This document announces the Agency's receipt of several initial filings of pesticide petitions requesting the establishment or modification of regulations for residues of pesticide chemicals in or on various commodities.

On 29 May 2015, EPA proposed to revoke the current exemption from the requirement of a tolerance for residues of banda de Lupinus albus doce (BLAD) in or on all food commodities and to establish tolerances for residues of BLAD in or on almonds, grapes, strawberries, and tomatoes. Following the receipt of several comments, the Agency is reproposing this action in order to clarify its proposed rulemaking. In addition, since the publication of the initial proposal, the registrant has requested that the Agency establish tolerances for additional commodities.

The Food and Drug Administration (FDA or we) is responding to the submission styled as an objection submitted by Earthjustice on behalf of Breast Cancer Prevention Partners, Center for Environmental Health, Center for Food Safety, Center for Science in the Public Interest, Environmental Defense Fund, Environmental Working Group, and the Natural Resources Defense Council, on the final rule that amended the food additive regulations to no longer authorize the use of benzophenone, ethyl acrylate, eugenyl methyl ether, myrcene, pulegone, and pyridine as synthetic flavoring substances for use in food. The final rule also amended the food additive regulations to no longer provide for the use of benzophenone as a plasticizer in rubber articles intended for repeated use in contact with food. After reviewing the submission, we have concluded that the submission we received is not an objection and consequently does not provide a basis for modifying the regulations. Effective date of final rule published in the Federal Register of 9 October 2018 (83 FR 50490) confirmed: 9 October 2018.

APHIS is advising the public that it has added the Philippines to the list of regions that the Animal and Plant Health Inspection Service considers to be affected with African swine fever (ASF). APHIS is advising the public of its decision to revise the import requirements for the importation of fresh Unshu oranges from Japan into the United States and to allow Unshu oranges from the island of Kyushu to be imported into any port of entry in the United States, excluding territories. The Food and Drug Administration (FDA or we) is responding to objections that it received from the Center for Food Safety on the final rule entitled "Listing of Color Additives Exempt from Certification; Soy Leghemoglobin", published on 1 August 2019. The final rule amended the color additive regulations to provide for the safe use of soy leghemoglobin as a color additive in ground beef analogue products. After reviewing the objections, FDA has concluded that the objections do not raise issues of material fact that justify a hearing or otherwise provide a basis for revoking the amendment to the regulations. We are also providing notice that the administrative stay of the effective date for this color additive regulation is now lifted. The final rule published in the Federal Register of 1 August 2019 (84 FR 37573) with an effective date of 4 September 2019, was administratively stayed by the filing of objections under section 701(e)(2) of the Federal Food, Drug, and Cosmetic Act (FD&C Act) (21 U.S.C. 371(e)(2)) as of 3 September 2019. FDA lifts the administrative stay as of 19 December 2019.

FSIS has reviewed Viet Nam's laws, regulations, and inspection system as implemented and has determined that Viet Nam's Siluriformes fish inspection system is equivalent to the system that the United States has established under the Federal Meat Inspection Act (FMIA) and its implementing regulations. Under this final rule, only raw Siluriformes fish and fish products produced in certified Vietnamese establishments are eligible for export to the United States. Under this final rule, only raw Siluriformes fish and fish products produced in certified Chinese establishments are eligible for export to the United States. The Food Safety and Inspection Service (FSIS) is amending the Federal poultry products inspection regulations to add China as eligible to export to the United States poultry products from birds slaughtered in China (G/SPS/N/EQV/USA/4). FSIS has reviewed China's poultry laws, regulations, and inspection system, as implemented, and has determined that they are equivalent to the Poultry Products Inspection Act (PPIA), the regulations implementing this statute, and the United States' food safety system for poultry. Under this final rule, slaughtered poultry, or parts or other products thereof, processed in certified Chinese establishments, are eligible for export to the United States. All such products are subject to reinspection at United States ports of entry by FSIS inspectors. The Food Safety and Inspection Service (FSIS) is amending its regulations to remove lists of foreign countries eligible to export meat, poultry, and egg products to the United States. FSIS will maintain a single list of eligible foreign countries on its website. The criteria FSIS uses to evaluate whether a foreign country is eligible to export meat, poultry, or egg products has not changed. This rule will allow FSIS to more efficiently and clearly communicate equivalence determinations by maintaining a single list of exporting countries on its website, rather than maintaining one list on the website and outdated lists in the codified regulations. Effective 22 November 2019, after issuance of this notice, the USDA's Animal and Plant Health Inspection Service (APHIS) will restrict the importation of tomato (Solanum lycopersicum) and pepper (Capsicum spp.) hosts of Tomato brown rugose fruit virus (ToBRFV). APHIS has determined it is necessary to restrict the importation of these plant species to prevent the introduction of ToBRFV into the United States of America.
