Proposed designation of substances used as an ingredient of agricultural chemicals and other chemical substances that is stipulated to be "not detected" in foods for the following agricultural chemical:Veterinary drug: Gentian violet.

Proposed maximum residue limits (MRLs) for the following agricultural chemical:Pesticide: Cyflumetofen.

Proposed maximum residue limits (MRLs) for the following agricultural chemical:Pesticide: Thiencarbazone-methyl.

In order to prevent ToBRFV from entering Japan, the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) will require National Plant Protection Organizations (NPPO) of exporting countries to certify that: a) for seeds, either: i. the samples randomly taken from parent plants and ones with suspected symptoms are tested during harvest period by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato brown rugose fruit virus; or ii. the seeds are tested prior to export by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato brown rugose fruit virus; 4,600 seeds are randomly taken from a lot as samples in accordance with the International Seed Testing Association (ISTA) procedures or in case that the number of seeds of a lot is less than 46,000, 10% of the seeds are used for the testing; they are divided into at most 400 seeds as sub-samples; or, b) for live plants and plant parts for planting (excluding seeds and fruits): i. the plants randomly taken from a lot and plants with suspected symptoms are tested during the growing season or prior to export by an appropriate genetic method such as RT-PCR assay and found to be free from Tomato brown rugose fruit virus In addition, the NPPO will be required to declare as below in the column of Additional declaration of Phytosanitary Certificate.Fulfills item 36 of the Annexed Table 2-2 of the Ordinance for Enforcement of the Plant Protection Act (MAF Ordinance No73/1950)", previously circulated in G/SPS/N/JPN/712.

The MAFF will revise the following regulations to reflect the latest scientific evidence:(1) Proposed revision of quarantine pests on annexed Table 1 of the Ordinance for Enforcement of the Plant Protection Act: Annex 1;(2) Proposed revision of the plants subject to field inspection in exporting countries on annexed Table 1-2 of the Ordinance for Enforcement of the Plant Protection Act: Annex 2;(3) Proposed revision of the import prohibited plants on annexed Table 2 of the Ordinance for Enforcement of the Plant Protection Act: Annex 3;(4) Proposed revision of the plants subject to specific phytosanitary measures to be carried out in exporting countries on annexed Table 2-2 of the Ordinance for Enforcement of the Plant Protection Act and detailed rules for import plant quarantine enforcement concerning plants subject to specific phytosanitary measures to be carried out in exporting countries: Annex 4;(5) Proposed revision of the non-quarantine pest list: Annex 5.

MAFF will amend the "specifications for method of manufacture of feed in general" stipulated in the "Ministerial Ordinance on the Specifications and Standards of Feeds and Feed Additives" (Ordinance No. 35 of 24 July 1976 of the Ministry of Agriculture and Forestry) as follows:(Current)Alkaline Protease No. 3 is allowed to be used as a feed additive for broilers and layers only.(Proposed amendment) Alkaline Protease No. 3 is allowed to be used as a feed additive for pigs, broilers and layers only.

In order to prevent the introduction of H5N8 highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of poultry meat and egg products from Poland, including those shipped through third countries, based on the "Animal Health Requirements for poultry meat etc. to be exported to Japan from Poland" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" since 27 November 2020. Poultry meat products derived from animals slaughtered on and after 2 November 2020 and poultry egg products derived from eggs laid on and after 2 November 2020 are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

The proposed maximum residue limits (MRLs) for Pyrimidifen notified in G/SPS/N/JPN/771 (dated 30 July 2020) were adopted and published on 16 November 2020.The specified MRLs are available as below:

In order to prevent the introduction of H5N8 highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of day-old chicks and hatching eggs of poultry, and liquid poultry eggs from the compartment No. 3, 9 and 12 of the Netherlands, including those shipped through third countries, from 24 November 2020 based on the "Animal Health Requirements for day-old chicks and hatching eggs of poultry to be exported to Japan from the Kingdom of the Netherlands" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control". Taking into consideration the incubation period of the HPAI virus stipulated in the OIE Terrestrial Animal Health Code, poultry products attached with health certificates attesting that the products were produced on and before the 30 October 2020 and were stored and handled in a way to prevent exposure of pathogens of any animal infectious diseases prior to shipment will be the exception from the suspension.

In order to prevent the introduction of H5N8 Highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of live poultry, poultry meat and egg products from the department of Yvelines, France, including those shipped through third countries, based on the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control", "Animal Health Requirements for day-old chicks to be exported to Japan from France" and "Animal Health Requirements for poultry meat etc. to be exported to Japan from France" since 20 November 2020. Poultry meat products derived from animals slaughtered on and after 23 October 2020 and poultry egg products derived from eggs laid on and after 23 October 2020 are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

In order to prevent the introduction of H5N8 highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of live poultry, poultry meat and egg products from Sweden, including those shipped through third countries, based on the "Animal Health Requirements for day old chicks to be exported to Japan from Sweden", "Animal Health Requirements for poultry meat etc. to be exported to Japan from Sweden" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" since 20 November 2020. Poultry meat products derived from animals slaughtered on and after 23 October 2020 and poultry egg products derived from eggs laid on and after 23 October 2020 are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

In order to prevent the introduction of H5N8 Highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of live poultry, poultry meat and egg products from the department of Haute-Corse, France, including those shipped through third countries, based on the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control", "Animal Health Requirements for day-old chicks to be exported to Japan from France" and "Animal Health Requirements for poultry meat etc. to be exported to Japan from France" since 18 November 2020. Poultry meat products derived from animals slaughtered on and after 17 October 2020 and poultry egg products derived from eggs laid on and after 17 October 2020 are not eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.

In order to prevent the introduction of H5 highly pathogenic avian influenza (HPAI) virus into Japan, MAFF has suspended the import of poultry meat and egg products from Ukraine, including those shipped through third countries, based on the "Animal Health Requirements for poultry meat etc. to be exported to Japan from Ukraine (Except Autonomous Republic of Crimea, Sevastopol, Luhansk Oblast and Donetsk Oblast)" and the Articles 37 and 44 of the "Act on Domestic Animal Infectious Disease Control" since 8 December 2020. Poultry meat products derived from animals slaughtered on and before 10 November 2020 and poultry egg products derived from eggs laid on and before 10 November 2020 are eligible to be exported to Japan, taking into consideration the incubation period of the AI virus stipulated in the OIE Terrestrial Animal Health Code.
