The Ministry of Agriculture, Forestry and Fisheries (MAFF) will revoke designation of Alkyltrimethylammonium calcium oxytetracycline and Chlortetracycline as feed additives since Food Safety Commission of Japan concluded these two feed additives have an adverse effect on human health. Therefore, the MAFF will revise the ministerial ordinance related to these feed additives.

Designation of the following agricultural chemicals as substances having no potential to cause damage to human health, which is also referred to as "exempt substance," based on the provision of Paragraph 3, Article 11 of the Food Sanitation Act: Pesticide: Citric acid esters of mono- and diglycerides of fatty acid.

The proposed maximum residue limits (MRLs) for Dimethenamid notified in G/SPS/N/JPN/581 (dated 30 July 2018) were adopted and published on 22 January 2019. The specified MRLs are available as below:

To enhance safe use of pesticides, evaluation on pesticide operators and honeybees is to be introduced, and target species of animals and plants are added for environmental evaluation.

Authorization of Isobutylamine, Isopropylamine, sec-Butylamine, Propylamine, Hexylamine, Pentylamine and 2-Methylbutylamine as food additives and establishment of the standards and the specifications.

Authorization of Argon as a food additive and establishment of the standards and the specifications.

Ten food additives that have been found to be no longer distributed in the Japanese market are supposed to be prohibited for their use within one year.The food additives are listed in the MHLW Notification No. 45 of 28 February 2019 requesting public comments. These additives will be withdrawn from the List of the Existing Food Additives in the MHLW Notification No. 120 of 16 April 1996.

Reflecting the most recent scientific evidence, the following content will be revised: 1. Proposed revision of Quarantine Pests on annexed Table 1 of the Ordinance for Enforcement of the Plant Protection Act: Annex 1; 2. Proposed revision of the Plants Subject to Field Inspection in Exporting Countries on annexed Table 1-2 of the Ordinance for Enforcement of the Plant Protection Act: Annex 2; 3. Proposed revision of the Import Prohibited Plants on annexed Table 2 of the Ordinance for Enforcement of the Plant Protection Act: Annex 3; 4. Proposed revision of the Plants Subject to Specific Phytosanitary Measures to be Carried Out in Exporting Countries on annexed Table 2-2 of the Ordinance for Enforcement of the Plant Protection Act and Detailed Rules for Import Plant Quarantine Enforcement Concerning Plants Subject to Specific Phytosanitary Measures to be Carried Out in Exporting Countries: Annex 4.

MAFF will designate Guanidinoacetic acid as a feed additive and establish its standards and specifications by the ministerial ordinance.
