The notified draft Decision establishes groups and characteristics for the terrestrial and aquatic animal diseases and pests (including those affecting wild animals) that are notifiable to the country's health authorities. These diseases and pests fall into three groups: Group 1 covers diseases and pests not present in national territory or which have been eradicated from the country, and which, given their rapid dissemination and impact, and risk to public health, must be notified immediately to the country's official animal and aquatic health authorities; Group 2 comprises communicable endemic diseases and pests found in national territory, which, given their significant impact on livestock production, international trade and public health, and their strategic importance for animal and aquatic health activities in the country, must be notified immediately to the country's official animal health authorities; Group 3 covers diseases and pests found in national territory that are considered endemic, which, given their lower level of risk from an epidemiological, economic, public health, and domestic and international trade viewpoint, must be notified on a monthly basis to the country's official animal and aquatic health authorities.

Pursuant to the Decision establishing the module of phytosanitary requirements for the importation of goods regulated by the Ministry of Agriculture, Livestock, Rural Development, Fisheries and Food in relation to plant health (Acuerdo por el que se establece el módulo de requisitos fitosanitarios para la importación de mercancías reguladas por la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación, en materia de sanidad vegetal), published in the Mexican Official Journal on 7 February 2012, the phytosanitary requirements for the importation into Mexico of sunflower (Helianthus annuus) seeds originating in and coming from Ecuador, established on the basis of a pest risk analysis, have been submitted to public comment. Imports of sunflower seeds must be accompanied by a phytosanitary certificate, have been subjected to a phytosanitary treatment and meet certain requirements as regards packaging.
