1. The notified text establishes the phytosanitary requirements governing the importation of caper (Capparis spinosa) plants from Argentina. For the purpose of this Resolution, bare-rooted Capparis spinosa plants shall be understood to mean young herbaceous plants with roots, leaves and stems, and without flowers.
2. In order to enter the country, shipments must be covered by an official phytosanitary certificate issued by the Argentine phytosanitary authority, which shall contain an additional declaration stating that the plant material to be imported comes from an officially certified production programme or from germplasm nurseries or repositories controlled by the Argentine phytosanitary authority.
3. Furthermore, the material must comply with the following phytosanitary requirements which will be verified during the phytosanitary inspection at the point of entry:
a. Shipments must be free of soil, flower buds and flowers.
b. Accompanying substrates and/or materials used to protect the seedlings or preserve humidity must comply with current regulations governing the entry of inert substrates for plants.
c. Packaging must be new (repackaging is not permitted), closed, resistant to handling, and labelled or marked in accordance with the Agriculture and Livestock Service (SAG) regulations currently in force.
4. For materials modified genetically by modern biotechnology, the importer must declare their genetic status and comply with SAG regulations establishing requirements for their importation and release into the environment.
5. Each shipment will be inspected by the SAG at the point of entry for the physical and documentary inspection of the established phytosanitary requirements. Where pests are detected during inspection, phytosanitary risk management measures will be applied in accordance with the identified risk.
