Their introduction into the customs territory of the EAEU and their spread on it endangers the quarantine phytosanitary security of the EAEU member States.

The draft provides for the establishment in the Common sanitary-epidemiological and hygienic requirements for products subject to sanitary-epidemiological supervision (control) of the standards for veterinary medicinal preparations in foodstuffs of animal origin. The standards have been developed on the basis of the residue limits of veterinary medicinal preparations established in the international standard of the Codex Alimentarius Commission – CX/MRL 2-2018 and the regional standard of the European Commission – Regulation No 37/2010 of 22 December 2009 on pharmacologically active substances and their classification regarding maximum residue limits in foodstuffs of animal origin.

The Draft provides for the amendment of the List of products under quarantine (cargo, materials, regulated goods) which are subject to quarantine phytosanitary control (supervision) at the customs border of the Customs Union and in the customs territory of the Customs Union due to the change of the level of phytosanitary risk of unmanufactured tobacco and tobacco refuse from low to high phytosanitary risk. The Draft also provides for the following quarantine phytosanitary requirements for the above mentioned products: "must come from places and (or) production sites free from coffin fly (Megaselia scalaris)".
