The Draft Order establishes special hygiene requirements for processed and unprocessed food products of animal origin. Unification and consolidation of hygiene requirements for food products of animal origin in one document will ensure a high level of protection of life and health of citizens through providing them with safe food products.
In connection with the identification of Highly Pathogenic Avian Influenza in the territory of Lubuskie, Poland and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 7 December 2016 No. 602-113-18/24520, importation of poultry, poultry products and raw materials produced from poultry from this territory to Ukraine is prohibited. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
In connection with the identification of Highly Pathogenic Avian Influenza in the territory of Hungary, and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 18 November 2016 No. 602-113-18/21348, importation of poultry, poultry products and raw materials produced from poultry from this territory to Ukraine is prohibited. With this regard the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 8 November 2016 No. 602-113-18/19227 is invalid. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
In connection with the identification of Highly Pathogenic Avian Influenza in the territories of Schleswig-Holstein and Mecklenburg-Vorpommern of Germany, and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 18 November 2016 No. 602-113-18/21347, importation of poultry, poultry products and raw materials produced from poultry from these territories to Ukraine is prohibited. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
In connection with the identification of Highly Pathogenic Avian Influenza in the territory of Denmark, and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 24 November 2016 No. 602-113-18/22503, importation of poultry, poultry products and raw materials produced from poultry from this territory to Ukraine is prohibited. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
In connection with the identification of Highly Pathogenic Avian Influenza in the territory of Austria, and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 17 November 2016 No. 602-113-18/21079, importation of poultry, poultry products and raw materials produced from poultry from this territory to Ukraine is prohibited. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
In connection with the identification of Newcastle disease in the territory of Montana region of Bulgaria, and according to the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 14 November 2016 No. 602-113-18/20349, importation of poultry, poultry products and raw materials produced from poultry from this territory to Ukraine is prohibited. With this regard the Notice of Deputy Chief State Inspector of Veterinary Medicine of Ukraine of 04 November 2016 No. 602-113-18/18896 is invalid. Importation from this country of other commodities, which are under the control of the State Service of Ukraine on Food Safety and Consumer Protection, should be carried out according to veterinary requirements for import into Ukraine of objects subject to state veterinary and sanitary control and supervision.
The Draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine regarding the procedure for phytosanitary examination and bringing laws in accordance with international phytosanitary standards" provides: - harmonization of the law terminology with the authentic texts of international documents in the field of phytosanitary control, ensuring understanding and transparency of the national legislation implementation; - improving the review procedure during sampling the regulated objects; - admission of non-governmental, appropriately accredited and authorized under the legislation laboratories prior to the phytosanitary expertise in the field of plant quarantine, including inspection; - regulation of the Law requirements for primary and secondary (arbitration) phytosanitary examinations; - establishment validity of phytosanitary certificate - 14 days into the territory of Ukraine; - conformity phytosanitary condition of regulated objects with the requirements of the importing country in the order agreed between the State Service of Ukraine on Food Safety and Consumer Protection and services importing countries, according to international treaties of Ukraine; - reducing of corruption in the phytosanitary control and increasing the quality of phytosanitary examination; - issuing a phytosanitary certificate on export and re-export exclusively in accordance with the phytosanitary requirements of the importing country.
The Order stipulates the production of safe and quality products with cocoa and chocolate, and establishes requirements on labeling of cocoa and chocolate products to ensure proper awareness of consumers (users) and aims to prevent deceptive business practices, which mislead consumers.
Final date of comments to the notification G/SPS/N/UKR/111 on the Draft order "On approving requirements for importing (sending) into the customs territory of Ukraine of live animals, their reproductive material, food products of animal origin and products not intended for human consumption" was extended by 18 November 2016.
