Purpose: The notified Sanitary Technical Regulation seeks to establish quality, safety and efficacy parameters for the sanitary registration of natural processed products for medicinal use, and criteria for the promotion, control and monitoring of such products and the penalties relating to them. It establishes the parameters for the operation, control and monitoring of, and penalties for, establishments that manufacture, store, distribute or market natural processed products for medicinal use. It also seeks to establish requirements and guidelines for delivery of certificates of good manufacturing practices to domestic pharmaceutical laboratories that manufacture, process, package, store, distribute and transport natural processed products for medicinal use. Scope of application: The notified Regulation is binding on all natural or legal persons, whether domestic or foreign, who are required to register natural processed products for medicinal use for marketing in Ecuador, as well as natural or legal persons, whether domestic or foreign, who are responsible for manufacturing, importing, packaging or packing, transporting, storing, distributing or marketing natural processed products for medicinal use throughout the national territory.

The notified text establishes mandatory phytosanitary requirements governing the importation into Ecuador of carrot (Daucus carota) seeds for sowing from New Zealand.

Resolution No. 0132 of 2 July 2019 provides for the immediate entry into force of a series of phytosanitary measures to prevent the introduction and spread of Fusarium oxysporum f. sp. cubense Tropical Race 4, which is a quarantine pest for Ecuador. These measures are mandatory for producers, importers, exporters, passengers, crew, transporters, and the general public.

The main objective of Resolution No. 217 is to guarantee Ecuador's animal health status through an approval process for establishments that export goods of animal origin to the country. Such approval is to be based on the information provided under Annex 1 (structure of the exporting country's official veterinary service and animal health status of that country) and Annex 2 (description and procedures of establishments that produce or process livestock products). In order to facilitate trade and improve the reproduction of animals for slaughter in Ecuador, the following amendments have been made to the regulatory text: - Article 4 has been amended as follows: "Wild animals, pets or animals not likely to contract notifiable diseases, as well as hunting trophies, collagen or peptone from skins and hides of swine and bovine animals, and livestock products entering the country temporarily for fairs, exhibitions and competitions and remaining in the country only for the duration of the event, are excluded from this approval requirement". - Article 6 has been restructured as follows: "The official veterinary service of the country wishing to export its products to Ecuador must send AGROCALIDAD a livestock product export request, attaching the relevant information in accordance with Annex 1 (species health status) and Annex 2 (documentation for the approval of companies and their establishments according to the product to be exported) of this Resolution, except for livestock products for genetic enhancement purposes in the form of live bovine animals, sheep and goats, and reproductive material (semen, ova and embryos of animal species intended for livestock production). The information must be provided in Spanish". - Article 7 has been introduced to clarify the procedure for certain livestock products that are to be used for genetic enhancement purposes: "For establishments wishing to export livestock products for genetic enhancement purposes, such as live bovine animals, sheep and goats, and genetic reproductive material (semen, ova and embryos of animal species intended for livestock production), the veterinary service of the exporting country must send AGROCALIDAD a livestock product export request, attaching the information corresponding to Annex 1 (species health status) of this Resolution. Once the health status has been approved, the same veterinary service shall submit a list of veterinary service-approved establishments that comply with the verifiable procedures that guarantee the sanitary handling of animals or, where appropriate, the biosafety of processes for collecting, processing and storing reproductive material, in accordance with the guidelines set out in the OIE Terrestrial Animal Health Code. The information must be provided in Spanish".

The notified text establishes the procedure and sanitary requirements for the entry into and exit from Ecuador of conventional pets and other species of animals classed as unconventional pets.

The main objective of Resolution DAJ-20142BE-0201.0215 is to guarantee the animal health status of Ecuador with regard to Schmallenberg virus, through the establishment of specific animal health requirements for the importation of genetic material, semen, ova and embryos. In order to facilitate trade and improve the reproduction of animals for slaughter that are susceptible to this virus in Ecuador, the following amendments have been made to the regulations: Two paragraphs have been included in Article 3, which establishes that "in order to proceed with the importation of genetic material (semen and embryos) of bovine animals from countries affected by Schmallenberg virus disease, an additional sanitary certificate must be presented stating that": Regarding semen from donors that showed positive serological results for Schmallenberg virus, each batch to be shipped shall be tested for the presence of the Schmallenberg virus genome using a RNA extraction method validated by means of a RT-qPCR system, in a laboratory approved by the competent authority, and must show negative results (attach results). The semen used to obtain embryos for export must meet the requirements concerning Schmallenberg virus in accordance with paragraph a, b or c.
