Ministerial Decree No. 100/2019 gives producers and importers a six-month transitional period to abide by the following Egyptian Standards: 1. ES 336-1 "Carbonated Beverages - Part 1: General (partial amendment)" which has been formulated according to National Studies and its updates. It has been partially modified in the following items:    - Deletion of clause 3/4/3, Salmonella in 25 ml;    - Item 5/2/1 adds to the name of the product 'is a carbonated drink' according to item (2/1), and if fruit juice is added to less than 10% of the product, this information may be added to the data ('natural fruit juice is added'). If fruit juice is added to more than 10% of the product, it is called a 'carbonated drink – carbonated water (soda water)' according to item (2/2); 2. ES 416-1 "Biscuits and Methods of Analysis and Testing Part 1: Biscuits", which is identical to GSO Standard No. 989/2016 for Biscuits; 3. ES 1522 "Frozen meat" which is technically identical to Council Regulation (EEC) No 2377/90; 4. ES 2613-2 which partially modifies the shelf life for dairy and its products which are refrigerated at a temperature not exceeding 5ºC (especially Labneh) from 4 months to 6 months. This standard has been formulated according to National Studies and its updates; and 5. ES 154-5 "Milk and Dairy Products Part 5: Natural Butter" which is technically identical to Codex Standard No 279-1971 for butter. Formerly Codex Standard A-1-1971. Adopted in 1971. Revised in 1999. Amended in 2003, 2006, 2010, 2018. Furthermore, the Ministerial Decree No. 100/2019 cancels ES 154-6 for "Milk and Milk Products Part: 6 Local - Natural Buffalo Butter". This addendum concerns the notification of the Ministerial Decree No. 275/2019 (1 page, in Arabic) which extends the transitional period for twelve months starting from 3 April 2019 for the entry into force of clause No. 4/3/1 on "Percentage of the moisture content shall be not more than 13.5% (by weight)" in the Egyptian Standard ES 1601-1/2010.It should be noted that the Egyptian standard 1601-1/2010: Essential requirements for wheat (triticum aestivum) was formerly notified in G/SPS/N/EGY/39 dated 2 July 2010.Producers and importers are kept informed of any amendments in the Egyptian standard through the publication of administrative orders in the official gazette.Proposed date of adoption: 22 March 2019.Proposed date of entry into force: 12 April 2019.

This addendum concerns the notification of the Ministerial Decree No. 100/2019 (2 pages, in Arabic) that gives producers and importers a six-month transitional period to comply with Egyptian Standard ES 1765/2016 "Non-Alcoholic Barley Drink" that has already been mandated by the Ministerial Decree No. 130/2005 which was formerly notified in G/SPS/N/EGY/68 dated on 13 August 2015 and G/SPS/N/EGY/68/Add.1 dated 12 August 2016.Worth mentioning is that this standard has been partially modified in the following items: - Delete the clause 3/11/2, Salmonella in 25 ml; - Item 5/2/5 adds the date of production and the expiry date or validity period (may this data not be added in the case of multi-cycle glass bottles with a volume not exceeding 250 ml). >Producers and importers are kept informed of any amendments in the Egyptian standard through the publication of administrative orders in the official gazette.Proposed date of adoption: 7 February 2019.Proposed date of entry into force: 7 March 2019.

This decree regulates the registration and handling of foods for special dietary uses (FSDU) that are specially processed, prepared or formulated to satisfy particular dietary requirements, or requirements that exist because of specific diseases - including foods intended for feeding infants and children, diets for use in weight gain or reduction, and stimulant, fortified and appetizing foods – as established by the Codex Alimentarius Commission.

This addendum concerns the notification of the Decree of the Prime Minister No. 412 of 2019 regarding the Executive Regulation of the Law No. 1 of 2017 which was formally notified in document G/SPS/N/EGY/79 dated 21 February 2017. This Executive Regulation authorizes the National food safety authority (NFSA) to: - Establish mandatory technical regulations in accordance with international standards; - Set procedures necessary for the implementation of risk analysis system in order to provide a high level of protection for the safety and health of consumers; - Develop food traceability system that clarifies the obligations on all parties at all stages of production, processing, manufacture, packaging and other food handling operations until a product reaches the consumer; - Establish rules and procedures for the labelling of foodstuffs; - Grant permissions for food business to work in the area of food handling subsequent to verifying the compliance; - Perform official controls in respect of the food handling with a view to verifying compliance with the law and food safety related legislation; - Control food imports and exports; - Contract with accredited laboratories to analyze food samples; - Establish procedures and rules for registration and licensing for handling foods for special dietary uses (FSDU), genetically modified foods and irradiated foods; - Establish requirements and rules governing the issuance of certificates of compliance required to export the locally produced products.

