (1) Full Nutrition Information Format according to Clause 1.1 of Attachment No.1 of the notification of the Ministry of Public Health: Format and Provision to present nutrition facts; or (2) Brief Nutrition Information Format according to Clause 1.2 of Attachment No.1 of the notification of the Ministry of Public Health Format and Provision to present nutrition facts which display only total energy, total fat, protein, total carbohydrate, sugar, sodium and cholesterol in addition if such food contains cholesterol amount more than 2 milligrams per serving.In case of food intent to display nutrition claims, utilizing value to promote sale or specify consumer groups in sale promotion shall display with form of full text of nutrition facts according to Clause 1.1 of Attachment No.1: Format and Provisions of displaying of nutrition Information of the notification of the Ministry of Public Health, Re: Nutrition Label; (3) Labelling for nutrient contents of energy, sugar, fat and sodium salts (Guideline Daily Amounts, GDA) according to Attachment No.1 of this notification of the Ministry of Public Health; (4) Labelling of food according to Item 4 (1)-(5) shall display the following text: in bold and visible letters which its colour contrast with background of box and label "consume small amount and exercise for healthy condition".In case of Multi-pack and Co-pack with the whole area of label of individual unit is smaller than 65 sq.cm shall be Labelled on Co pack provision that calculation is based on amount of individual unit. d. This notification shall not enforce to the following foods: > (1) Foods which producers sell directly to consumers; (2) Foods which have MOPH Notifications for specific labelling. e. This notification shall come into force after 180 days from its publication in the Government Gazette.
For consumer protection, the Ministry of Public Health (MOPH) is proposing to revise the MOPH notification concerning the maximum residue level of pesticides in food through a risk-based framework focused on either short-term (acute) or long-term (chronic) exposures using Thai food consumption data and field trial data. The main elements of the draft notification are as follows: 1. The following Maximum Residue Limits (MRLs) are added to the annex 2 of the notification of the Ministry of Public Health, No. 387 (B.E. 2560) (2017), Title: Food Containing Pesticide Residues, issued on 18 August 2017, as follows: Pesticide Commodity Carbosulfan Mangosteen Carbosulfan Mangosteen Dithiocarbamates Longan Imidacloprid Mangosteen Dinotefuran Mango 2. This draft notification shall come into force after the date of its publication in the Government Gazette.
The Thai FDA proposes the Draft Notification of MOPH B.E. ... entitled "Cow's Milk (No. 2)" to amend and supersede item 7(13) of the MOPH Notification No. 350, B.E. 2556 (2013) entitled "Cow's Milk" dated 24 July 2013 as follows: (1) Item 7(13) Coliform bacterial shall be detected not more than 10 in 1ml of pasteurized cow's milk at manufacturing factory; (2) This draft notification shall come into force after 180 days following the date of its publication in the Government Gazette.
The Ministry of Public Health (MOPH) considered that it was appropriate to revise the detail of maximum use levels permitted for food additives: Clause 1 – The annex I and annex II of the Notification of the Ministry of Public Health No. 381 B.E. 2559 (2016), Re: Food Additives (No.4), shall be repealed and replaced with the annex I and annex II of this Notification.Clause 2 – Clause 5 of the Notification of the Ministry of Public Health No. 381 B.E. 2559 (2016), Re: Food Additives (No.4) shall be repealed.Clause 3 – Manufacturers or Importers of Foods, which food additive contained in such food has been approved prior to this Notification comes into force and the food additive is different from the annex of this notification, shall comply with this Notification, as the case may be, as follows:(1) The food product that used food additives which the provisions is adopted in B.E. 2559 (2016) according to the annex I of this Notification shall comply with this Notification within 2 years as from the date of the Notification of the Ministry of Public Health No. 381 B.E. 2559 (2016), Re: Food Additives (No.4) comes into force.(2) The food product that used food additives which the provisions is adopted in B.E. 2561 (2018) according to the annex I of this Notification shall comply with this Notification within 2 years as from the date of this Notification comes into force. Clause 4 – This notification shall come into force as from the day following date of its publication in the Government Gazette.
