Establece exigencias sanitarias para la internación a Chile de productos cárnicos procesados de bovinos, ovinos, porcinos y aves y deroga las Resoluciones Exentas No. 24/2000 y No. 1.552/2008 (Establishment of sanitary requirements for the importation into Chile of processed meat products of bovine animals, sheep, pigs and poultry, and repeal of Exempt Resolutions No. 24/2000 and No. 1.552/2008)

The purpose of the notified draft Resolution is to combine Exempt Resolutions No. 24/2000 and No. 1.552/2008 under a new Resolution, including sheep, updating and harmonizing the sanitary requirements with the recommendations of the World Organisation for Animal Health (OIE).
The draft Resolution lays down sanitary requirements for the importation into Chile of processed meat products of bovine animals, sheep, pigs and poultry.
- Processed meat products are defined and divided into four categories: raw fresh, raw mature, raw acidified and cooked;
- General conditions for the four categories are established, including:
· Favourable assessment by the health authority of the country of origin;
· Sanitary certificate;
· Sanitary requirements for the animals from which the products originate;
· Sanitary requirements for the raw material with which the products are processed;
· Requirements for the establishments of origin;
· Specific conditions are laid down for the entry of products, according to the category of product, animal species and associated risk diseases;
· Sanitary requirements are established in relation to the health status of the countries of origin, or for compliance with the treatments described;
· Etc.
The purpose of the notified revision is to advise that, following the national public consultation process and in the SPS/WTO Committee, amendments were made to the original content as follows:
- It was specified that the "diseases of concern" refer to those described in the Resolution;
- The point on bovine spongiform encephalopathy (BSE) specifically concerning raw fresh bovine meat was removed and a new version of the BSE requirement was added to point 2 "General conditions for the four categories";
- All health requirements related to contagious bovine pleuropneumonia (CBPP) were removed;
- Concerning raw fresh processed meat products of pigs, "...and this health condition must be favourably assessed by SAG" was added to point i;
- The health declarations for African swine fever (ASF) were amended:
Before: "...must be declared free of...".
Now: "...must comply with the provisions laid down in the OIE Terrestrial Animal Health Code to be considered free from...";
- The requirement for swine vesicular disease was amended:
Before: "country or area free of".
Now: "establishment of origin free of". The specific treatment of this disease was also removed in point 4.2 "Treatment";
- "Notifiable avian influenza" has been replaced by "avian influenza", without further clarification;
- Concerning raw fresh processed meat products of poultry, the following amendment was made:
Before: "The establishment of origin of the poultry shall be included in a health and production programme, which shall be supervised by the competent health authority of the country of origin, and which shall be equivalent to the relevant requirements in Chile".
Now: "The establishment of origin of the poultry from which the processed meat products originate shall be included in a health and production programme, which includes surveillance plans for avian influenza and Newcastle disease by the competent health authority of the country of origin. It shall also have an official Salmonella control and reduction programme, which shall be approved and supervised by the competent health authority of the country of origin.";
- Under the same heading as above, the text in square brackets has been removed: "Where poultry are subject to a vaccination programme against avian influenza using inactivated vaccines, the vaccination plan shall be favourably assessed by SAG [and, on the basis of this assessment, the type of monitoring and sentinelization to be applied at the farm of origin shall be determined]".
