This Draft Decision of Council of Ministers establishes the rules on the production and marketing of propagating material and seedlings of ornamental plants, determines the requirements for the suppliers, for packaging and labelling as well as the requirements on certification procedures. The objective of this Draft Decision is to improve the standards of production and marketing of propagating material and seedlings of ornamental plants related to identity, purity from harmful organisms and diseases. Also it regulates the relationship between the suppliers, public and private monitoring and certifying bodies and users. This Draft Decision of Council of Ministers has the following chapters: Chapter I: Provides the aim of this decision; Chapter II: Provides the requirements to be met by propagating material and saplings of ornamental plants in order to be marketed; Chapter III: Provides the requirements to be met by the suppliers of propagating material and saplings of ornamental plants (producers, packers and traders); Chapter IV: Provides the requirements to be met for the certification of propagating material and saplings of ornamental plants as well as the procedures and documentation needed to obtain the certification; Chapter V: Final dispositions; and ANNEXES 1 ÷ 4
