The purpose of the notified measure is to implement part of Law No. 21.489 on the Promotion, Protection and Development of Apiculture Activities, standardize concepts and correct the classification of "palm syrup". For further details, please refer to the document attached to this notification, which highlights in red the amendments to the Food Health Regulations, Section XVII on sugars and honey, paragraph II on syrups and paragraph III on honey.

The notified measure approves the authorization procedure for disease-free compartments for poultry and swine, allowing the importation into Chile of fertile eggs, animals, genetic material and products of animal origin, depending on the type of establishment included in the compartment. This measure establishes, inter alia, that compartmentalization may be requested for the following species and diseases: a. Poultry: Avian influenza and Newcastle disease; b. The notified text establishes specific sanitary requirements for the importation into Chile of entrails and edible by-products of bovine animals, sheep, goats, swine, birds and horses. In addition, it repeals Exempt Resolutions No. 431 of 1998 establishing sanitary requirements for the importation of entrails, and No. 700/2001 amending the former. The notified resolution verifies phytosanitary certification compliance for the export of fresh Musa spp. (banana) fruits from Costa Rica to Chile. The resolution deems Costa Rica's phytosanitary certification process, supervised by the State Phytosanitary Service (SFE), to be in compliance with the characteristics of the programme for exports to Chile. The phytosanitary certification process also allows for compliance with SAG Resolution No. 146 of 2022, which establishes phytosanitary requirements for the importation of fresh bananas into Chile. The notified measure establishes requirements for the importation into Chile of live animals and animal products, drawing particular attention to the following: • The Competent Veterinary Authority (CVA) of the exporting country must undergo evaluation by the SAG, in accordance with the recommendations in Chapters 3.2 and 3.3 of the Terrestrial Animal Health Code of the World Organisation for Animal Health (WOAH); • For the entry of animals and products into Chile, the disease-free status of the country, zone and compartment shall be considered; • Country, zone or compartment free status must comply with the recommendations of the WOAH Terrestrial Animal Health Code for different diseases; • The animal health condition or status of the country or zone, for diseases officially recognized by the WOAH, must have already been granted by this organization when requesting recognition by the SAG. • The notified draft measure establishes phytosanitary requirements for Adenium obesum, Dionaea muscipula, Dipladenia sanderi, Duboisia leichhardtii, Duboisia myoporoides, Fagus sylvatica, Hibiscus rosa-sinensis, Hylocereus trigonus, Lagerstroemia indica, Magnolia grandiflora, Myrsine africana, Nerium oleander, Pachira aquatica, Selaginella lepidophylla and Viburnum tinus plants for planting, of any origin; • It establishes requirements for the currently regulated Arecaceae species relating to Rhynchophorus ferrugineus, a quarantine pest absent from Chile; • It stipulates that all host plant material of Opogona sacchari and Xylella fastidiosa coming from countries in which these pests are present must meet post-entry quarantine requirements; • For some plant species, requirements relating to pests already present in the country have been removed, in accordance with the information provided by SAG's technical units; • For some plant species, more pests have been added, in accordance with the information provided by SAG's technical units. The notified Exempt Resolution provides specific authorization to a centre for the production of propagation material located in Peru to export in vitro blueberry plants without the requirement for post-entry quarantine, pursuant to Resolution No. 2.878/2004 regulating the recognition of production centres that export plant species propagation material to Chile.

