The Decree of the Deputy of Fish Quarantine of the Indonesian Quarantine Authority Number 13 Year 2025 establishes the procedures for the registration of exporters from the country of origin intending to export fish and fishery products into the Republic of Indonesia as a pre-border measure risk control instrument to ensure fish health, biosecurity, traceability, and the safety and quality of fishery products. This regulation regulates the procedure or stages of registration, which include harmonization and bilateral communication with the Competent Authority of the exporting country, submission and evaluation of questionnaires (country and exporters), implementation of on-site audits, and review and determination of registration recommendations. It further sets out provisions concerning the addition of commodity scope, extension of registration validity, periodic monitoring and evaluation, as well as mechanisms for suspension or rejection in cases where minimum requirements are not fulfilled. The Indonesian Quarantine Authority (IQA) will issue registration numbers to all exporters from the country of origin that comply with the import requirements for fish and fishery products as stipulated by Indonesia.In addition, IQA as the competent border authority in Indonesia, as mandated by Law Number 21 of 2019 concerning animal, fish, and plant quarantine, and as the veterinary quarantine authority in accordance with Government Regulation Number 34 of 2024, IQA plays a significant role in the export, import, and inter-area movement of animal, fish, and plant commodities as well as in ensuring that products entering Indonesia are healthy and safe for human consumption.Concerning the entry into force of the provisions stipulated in this regulation, IQA grants a grace period of 12 (twelve) months, commencing from the date this regulation is notified to the WTO Secretariat.
Decree of the Chairman of the Indonesian Quarantine Authority No 9 Year of 2024 Concerning Quarantine Documents and Seals
The Indonesian Quarantine Authority (IQA) is the official Indonesian border competent authority, as notified in G/SPS/N/IDN/148. IQA is the authority competent for border protection of animal, fish and plant, protecting borders against the entry and spread of pests and diseases in animals, fish, and plant organisms. In addition, IQA is responsible for monitoring and/or controlling the quality of food, quality of feed, GMOs, invasive alien species, plants and wildlife, and rare species entering the territory of Indonesia.IQA regulates the Procedures for Integrated Quarantine and Surveillance Measures under Decree of the Head of the Indonesian Quarantine Authority Number 14 Year 2024 as notified in G/SPS/N/IDN/154 dated 8 January 2025 and G/SPS/N/IDN/154/Corr.1 dated 21 January 2025, which focus on the format of the Health Certificate (HC) for export of fish and fishery products into Indonesia. Referring to the format HC, all exporting countries shall comply with Indonesia's import requirements, in particular the declaration of free of aquatic animal diseases listed by WOAH and free of quarantine-listed diseases of aquatic animals, as governed by Indonesian regulations. Related to this, the Indonesian Quarantine Authority regulates kinds of quarantine pests and diseases of fish, causative organisms, categories, and carriers under Decree of the Chairman of the Indonesian Quarantine Number 677 of 2025.
This regulation is a revised version of Indonesian FDA Regulation Number 6 of 2018 on Control of Genetically Engineered Food Products. Once this new regulation is enacted, the previous regulation (Regulation of the Indonesian FDA Number 6 of 2018 on Control of Genetically Engineered Food Products) will be revoked.This regulation outlines general provisions, requirements, food safety approval for genetically engineered products, genome editing, labelling of genetically engineered food, food safety control, management of the potential negative impacts of genetically engineered food products on human health, and an appendix containing guidelines for conducting of genetically engineered food safety assessment. The appendix contains the following:Guidelines for food safety assessment of genetically engineered products -- single event;Guidelines for food safety assessment of genetically engineered products -- stacked event; 3. Guidelines for food safety assessment of highly refined products produced by genetically engineered microorganisms.

The Indonesian Quarantine Authority (IQA), as the official Indonesian border competent authority as notified in WTO G/SPS/N/IDN/148, regulates the Procedures for Integrated Quarantine and Surveillance Measures under Decree of the Head of the Indonesian Quarantine Authority Number 14 Year 2014.This regulation regulates the procedures for integrated quarantine and surveillance measures, including requirements and procedures for importing fish and fish products into the territory of Indonesia, as well as the format of the Health Certificate (HC) that shall be issued from the country of origin for fish and fish products to be exported into Indonesia, whose format of HC has been determined by the Indonesian Quarantine Authority.
