Following the reported outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of Belgium, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza disease (HPAI) into the country. By the virtue of Animal Epidemics Act  B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Belgium is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (31 January 2022).

The MOPH proposes to establish the draft of MOPH Notification entitled "Cocoa bean products" for the purposes of consumer health protection, consumer information or labelling, qualities and standards requirements and trade facilitation. Main elements of the draft of MOPH notification are as follows: Prescribing definition of Cocoa butter, Cocoa mass or Cocoa liquor, Cocoa powder and Cacao powder. Prescribing qualities and standards of Cocoa bean products (incl. Cocoa butter, Cocoa mass or Cocoa liquor, Cocoa powder and Cacao powder); use of food additives or processing aids or flavouring agents; production processes, production equipment and food storages; usage package or containers; including labelling Prescribing producers or importers of Cocoa bean products for sale, whose permits issued prior to the date of this notification come into force, can prolong to produce or import for sale, including seller can sell the former products, but not exceed two years from the date of this notification come into force. This notification shall enter into force from the day following the date of its publication in the Government Gazette. This regulation has been notified as TBT Notification.

The Department of Fisheries Regulation B.E. 2557 (2014) regarding Procedures for requesting aquatic animal health certificate for exportation, dated 30 June B.E. 2557, has been replaced by the Department of Fisheries Regulation B.E. 2564 (2021) regarding Procedures for requesting aquatic animal health certificate for exportation, dated 7 October B.E. 2564. Therefore, the former Aquatic Animal Health Certificate has been revised to six forms of the Aquatic Animal Health Certificate, as stated below:1. HC 2: Certify that the aquatic animals are officially recognized as unaffected by the OIE-Listed diseases and come from a farm establishment/zone/country where they are declared free from the OIE-Listed diseases and the aquatic animals also meet general health requirements, transport and labelling requirements. (This model is used for importing countries that do not require the addition of their own Health Certificate model.)2. HC 3: Certify that the aquatic animals meet general health requirements, transport and labelling requirements. (This model is used for importing countries that do not require the addition of their own Health Certificate model.)3. HC 4: Certify that the animals are officially recognized as unaffected by the diseases listed in the importing countries Health Certificate model. (This model is used for importing countries that require the addition of their own Health Certificate model.)4. HC 5: Certify that the aquatic animals are officially recognized as unaffected by the OIE-Listed diseases and come from a farm establishment/zone/country where they are declared free from the OIE-Listed diseases and the aquatic animals also meet general health requirements, transport and labelling requirements. The family names of aquatic animals will be specified in this model. (This model is used for importing countries that do not require the addition of their own Health Certificate model but require specification the family names of the aquatic animals in the Health Certificate.)5. HC 6: Certify that the aquatic animals are officially recognized as unaffected by the OIE-Listed diseases and come from a compartment/zone/country where they are declared free from the OIE-Listed diseases and the aquatic animals also meet general health requirements, transport and labelling requirements. (This model is used for certifying disease-free status at compartment or zone or country level(s).)6. HC 7: Certify that the aquatic animals meet general health requirements, transport and labelling requirements. (This model is used for exporting of aquatic animals intended to research or exhibition or competition.)

According to the announcement of the Government Gazette dated 19 October 2021, the suspension for importation of live poultry and poultry carcasses from South Africa has expired on 16 January 2022. However, The OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of South Africa. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558(2015), the importation of live poultry and poultry carcasses    from South Africa is temporarily suspended for a period of 90 days notified since 17 January 2022 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 19 October 2021, the suspension for importation of live poultry and poultry carcasses from Indonesia has expired on 16 January 2022. However, The OIE reported, Highly Pathogenic Avian Influenza (HPAI) is an endemic disease in Indonesia. Therefore,   it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015),  the importation of live poultry and poultry carcasses from Indonesia is temporarily suspended for a period of 90 days notified since 17 January 2022 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 19 October 2021, the suspension for importation of live poultry and poultry carcasses from Vietnam has expired on 16 January 2022. However, The OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of Vietnam. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Vietnam is temporarily suspended for a period of 90 days notified since 17 January 2022 onward in the Thai Royal Gazette.

Following the OIE reported outbreak of Foot and Mouth Disease serotype SAT1, SAT2 and SAT3 in South Africa, it is necessary for Thailand to prevent the entry of Foot and Mouth Disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of Cloven hoofed animals and their carcasses under Animal Epidemics Act B.E.2558 (2015) in South Africa is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (23 December 2021).

According to the announcement of the Government Gazette dated 19 October 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Lao People's Democratic Republic has expired on 16 January 2022. However, Lao People's Democratic Republic has not been self-declaration for the recovery of country freedom from African Swine Fever disease according to the OIE report. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Lao People's Democratic Republic is temporarily suspended for a period of 90 days notified since 17 January 2022 onward in the Thai Royal Gazette.

