Décret 2018-398 du 02 mai 2018 relatif aux mesures de prévention contre l'influenza aviaire hautement pathogène (Decree No. 2018-398 of 2 May 2018 on measures to prevent highly pathogenic avian influenza)

The notified Decree establishes the list of animals and products of animal origin that are prohibited from being imported into Madagascar from countries infected with highly pathogenic avian influenza, namely:
- All birds for commercial purposes or family farming, and live domestic and wild swine;
- bird and swine semen;
- eggs from all species of birds;
- fresh and frozen bird and domestic and wild swine meat;
- processed bird and swine meat (salted meat, smoked products);
- bird and domestic and wild swine meat products intended for animal consumption or agricultural or industrial use;
- pathological materials and biological products of bird or swine origin which have not been treated using a procedure to eliminate microbes.
However, the notified Decree establishes exceptional measures that authorize:
- Imports of day-old chicks and hatching eggs from parent and grandparent stocks coming from areas recognized by the OIE as free from highly pathogenic avian influenza for at least 12 months;
- imports intended for animal consumption, provided that they have undergone heat treatment during the manufacturing process in accordance with the recommendations of the OIE. Such products must be packed in bags that must be disinfected upon arrival in Madagascar.