This regulation has stipulated that the Marine and Fisheries Quality Assurance Agency/MFQAA (as the Competent Authority responsible for the quality and safety of fish and fisheries products in Indonesia as previously notified WTO G/SPS/N/IDN/147 dated 5 December 2023) has the authority to conduct Inspection and certification as well as official control of quality and safety of fish and fishery products from upstream to downstream level in following the certification scheme of the fishery sector in Indonesia as the baseline to issue Certificate of Quality and Safety Assurance for Fish and Fishery Product by MFQAA. This regulation is the revised version of the Regulation of the Indonesian FDA Number 20 Year 2019 on Food Packaging. This Regulation is intended to serve as a standard or reference for food business operators, who wish to distribute/sell primary food commodities in the domestic market of Indonesia.This regulation specifies the maximum residue limits (MRLs) of pesticides for primary food commodities of plant origin. As Appendix I, MRLs are determined for 347 active substances of pesticides. If active substance of pesticides is not listed in Appendix I, then MRLs standard applied is 0.01 mg/kg.Compliance with MRLs would be determined by qualitative laboratory tests (screening test) followed with quantitative laboratory test for detected active substances.Additionally, Appendix II also specifies portion of primary food commodity used for laboratory testing.The date of entry into force is the same as the date of publication. However, there is a grace period of 18 months for products that have been put in the market before the publication date.
This Regulation is intended to serve as a standard or reference for food business operators, who wish to distribute/sell primary food commodities in the domestic market of Indonesia. This Regulation specifies the maximum level of contaminants for Primary food commodities of plant origin, i.e. microbiological (SalmonellaListeria monocytogenes, Shiga Toxin producing Eschericia coli (STEC), and Bacillus cereus); heavy metals (Arsenic, Cadmium, and Lead); and mycotoxins (Aflatoxin B1, Aflatoxin total, Fumonisin, and Ochratoxin A).Compliance with the maximum level of contaminants would be determined by quantitative laboratory tests.The date of entry into force would be the same as the date of publication. However, there is a grace period of 12 months to comply with the Regulation for all primary food commodities that have been put in the market before the publication date of this Regulation.
Referring to G/SPS/N/IDN/148, Indonesia will require the following documents for the importation of animal and animal products, fish and fish products, plant and plant products into the territory of Indonesia:Prior Notice (Code of document: K-1.2): This document will provide initial information and notification for the commodities which will be exported to Indonesia. This document must be sent by the Exporting Country to the Indonesian Quarantine Authority prior to the departure of the said commodities to Indonesia;Notification of Non-Compliance (Code of document: K-7.4)This document will provide notification for non-compliance of SPS issues related to the importation of animal and animal product, fish and fish product, plant and plant products into the territory of Indonesia.Furthermore, Indonesia will also issue the following documents for the exportation of animal and animal products, fish and fish products, plant and plant products from the territory of Indonesia:Animal Health Certificate (Code of document: KH-1): This document certifies the health of the carrier media, especially animals which will be sent from one area to another area within the territory of Indonesia, and those that will be exported to destination country;Sanitary Certificate of Animal Products (Code of document: KH-2): This document certifies the health of the carrier media, especially animal products that will be sent from one area to another area within the territory of Indonesia, and those that will be exported to destination country;Health Certificate for Fish and Fish Products (Code of document: KI-1): This document certifies the health of the carrier media, especially fish and fish products, which will be exported to destination country;Phytosanitary Certificate (Code of document: KT-1): This document certifies the health of the carrier media, especially plant and plant products, which will be sent from one area to another within the territory of Indonesia, and those that will be exported to destination country;Phytosanitary Certificate for re-export (Code of document: KT-2): This document certifies the carrier media that enter the territory of Indonesia, including information regarding quarantine measures that have been conducted for the said carrier media;Certification for Export of Processed Product/Non-Regulated Article (Code of document: KT-4): This document certifies the health of processed carrier media, including information regarding the quarantine measures that have been conducted for the said processed carrier media. This document will be sent by the exporting countries to the importing country, if the National Plant Protection Office (NPPO) of the importing country requires it.
Following-up to the stipulation of the Government Regulation No. 29 Year of 2023 regarding to the New Regulation of Animal, Fish and Plant Quarantine, the President of Indonesia has officially announced the establishment of the Indonesian Quarantine Authority as a Ministerial Level of Government Institution, through a Presidential Decree No 45 Year of 2023. With the establishment of Ministerial Level of Government Institution, the Indonesian Quarantine Authority is officially declared as the Border Authority which has task and duty of animal and animal product, fisheries and fish product, plant and plant product. This declaration emphasizes that the functions and authority of animal quarantine and plant quarantine is no longer under the authority of Ministry of Agriculture, and the functions and authority of fish quarantine is no longer under the authority of Ministry of Fisheries and Marine Affairs, since they have become an integral part of the Indonesian Quarantine Authority as the official border competent authority.
