The notified proposed amendment was drafted by the Advisory Working Group on Food Additives (3 February 2021, Exempt Decree No. 08, Ministry of Health). For the purposes of drafting the amendment, a "food category system" was established based on the principles of the Codex Alimentarius, adapting some of its titles, definitions and examples to domestic circumstances and specifically to the provisions of Supreme Decree 977/96, in order to permit the use of food additives in each food category. The proposed text is based on Codex Stan 192, listing the additives with limits by food categories and specifying the function of each additive. The food category descriptors set out in the Technical Standard for Food Additives are not intended to be legal product designations for labelling purposes; rather, they are used to validate the permitted additives and limits in products. In addition, the food category system is hierarchical, meaning that when an additive is recognized for use in a general category, it is recognized for use in all its subcategories, unless otherwise stated. Modifica la Resolución Exenta No. 3.212/2022 que establece exigencias sanitarias para la internación a Chile de productos cárnicos procesados de bovinos, ovinos, caprinos, porcinos y aves; y deroga la Resolución Exenta No. 2.602/2021 (Amendment to Exempt Resolution No. 3.212/2022 establishing sanitary requirements for the importation into Chile of processed meat products of bovine animals, sheep, goats, pigs and poultry; and repeal of Exempt Resolution No. 2.602/2021) Chile hereby notifies the following proposed amendment to Agriculture and Livestock Service (SAG) Exempt Resolution No. 3.212/2022, previously notified in document G/SPS/N/CHL/702/Rev.1/Add.1: Article 1 of SAG Exempt Resolution No. 3.212/2022 is replaced by: "1. The following sanitary requirements for the importation into Chile of processed meat products, understood to mean processed products based on the meat of bovine animals, sheep, goats, pigs and poultry, or mixtures thereof, either alone or as part of a prepared dish, are hereby established:" The purpose of this amendment is to harmonize SAG Exempt Resolution No. 3.212/2022 with World Organisation for Animal Health standards and to include the concept of "prepared dish" within the Resolution's scope. The notified draft measure establishes the following sanitary requirements for the entry into Chile of feathers, bristles, horsehair and animal hair: 1. For feathers and down from poultry, the health status of the animals' place of provenance must be taken into consideration, in accordance with World Organisation for Animal Health recommendations. This health status must be approved by the Agriculture and Livestock Service (SAG); alternatively, feathers and down must have undergone one of the specified treatments. 2. For hair and bristles from swine, the health status of the animals' place of provenance must be taken into consideration. The place of provenance must be recognized as free from classical swine fever by the World Organisation for Animal Health and must meet World Organisation for Animal Health recommendations for African swine fever. In both cases, SAG must approve this status; alternatively hair and bristles from swine must have undergone one of the specified treatments. 3. For horsehair and hair from animals other than swine, the required treatments are those specified. 4. Certain requirements are indicated concerning packaged goods and the information to be displayed on packaging. 5. Regarding transport, goods must be transported in such a way as to ensure that sanitary conditions are maintained. This will prevent goods from coming into contact with any source of the pathogens referred to in the measure. 6. The measure specifies the information to be included on official certificates, which must be issued by the relevant health authority. 7. The proposed measure sets out sanitary requirements for handicrafts and other products of animal origin entering Chile with a courier or as commercial imports. 1. Skulls, horns, antlers, bones, teeth, hooves, talons, claws and scales, and items made with one or more of these elements or made with hide, feathers, hair and bristles, such as pieces of jewellery or costume jewellery, decorative items, handicrafts, musical instruments and clothing, may enter Chile without a sanitary certificate and only if they meet the following requirements when undergoing physical inspection: − They must be dry and clean; − They must be free of any remnants of blood, flesh, skin, tendons, ligaments or any type of organic animal or plant matter (faeces, soil, etc.); − They must not emit any sort of unpleasant smell associated with the decomposition process. 2. Maté cups made of hooves, as well meeting the above-mentioned requirements, must come from countries recognized as free of foot and mouth disease (with or without vaccination) by the World Organisation for Animal Health. 3. The products mentioned that correspond to specimens of species protected under CITES must comply with the specific regulations, where applicable. Nevertheless, aspects pertaining to animal or plant health will take precedence over the CITES law, and the appropriate sanitary measures must be applied.

The proposed measure lays down sanitary requirements for the entry into Chile of fresh kangaroo meat (chilled or frozen) and updates domestic regulations on the basis of available technical information and the recommendations of international bodies. Resolución 3.540/2022. Modifica Resolución No. 934, de 2020, que fija exigencias sanitarias para el retorno a Chile de equinos que salen temporalmente (Resolution No. 3.540/2022 amending Resolution No. 934 of 2020 "Health requirements governing the return to Chile of horses that have left the country temporarily") Chile hereby advises that Resolution No. 934 of 2020 "Health requirements governing the return to Chile of horses that have left the country temporarily" has been amended by Exempt Resolution No. 3.540/2022. Amendments have been made to clause 1 concerning "horses that are returning to Chile after leaving the country temporarily, for no longer than 60 days, to participate in competitions or other events and not for breeding purposes", increasing this time-frame to 90 days. This trade-facilitating measure entered into force on 29 June 2022. The measure has been amended because, once the 60-day period expired, the horses were required to return under the definitive admission regime, which involves a lengthy quarantine period, thereby significantly reducing the competitive performance of the horses. The amendment has also been made because the increase in the period during which horses may leave Chile from 60 to 90 days does not entail an increased risk of introducing diseases into the country. The remaining measures notified in document G/SPS/N/CHL/599/Add.3 on the entry into force of Resolution No. 934 of 2020 remain as follows: − If the horses have been away from Chile for longer than 60 days, they must comply with the requirements established for horses entering definitively or under the dual hemisphere shuttle system. − The country or area where the horses were temporarily kept must be declared officially free of African horse sickness by the World Organisation for Animal Health (OIE). − The enclosure where the animals were kept must be free of: o Equine Infectious Anaemia, equine encephalomyelitis (Eastern and Western) and Venezuelan equine encephalomyelitis for 90 days prior to shipment; o Glanders for six months prior to shipment; o Rabies for 12 months prior to shipment. − Horses must have been kept in an approved enclosure and been under official monitoring during their stay in the country, and had no direct contact with horses outside the competition or been used for breeding activities. − Animals must be clinically healthy at the time of shipment back to Chile. − The transportation of animals to the place of shipment must be officially monitored under the conditions established by the Resolution. G/SPS/N/CHL/599/Rev.2/Add.1 - 2 - − Any treatments for and/or vaccinations against infectious and contagious diseases notifiable to the IOE that were administered during the event must be recorded in the health certificate and include all relevant information. − Animals must bear an official health certificate, issued by the competent health authority in the host country at the time of shipment. The certificate, which must be issued in Spanish and in the official language of the host country, must attest to compliance with the health requirements established in this Resolution. − Animals must be identified by a microchip that complies with ISO Standard No. 11784 and can be read using a reader compatible with ISO Standard No. 11785.