The MOPH proposes to revise qualities and standards of certain plastic food packaging whereby the MOPH Notification No. 295 (BE. 2548) entitled "Qualities or Standards of Containers Made from Plastic" on the matter dated 30 December BE. 2548 (2005) will be repealed and replaced by the draft of MOPH Notification No. … B.E. …. (....) issued by virtue of the Food Act B.E. 2522 entitled "Plastic Food Packagings".By the virtue of the articles 5 and 6(6) of the Food Act of B.E.2522 (1979), the Minister of Public Health hereby issued the (draft) Notification as follows:Prescribing definition of plastic food packaging and food packaging made from recycled plastic material. Revising qualities or standards for certain plastic food packaging such as the overall migration limit, the restriction for primary aromatic amines (PAAs), the limit for metal migration and the specific migration limit for certain types of food plastics as listed in Annex I. New plastic food packaging other than those listed in Annex I of the notification shall be evaluated safety by the risk assessment center recognized by Thai Food and Drug Administration and shall submit that report of safety assessment to Thai Food and Drug Administration for approval before marketing or using. It permits to use plastic food packaging made from recycled Polyethylene terephthalate (PET) which recycled PET obtained from secondary recycling or mechanical recycling process shall be evaluated safety and efficiency of recycling technology to prove that it can eliminate or reduce contaminants from input plastic. This notification shall enter into force from the day following the date of its publication in the Government Gazette. Plastic food packagings which have been used prior to this notification comes into force that plastic food packagings can be continuously use but not exceed three years from the date of this notification come into force.6. Plastic food packagings including plastic food packaging made from recycled Polyethylene terephthalate which use from the date of this notification come into force that quality and standard are different from this notification, quality and standard may comply with the quality and standard described in the MOPH Notification No. 295 (BE. 2548) until two years following the date of its publication in the Government Gazette.

The Draft Ministry of Public Health Notification (MOPH) entitled "Amendment of the Notification of the Ministry of Public Health (No. 424) B.E. 2564 (2021) Re: Prescribed Prohibited Food to be Produced, Imported, or Sold", previously notified in G/SPS/N/THA/446 dated 27 September 2021, was adopted and published in the Royal Gazette dated 5 January 2022 as Notification of the Ministry of Public Health No. 430".Date of entry into force: This notification shall come into force after the day following date of its publication in the Royal Gazette (6 January 2022).Text available at: http://www.ratchakitcha.soc.go.th/DATA/PDF/2565/E/002/T_0001.PDF

According to the announcement of the Government Gazette dated 20 August 2021, the suspension for importation of live poultry and poultry carcasses from Poland has expired on 17 November 2021. However, The OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of Poland. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Poland is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (8 December 2021).

According to the announcement of the Government Gazette dated 21 September 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Germany has expired on 20 December 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of Germany. Therefore,  it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Germany is temporarily suspended for  a period of 90 days since 21 December 2021 onward in the Thai Royal Gazette.

According to the announcement of the Government Gazette dated 23 September 2021, the suspension for importation of bovine and buffalo and their products from Cambodia has expired on 22 December 2021. However The OIE reported an outbreak of lumpy skin disease in area of Cambodia. Therefore, it is necessary for Thailand to prevent the entry of lumpy skin disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of bovine and buffalo and their products under Animal Epidemics Act B.E. 2558 (2015) from Cambodia is temporarily suspended for a period of 90 days since 23 December 2021 onward in the Thai Royal Gazette.

Following the reported outbreak of Highly Pathogenic Avian Influenza (HPAI) in Békés and Csongrád of Hungary, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015),  the importation of live poultry and poultry carcasses from Békés and Csongrád of Hungary is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (23 December 2021).

Following the reported outbreak of Avian Influenza (HPAI) in Warwickshire of United Kingdom, it is necessary for Thailand to prevent the entry of  AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses in Warwickshire of United Kingdom is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (8 December 2021)

According to the announcement of the Government Gazette dated 9 September 2021, the suspension for importation of live poultry and poultry carcasses from United Kingdom has expired on 7 December 2021. However, The OIE reported, Highly Pathogenic Avian Influenza (HPAI) in areas of United Kingdom. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Essex, Lancashire, North Yorkshire, Derbyshire, Dorset, Cumbria, Cheshire and Leicestershire of the United Kingdom is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (23 December 2021).

According to the announcement of the Government Gazette dated 23 September 2021, the suspension for importation of bovine and buffalo and their products from Lao People's Democratic Republic has expired on 22 December 2021. However, the Lao People's Democratic Republic has not been self-declaration for the recovery of country freedom from lumpy skin disease according to the OIE report. Therefore, it is necessary for Thailand to prevent the entry of lumpy skin disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of bovine and buffalo and their products under Animal Epidemics Act B.E. 2558 (2015) from the Lao People's Democratic Republic is temporarily suspended for a period of 90 days since 23 December 2021 onward in the Thai Royal Gazette.

Following the OIE has reported outbreak of Highly Pathogenic Avian Influenza (HPAI) in Bacs-kiskun of Hungary, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Bacs-Kiskun of Hungary is temporarily suspended for a period of  90 days after date of publication in the Thai Royal Gazette (23 December 2021).

Following the reported outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of Lao People's Democratic Republic, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Lao People's Democratic Republic is temporarily suspended for  a period of 90 days after date of publication in the Thai Royal Gazette (23 December 2021).

According to the announcement of the Government Gazette dated 23 September 2021, the suspension for importation of bovine and buffalo and their products from Malaysia has expired on 22 December 2021. However The OIE reported an outbreak of lumpy skin disease in area of Malaysia. Therefore, it is necessary for Thailand to prevent the entry of lumpy skin disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of bovine and buffalo and their products under Animal Epidemics Act B.E. 2558 (2015) from Malaysia is temporarily suspended for a period of 90 days since 23 December 2021 onward in the Thai Royal Gazette.
