The draft provides for the reduction of the list of requirements on imports of breeding and commercial cattle into the territory of the Eurasian Economic Union.

The drafts provide for the determination of veterinary measures for the goods mentioned in point 3 imported into the territory of the Eurasian Economic Union.

This letter introduces a temporary restriction on imports of products from Morocco mentioned in point 3 to the territory of the Russian Federation and transit of live animals susceptible to FMD through the territory of the Russian Federation originating from Morocco due to the registration of outbreaks of FMD. A temporary restriction is imposed on: - live animals susceptible to FMD; - genetic material (except selected in vivo in accordance with the provisions of Article 8.8.17 of the OIE Terrestrial Animal Health Code); - raw meat and meat products, not heat-treated, that guarantee the destruction of the FMD virus (in accordance with the Article 8.8.31 of the OIE Terrestrial Animal Health Code); - milk and milk products, not heat-treated, that guarantee the destruction of the FMD virus (in accordance with the Article 8.8.35); - wool, hair, bristles, trophies, raw intestines, hides and skins, untreated by technology that guarantees the destruction of the FMD virus (in accordance with the Articles 8.8.32, 8.8.33, 8.8.34, 8.8.37, 8.8.38 of the OIE Terrestrial Animal Health Code).

This letter introduces a temporary restriction on imports of products mentioned in point 3 from three German States - Baden-Württemberg, Rhineland-Palatinate and Saarland, to the territory of the Russian Federation due to the registration of blutongue disease outbreaks.

This letter introduces a temporary restriction on imports of products from Colombia mentioned in point 3 to the territory of the Russian Federation and transit of live animals susceptible to FMD through the territory of the Russian Federation originating from the territory of Colombia due to the registration of outbreaks of FMD. The Draft provides for the determination of veterinary measures for "lysine and its esters, salts thereof" (code of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union 2922 41) imported into the territory of the Eurasian Economic Union.

Due to improvement of low epizootic situation with avian influenza in Sweden, the Russian Federation abolishes provisional import restriction on live poultry, hatching eggs, prepared poultry meat products and all kind of poultry-farming products, containing products of poultry processing.

This letter introduces a temporary restriction on import of life poultry and poultry products from France (Val d'Oise department only) mentioned in point 3 due to the outbreak of low pathogenic avian influenza and from Belgium due to the outbreak of the Newcastle disease.

This letter introduces temporary restrictions on import of seedlings of harwood species of the rose family (HS Code(s): 0602, except for 0602 90 100 0) from Greek nursery garden "Vitro Hellas SA. Niseli Alexandria Grece" due to detection of fire blight of horticultural crops (Erwinia amylovora (Burrill) Winslow et.al.).

The Draft provides for the addition of the Common list of plant quarantine objects of the Eurasian Economic Union approved by the Eurasian Economic Commission Council Decision from 30 November 2016 № 158 with dwarf smut of wheat (Tilletia controversa Kuhn). The Draft also provides for the changes related to the systematics of quarantine objects, authorship and editorial amendments.

The mentioned above drafts will enter into force on 2 May 2018.

The Draft provides for the addition of the list of goods subject to veterinary control (surveillance) with goods corresponding to the codes of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union 1901 90 910 0 and 1901 90 990 0, as well as for the realigning of the description of goods corresponding to the code "ex 2106" with the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

This draft provides for the amendment of the existing requirements with the following: - provisions permitting the importation into the customs territory of the Eurasian Economic Union of soybeans infected with the causative agent of purple cercosporosa (Cercospora kikuchii) for processing; - requirements for enterprises processing soybeans infected with the causative agent of soybean purple cercosporosa (Cercospora kikuchii); - possibility of importation in hand luggage and baggage of passengers without phytosanitary certificate of melons, watermelons and pumpkins, in amount not exceeding 1 piece, the weight of which may significantly exceed the previously permitted 5 kilos; - possibility to send products of high phytosanitary risk subject to quarantine phytosanitary control without phytosanitary certificate (except seed and planting material) in postal items; - clarification of the requirements for fresh citrus fruits, bananas and plantain bananas; -possibility of moving certain types of products subject to quarantine phytosanitary control in bulk within the customs territory of the Eurasian Economic Union. In addition, changes have been made to the wording of a number of requirements, which prevented double interpretation and duplication of requirements for the same type of products subject to quarantine phytosanitary control.

The notified document entered into force on 8 February 2018.