Regulation governing the Egyptian plant quarantine which introduces all articles concerning the phytosanitary regulations for all imports and exports of plant products. This regulation includes a List for the Egyptian regulated harmful organisms (quarantine plant pests) and regulated articles, as well as laying down provisions for the introduction into, and movement of plants, plant products and other related objects.

The Draft Egyptian Standard for "Fish Oils" applies to the fish oils described in section 2 of the Code of Practice for Fish and Fishery Products (CAC/RCP 52-2003) that are presented in a state for human consumption. This standard only applies to fish oils used in food and in food supplements where those are regulated as foods.

The Draft of Egyptian Standard ES 6374 for fat "Fat Spreads and Blended Spreads" applies to fat products, containing not less than 10% and not more than 90% fat, intended primarily for use as spreads. However, this Standard does not apply to fat spreads derived exclusively from milk and/or milk products to which only other substances necessary for their manufacture have been added. It only includes margarine and products used for similar purposes and excludes products with a fat content of less than 2/3 of the dry matter (excluding salt). Butter and dairy spreads are not covered by this Standard.

This addendum concerns the notification of the Ministerial Decree No. 654/2018 (2 pages, in Arabic) which extends the transitional period for the entry into force of clause No. 4/3/1 on "Percentage of the moisture content shall be not more than 13.5% (by weight)" in the Egyptian Standard ES 1601-1/2010 until 3 April 2019.It should be noted that the Ministerial Decree No. 163/2010 (1 page, in Arabic) mandated the Egyptian Standard ES 1601-1/2010 and was formerly notified in G/SPS/N/EGY/39 dated 2 July 2010. Ministerial Decree No. 1202 for the year 2018 stating the import phytosanitary requirements and specifications of potato seeds for the growing year 2018/2019.

Ministerial Decree No. 1309/2017 gives the producers and importers a six-month transitional period to abide by the Egyptian Standard ES 1629 on "Fried Potatoes".

Ministerial Decree No. 1309/2017 gives the producers and importers a six-month transitional period to abide by Egyptian Standard ES1588 which is concerned with the essential and hygienic requirements, microbiological characteristics and methods of inspection and testing of potable bottled natural mineral water.

This addendum concerns the notification of Ministerial Decree No. 1309/2017 which gives producers and importers a six-month transitional period to abide by Egyptian Standard ES 1602, which is concerned with the essential requirements and descriptive criteria of fruit drinks and fruit-flavoured artificial drinks. Worth mentioning is that Ministerial Decree No. 1309/2017 cancels Egyptian Standard ES 1602-2/2005 on "Non-Carbonated Sweeten Drinks, Part 2: Fruit Drinks and Artificial Drinks" which was previously notified in document G/SPS/N/EGY/62 dated 13 August 2015.

Ministerial Decree No. 1761 of the year 2017 stating the import Phytosanitary requirements for wheat for human consumption.

The Ministerial Decree No. 1001/2017 gives the producers and importers a six–month transitional period to abide by the Egyptian Standard ES 8073/2017 which concerns the essential requirements and descriptive characteristics for milk powder and cream powder, intended for direct consumption or further processing.

This decree has cancelled the following standards related to Crude Vegetable Oils: - 3798/2008 "Crude Sunflower Oil"; - 3799/2008 "Crude Soybean Oil"; - 3800/2008 "Crude Coconut Oil"; - 3801/2008 "Crude Corn Kernel Oil"; - 3751/2008 "Crude Palm Kernel Oil"; - 3752/2008 "Crude Cotton Seed Oil"; - 3753/2008 "Crude Palm Oil"; - 3599/2008 "Crude Stearin Palm Oil".Furthermore, this decree stipulates examining crude vegetable oils according to tables 1, 2, 3, and 4, and items No. 3/8, 3/11, 3/12, 3/13, 3/14, 3/15, 3/16, 3/17, 3/18, 3/19 and 3/21 in Egyptian Standard No. 7985/2015 "Edible Vegetables Oils".