The notified text establishes health requirements, including those pertaining to the country or area of origin, the production centre of origin and the necessary health certification. The requirements include: 1. The semen must come from areas where African or Africanized bees are not present or from centres where the absence of Africanization is scientifically proven, and which must be positively assessed by SAG. 2. The semen must come from centres that have been under the official control of the health authority for the last two years, and that have been authorized to export to Chile by SAG. In addition, in the three months prior to semen extraction, there must have been no cases of diseases transmitted by this vector. 3. There must be an official health certificate, with specific health information and additional information identifying the establishment, the genetic line, the semen straws and the mode of transport. The draft measure lays down sanitary requirements, including those pertaining to the country or area of origin, hives of origin, pre-shipment, packaging and transport, the necessary health certification and procedures upon arrival in the country. The requirements include the following: 1. Certain notifiable diseases must not be present, and disease-free status must have been declared by the World Organisation for Animal Health (WOAH) and approved by the Agriculture and Livestock Service (SAG). 2. Hives must be located at sites that have had no cases or clinical evidence of the diseases detailed in the draft legislation within a 5km radius. In addition, hives must have been subject to biosecurity control measures and treatment under specific conditions against acarapisosis, nosemosis and varroosis. 3. Hives must also have been subject to health inspections in the last two years, the most recent one carried out no more than 90 days prior to shipment, and be authorized for export by SAG. 4. There must be a pre-shipment quarantine of at least 30 days, during which the bees must show no signs of communicable diseases or parasites, and the results of the diagnostic tests listed in the draft measure, which must be carried out in official laboratories or laboratories authorized by the competent authority, must be negative. 5. Specifications for biosafety and welfare conditions during transport prior to quarantine and until shipment, the cages used, attendant bees and the type of food permitted. 6. The notified document establishes phytosanitary requirements for imports of alfalfa (Medicago sativa) hay produced in Argentina destined for animal consumption. This draft is based on the pest risk analysis (PRA) carried out by SAG for alfalfa (Medicago sativa) hay establishing phytosanitary measures for pests associated with alfalfa hay and classed as quarantine pests absent from Chile, namely: • Amaranthus blitoides, Centaurea diffusa, Cuscuta spp. (Except: C. andina, C. campestris, C chilensis, C. epithymum, C. micrantha, C. microstyla, C. odorata, C. pauciflora, C. pentagona, C. purpurata, C. pusilla, C. suaveolens, C. rustica and C. werdermanni), Heterotheca subaxillaris, Linaria dalmatica, Rhaponticum repens, Senecio bonariensis, Senecio pampeanus, Senecio tweediei, Silene latifolia subsp. alba and Themeda quadrivalvis. As shipments are destined for animal consumption, they must meet the requirements established by the SAG Livestock Protection Division. The notified measure establishes sanitary requirements for the entry into Chile of animal products, products for pet consumption, pharmaceutical products exclusively for veterinary use and other specific products, in luggage and means of transport. The measure has been introduced taking into account that means of transport and passenger and crew luggage may carry risk products that bring infectious agents of exotic and/or high-impact diseases into Chile. The notified text establishes phytosanitary requirements governing the importation of Fragaria x ananassa plants coming from the United States to be used as propagation material, drawing particular attention to the following: • Each consignment must be covered by a phytosanitary certificate issued by the phytosanitary authority of the United States that includes the additional declarations indicated in the Resolution. • The plants come from an officially certified production programme or from a germplasm nursery or repository controlled by the official plant health authority of the United States. • The consignment was inspected and was found to be free from the arthropods specified in the Resolution. • The production site was inspected at the optimal time for detecting pests, and the samples extracted from the mother plants underwent official laboratory analysis and were found to be free from Colletotrichum acutatum, Colletotrichum fragariae, Colletotrichum truncatum and Peronospora fragariae. • The plants derive from mother plants that were inspected and tested at the optimal time for detecting pests and found to be free from Erwinia amylovora, Ralstonia solanacearum race 1, Xanthomonas fragariae and Tobacco necrosis virus. • The consignment was found to be free from Aphelenchoides besseyi, Aphelenchoides fragariae, Ditylenchus dipsaci (excluding Chilean populations), Longidorus elongatus, Pratylenchus coffeae, Pratylenchus fallax, Pratylenchus zeae, Radopholus similis sensu lato, Scutellonema brachyurum, Xiphimena americanum sensu lato (excluding Chilean populations), Xiphinema americanum sensu stricto and Xiphinema diversicaudatum, based on an official laboratory analysis finding.
