This letter abolishes number of letters of Rosselkhoznadzor imposing restrictions on imports of live pigs, pork and pork products from Lithuania, Poland, Latvia, Estonia, Czech Republic and Romania due to ASF outbreaks. In particular, letters notified by G/SPS/N/RUS/48 dated 10 February 2014, G/SPS/N/RUS/49 dated 4 March 2014, G/SPS/N/RUS/64 dated 16 July 2014, G/SPS/N/RUS/76 dated 16 September 2014, G/SPS/N/RUS/142 dated 24 July 2017, G/SPS/N/RUS/143 dated 4 August 2017, are abolished. In accordance with this letter import of live pigs, pork meat and raw meat preparations from the entire territory of the European Union to the territory of the Russian Federation, excluding the territory of Sardinia and certain other administrative territories of the EU member States, is allowed. The list of administrative territories is set out in the Annex to the veterinary certificate. Moreover, in accordance with this letter, import of heat-treated pork products from the territories affected by ASF is allowed only on condition of heat-treatment in accordance with Chapter 15.1 of the OIE Code. Transit restrictions for goods from ASF affected territories persist.

This measure is introduced due to numerous detections of beta adrenostimulator ractopamine in meat products imported to the territory of the Russian Federation from Brazil.

This document clarifies the course of action of customs services in respect of goods under control, while importing or transit, (except aquatic biological resources, caught while fishing conducting, and produced on their basis fish and other products) at the points of entry, located at the free port of Vladivostok.

Letter eliminates temporary restrictions on: - poultry and hatching eggs from the entire territories of the Czech Republic and the United Kingdom; - hatching eggs and live poultry, poultry meat heat-treated poultry products from the entire territory of Bulgaria; - hatching eggs and live poultry from the departments Dordogne, Haute-Vienne, Aveyron, Haute-Garonne (France); - poultry meat, heat-treated poultry products and other poultry products from the entire territory of France (except departments of Lot and Garonne, Gers, Landes, Pyrénées-Atlantiques, Hautes-Pyrénées and Nord).

The common list of plant quarantine objects within the territory of the Eurasian Economic Union which has entered into force since 1 July 2017 does not contain 57 quarantine objects, previously included in the list of quarantine objects, approved by Decree of the Ministry of Agriculture of the Russian Federation as of 15 December 2014 No. 501. This measure represents a temporary restriction on the import of products mentioned in point 3 from Romania to the territory of the Russian Federation due to an outbreak of the African Swine Fever (ASF).

This letter introduces temporary import restrictions on import of certain pork products from the Czech Republic to the territory of the Russian Federation due to detection of African swine fever disease.

The Draft of the Decision excludes the substance 1-Phenylpropan-2-one from the List of aroma and flavouring chemical substances, approved for use in the production of the food flavorings, contained in the Annex 19 of the Part 22 "Safety requirements for food additives and flavourings" of the Chapter II of the Common sanitary and epidemiological and hygienic requirements for products subject to sanitary and epidemiological surveillance (control).

The mentioned drafts clarify the list of quarantine objects within the EAEU territory and its requirements, amending documents which will enter into force since 1 July 2017.

The draft notified in G/SPS/N/RUS/102 as of 2 September 2015 will enter into force since 1 July 2017.

The Eurasian Economic Commission Council Decision as of 30 November 2016 No. 158 introduces the common list of plant quarantine objects within the territory of the Eurasian Economic Union. The mentioned document will enter into force since 1 July 2017.

The draft notified in G/SPS/N/RUS/111 as of 14 October 2015 will enter into force since 1 July 2017.

This document introduces amendments to the CU legislation specifically labelling requirements to the products mentioned in point 3, but also requirements to toxic elements content in certain types of milk products.
