Effective immediately, the United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is amending entry requirements for importation of boxwood (Buxus spp.), Euonymus (Euonymus spp.), and holly (Ilex spp.) plants for planting from Canada to prevent introduction of box tree moth (Cydalima perspectalis).

Effective 21 May 2021, USDA APHIS prohibits the importation of certain plant parts of all banana and plantain species of Musa spp. and one banana species, Abyssinian banana (Ensete ventricosum), to prevent the introduction and establishment of the harmful Fusarium oxysporum f. sp. cubense Tropical race 4 (Foc TR4) into the United States and its territories. APHIS prohibits the import of these species from the following countries where Foc TR4 is known to occur: Australia, China, Colombia, India, Indonesia, Israel, Jordan, Laos, Lebanon, Malaysia, Mayotte, Mozambique, Myanmar, Oman, Pakistan, Peru, Philippines, Chinese Taipei, Thailand, Turkey and Viet Nam. This Federal Order applies to Musa spp. and Ensete ventricosum plant parts including rooted plants, rooted and unrooted cuttings, roots, and rhizomes known to carry Foc TR4 from the identified countries where the pathogen is known to occur.This Federal Order does not apply to seeds, leaves, cut flowers, fruits, and plants in tissue culture since these are not significant pathways for Foc TR4.APHIS has determined that the introduction and establishment of Foc TR4 poses a serious threat to US agriculture. The restriction to prevent the introduction and establishment of Foc TR4 is needed and warranted to mitigate the plant pest risks associated with this pest.

APHIS is advising the public that we have prepared a pest risk analysis that evaluates the risks associated with the importation of fresh melon fruit with stems from Japan into the United States. Based on the analysis, we are proposing to revise the existing conditions for importation of melons from Japan, which do not currently allow the importation of melons with stems, and which do not authorize importation to the continental United States or most territories. Description of content:APHIS is revising its Guidance document on Special Procedures for Ships Arriving from Areas with Asian Gypsy Moth (AGM) to reflect proposed changes to specified risk periods (SRPs) as noted in the North American Plant Protection Organization (NAPPO) Position Document on Asian gypsy moth (AGM) specified risk periods in Japan, Russia, Republic of Korea and China. The APHIS proposed changes are based on regional scientific and technical analysis conducted by the Asian gypsy moth Expert Group of the North American Plant Protection Organization (NAPPO), which includes APHIS as one of its members.The Asian gypsy moth Expert Group of the North American Plant Protection Organization (NAPPO) has reviewed the specified risk periods (SRPs) for the AGM species complex in all AGM regulated countries (China, Japan, Republic of Korea, and Russia). Following a review of available data and consultations with AGM-regulated countries, revisions to the SRPs are proposed for Japan and Russia which include:•        Adjustments to the SRP regions and extending the SRP start and end dates for some regions in Japan.•        Extending the SRP start and end date in Russia.•        A reduction in the total number of specified risk periods from six to four.Based on available data, there are no changes to the SRPs for the Republic of Korea or China at this time.For vessels which call on ports in North America, the revision to the SRPs mean that the time period where AGM certification is required for vessels that have called on ports in Japan and Russia has been increased/lengthened. Implementation of changes to the SRPs is planned to begin in 2022.  APHIS will finalize the updates to the Guidance document Special Procedures for Ships Arriving from Areas with Asian Gypsy Moth (AGM) to reflect the changes to the SRPs by November 2021.

We are reopening the comment period for a proposed rule to allow the importation of commercial avocados from continental Ecuador into the continental United States after taking a new pest into consideration and including additional phytosanitary measures. We are also notifying the public of the availability of a revised pest risk assessment and revised risk management document associated with this notice. We are notifying the public that we are updating the US Department of Agriculture Plants for Planting Manual to allow the importation of Dianthus spp. cuttings from Kenya without postentry quarantine, subject to certain conditions. We are taking this action in response to a request from this country and after determining that the cuttings can be imported, under certain conditions, without resulting in the introduction into, or the dissemination within, the United States of a plant pest.

APHIS is advising the public that we have prepared a pest risk analysis relative to the importation into the United States of sand pear (Pyrus pyrifolia var. culta) fruit from the Republic of Korea. Currently, sand pear fruit may be imported into the United States from the Republic of Korea under an Animal and Plant Health Inspection Service preclearance program or as non-precleared fruit into the port of Honolulu, HI. Based on the findings of our analysis, we are proposing to authorize imports of non-precleared sand pear fruit from the Republic of Korea into all US ports as an alternative to the preclearance program. All sand pear fruit intended for importation into the United States from the Republic of Korea would be subject to a systems approach currently required for precleared fruit. We are making the pest risk analysis available to the public for review and comment.  (Federal Register Vol. 86, No. 48, Monday, 15 March 2021, pp. 14301-14302).

APHIS is advising the public of our decision to authorize the importation of fresh pepper fruit from Colombia into the continental United States. Based on the findings of a pest risk analysis, which we made available to the public for review and comment, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh pepper fruit from Colombia.  (Federal Register Vol. 86, No. 56, 25 March 2021 pp. 15877-15878).