Ministry of Public Health, Thailand has amended the name of the Draft MOPH Notification which was circulated as G/SPS/N/THA/242 dated 29 November 2017 from "Draft MOPH Notification, B.E. ..., entitled "Prescribed Prohibited Substances to be Used in Foods (No. 3)"" to "Draft MOPH Notification, B.E. ..., entitled "Prescribed Prohibited Food to be Produced, Imported or Sold"". Therefore, the information in box 5 of notification G/SPS/N/THA/242 should be corrected to read as follows:5. The DLD is proposing the revised procedures on market access for import of animals and animal products into Thailand which have been issued under the Animal Epidemic Act. B.E. 2558 (2015). The brief details of procedures are as follows: 1. The Competent Authority (National Veterinary Authority) of exporting country shall send an official letter on market access for import of animals and animal products to Director General of DLD. 2. The request will be considered by the committee on market access of animals and animal products. 3. After consideration by the committee, DLD will send questionnaires for assessment of animal health and public health controls as well as veterinary services of the exporting country. 4. The National Veterinary Authority of exporting country shall complete the questionnaire and return it back to DLD for further consideration by the scientific committee on food safety and risk assessment of animals and animal products. 5. The onsite inspection mission will be conducted once the pre-onsite questionnaire is completed by the Competent Authority of exporting country. 6. After the onsite inspection mission, the DLD audit team will submit the report to the committee for evaluation. 7. If the result of evaluation is satisfied, DLD will send the animal health requirement to the Competent Authority of exporting country. 8. The Competent Authority of exporting country shall send a draft health certificate in compliance with the import requirement to be approved by DLD. 9. Finally, DLD will circulate the list of approved establishments and eligible model of veterinary health certificate to the public and send to the National Veterinary Authority of exporting country.

The Ministry of Public Health (MOPH) notification reported in G/SPS/N/THA/183/Rev.1 dated on 27 January 2017, has been adopted as notification of MOPH No. 387 regarding Food Containing Pesticide Residues in the Official Gazette dated 18 September 2017. Date of entry into force: the date after being notified in the Official Gazette (19 September 2017).
Based on a convincing level of scientific evidence, a high intake of trans fats derived from partially hydrogenated oil increases the risk of coronary heart disease. As such, this draft notification prescribes the following:(i) The following shall be added as Clause 2.13 under Clause 2 of the notification of the Public Health No. 151 B.E. 2536 (1993) regarding Prescribed Prohibited Substances to be Used in Foods, dated 28 December 1993."2.13 Partially hydrogenated oil, except when used in food for export."(ii) This notification shall come into force one year after the date of its publication in the Official Gazette.
Draft Ministry of Public Health notification entitled "The requirements for production processes, production equipments, storage and labelling of some fresh fruits or vegetables" has been previously notified in G/SPS/N/THA/239 dated 8 November 2016. It is deemed appropriate to amend the notification of the Ministry of Public Health No. 367, Clause 4 (6) from "Information for allergen shall be labelled by either "contain……….." or "may contain………." in red bold alphabets in white background frame." to "Information for allergen shall be labelled by either "contain……….." or "may contain………." in the frame. The colour of the letters shall contrast with the colour of the background frame. This Thai agricultural standard (TAS) establishes Good Manufacturing Practices for frozen durian. This standard covers principles of food hygiene for frozen durian in the forms of whole fruit, durian flesh with or without seed starting from raw material receiving, processing, storing to transporting to ensure that frozen durian is safe and suitable for human consumption.
The Ministry of Public Health (MOPH) deems appropriate to amend the MOPH notification No. 367. By the virtue of provisions of Sections 5 (1), and 6 (10) of the Food Act B.E. 2522 (1979), the Ministry of Public Health hereby issues the notification as follows: - Clauses 4, 11 and 14 shall be repealed and replaced by the revised notification; and - The Clause 4/1 shall be added in the Clause 4. The draft MOPH notification proposes to prescribe the "gluten free" food labelling as follows: 1. Food complying with the following criteria can make declaration of "gluten free" on food label: (a) Cereasl other than cereals or root plants which naturally contain gluten; (b) Flour made from (a); (c) Food product having ingredient from (a) or (b); (d) Food consisting of one or more ingredients from wheat as all Triticum species (i.e. durum wheat, spelt, kamut), rye, barley, oats or their crossbred varieties which have been specially processed to remove gluten, and the gluten level in a final product sold to consumer does not exceed 20 mg/kg of the final food product; 2. Declaration of food in item 1. can be displayed as "gluten free" only. In case of food in item (d), the text of "being specially processed to remove gluten" shall be displayed together with "gluten free"; 3. Method of analysis shall be based on the Standard for Foods for Special Dietary Use for Persons Intolerant to Gluten CODEX STAN 118-1979; 4. This MOPH notification shall come into force as from the day following date of its publication in the Government Gazette.