This Governmental regulation has stipulated the organizational structure, nomenclature, duty and function of the Marine and Fisheries Quality Assurance Agency (MFQAA) under the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. MFQAA is the competent authority of quality and safety of fish and fishery products in Indonesia and the enquiry point of sanitary and phytosanitary (SPS) measures in Indonesia's fishery sector.
This regulation announced the establishment of the Indonesian Quarantine Authority, a new Ministerial level, which directly has responsibility to President. With the establishment of the Indonesian Quarantine Authority, the functions of animal quarantine and plant quarantine which were previously under the Indonesian Agricultural Agency, Ministry of Agriculture, and the functions of fish quarantine which were previously at the Fish Quarantine Agency, Ministry of Fisheries and Marine Affairs, since then have become an integral part of the Indonesian Quarantine Authority.

Regulation of the Minister of Agriculture of Indonesia Number 12 of 2022 concerning Food Safety Control of Radioactive Contaminant on the Importation of Fresh Food of Animal Origin and Fresh Food of Plant Origin into the territory of Indonesia has objectives to protect the public and to prevent the public from consuming fresh food of animal origin and fresh food of plant origin that are contaminated by radioactive contaminants.Import Requirements1. Importation of Fresh Food of Animal Origin (FFAO) and/or Fresh Food of Plant Origin (FFPO) from an area or a country with nuclear or radiological emergency status must be accompanied by a non-radioactivity certificate;2. Information on the area or a country with nuclear or radiological emergency status can be obtained from:a) the competent authority in the country with nuclear or radiological emergency status; and/orb) international competent agency;3. Non-radioactivity certificate can be in the form of:a) a statement letter issued by the competent authority in the country of origin; orb) certificate of analysis issued by an accredited laboratory in the country of origin;4. Non-radioactivity certificate in the form of a statement letter (3a) must include a statement that declares the FFAO and/or FFPO is/are not contaminated by radioactive contaminants above the regulatory maximum limit;5. Non-radioactivity certificate in the form of a certificate of analysis (3b) must include the testing result of radioactive contaminants in FFAO and/or FFPO which does/do not exceed the regulatory maximum limit;6. The Quarantine Officer at the entry point carries out the administrative (document) inspection at the border;3. If based on the document inspection:a) the FFAO and/or FFPO is/are from an area or a country with nuclear or radiological emergency status and accompanied by the non-radioactivity certificate, quarantine measures and food safety control are conducted in accordance with the provisions of the regulatory legislation; orb) the FFAO and/or FFPO is/are from an area or a country with nuclear or radiological emergency status and is/are not accompanied by the non-radioactivity certificate, a sampling and laboratory testing for radioactive contaminants are conducted;4. The sample of FFAO and/or FFPO is tested by a testing laboratory accredited for radioactive contaminants testing. During the process of testing, the consignment is under the authority of the Quarantine Officer;5. In case of the testing result showed:a) the radioactive contaminant exceeds the maximum limit, the consignment is rejected; orb) the radioactive contaminant is equal to or below the maximum limit, quarantine measures and food safety control are conducted in accordance with the provisions of the regulatory legislation.Surveillance1. Surveillance is carried out to determine the compliance of the country of origin in fulfilling the requirement of the regulatory maximum limit by considering:a) the track record of compliance;b) the type and the nature of FFAO and/or FFPO;c) the frequency and volume of import; and/ord) information of non-compliance from other countries;2. Surveillance is conducted by sampling and laboratory testing by the agricultural quarantine service office as assigned by the Director General of the Agricultural Quarantine Agency;3. In case of the testing result showed the radioactive contaminant exceeds the maximum limit, the consignment is rejected. Sampling and testing are automatically applied to the next consignment from the same origin country of rejected consignment.CostAll costs incurred because of the laboratory testing must be borne by the owner of FFAO and/or FFPO.Notification of Non-ComplianceFor any non-compliance with the import requirement, the head of the agricultural quarantine service office shall convey a notification of non-compliance to the food safety competent authority of FFAO and/or FFPO in the origin country with a copy to the Director General of the Agricultural Quarantine Agency.

Due to developments in food science and technology, Indonesian Food and Drug Authority of The Republic of Indonesia has revised the requirements of heavy metal contaminants in processed food. This regulation sets out the maximum levels of specified heavy metals, i.e. arsenic, cadmium, mercury, lead and tin, in processed food.Once this new regulation is issued, the previous regulation (Regulation of Indonesian Food and Drug Authority of The Republic of Indonesia Number 5 Year 2018 on Maximum Level of Heavy Metals Contaminants in Processed Food) is declared to be invalid.
