The Ministry of Public Health (MOPH) considered that it was appropriate to revise the detail of maximum permitted food additives that have been authorized as follows:Clause 1 – The Annex I and Annex II of the Notification of the Ministry of Public Health No. 389 B.E. 2561 (2018), Re: Food Additives (No. 5), dated 21 June B.E. 2561 (2018), shall be repealed and replaced with the Annex I and Annex II of this Notification.Clause 2 – Clause 2 of the Notification of the Ministry of Public Health No. 389 B.E. 2561 (2018), Re: Food Additives (No. 5) shall be repealed.  Clause 3 – Manufacturers or importers of foods, which food additive contained has been approved before this Notification comes into force and the food additives which are different from the Annex of this notification, shall comply with this Notification, inthe cases as follows:(1) The food product that used food additives under the provisions adopted in B.E. 2561 (2018) according to the Annex I of this Notification shall comply with this Notification from 26 July B.E. 2563 (2020);(2) The food product that used food additives under the provisions adopted in B.E. 2562 (2019) Annex I, shall comply with this Notification within two years as from the date this Notification came into force.  Clause 4 – This Notification shall come into force from the day following the date of its publication in the Government Gazette.

Following the reported outbreak of African Swine Fever in Hungary, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of live domestic and wild pigs and their carcasses from Hungary is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (4 September 2019).

Following the reported outbreak of African Swine Fever in Belgium, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of live domestic and wild pigs and their carcasses from Belgium is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (4 September 2019).

Following the reported outbreak of African Swine Fever in Myanmar, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of live domestic and wild pigs and their carcasses from Myanmar is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (4 September 2019).

Following the reported outbreak of African Swine Fever in Poland, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of live domestic and wild pigs and their carcasses from Poland is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (4 September 2019).

The Thai Industrial Standards Institute (TISI) has proposed to withdraw TIS 51-2530(1987): Canned Pineapple, and replace it with TIS 51-25XX(20XX): Pineapple in Hermetically Sealed Containers as a mandatory standard.This standard covers only peeled pineapple, cored and uncored, which has been stored in a completely airtight container and has been passed through the process of eleminating or deterring the growth of microorganism by means of heat.It also specifies scope, definition, specifications, requirements, food additives, contaminants, hygiene, packaging, marking and labelling, sampling and criteria for conformity, and analysis.The food safety section has been mentioned in articles 5 and 6 of the draft regulation as follows: Sets out the maximum level for food additives including flavouring, acidity regulator (citric acid and L-ascorbic acid) and sucralose not more than 400 mg/kg; Sets out the maximum levels for certain contaminants including: Tin (only can be made from metal) not more than 250 mg/kg, Lead not more than 1 mg/kg. This standard has notified as TBT Notification G/TBT/N/THA/554 dated 2 September 2019.

Following the reported outbreak of Avian Influenza (AI) in Chinese Taipei, it is necessary for Thailand to prevent the entry of AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558, the importation of live poultry and poultry carcasses from Chinese Taipei is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (4 September 2019) except the feathers and down of poultry that have been processed in the approved establishment by the DLD and these commoditiesthat have been processed to ensure the destruction of avian influenza virus recommended by OIE terrestrial Animal Health code topics 10.4.22 and 10.4.23 which use one of the following methods: - washed and steam-dried at 100ºC for 30 minutes; - fumigation with formalin (10% formaldehyde) for eight hours; - irradiation with a dose of 20 kilogray.

Following the reported an outbreak of Avian Influenza (AI) in China, it is necessary for Thailand to prevent the entry of AI disease into the country. In response to international requests regarding the complexity of the issues covered in the Draft Ministry of Public Health Notification, B.E..., entitled "Genetically Modified Foods (GMFs)", notification G/SPS/N/THA/264 dated 5 July 2019, an extension period is provided until 17 September 2019.

Draft conditions for import of eggplant seeds for sowing into Thailand. Eggplant seed lots are required to fulfill at least one of the following phytosanitary import conditions: 1. Eggplant seeds were produced in a pest free area or pest free place of production or pest free production site for Clavibacter michiganensis subsp. michiganensisPepino mosaic virusPotato spindle tuber viroid and Columnea latent viroid 2. Eggplant seeds were officially tested on sample of 3,000 seeds (or at least ten percent of the lot as a small seed lot) using an appropriate genetic method and found free from Clavibacter michiganensis subsp. michiganensisPepino mosaic virusPotato spindle tuber viroid and Columnea latent viroid.

In order to ensure the high level of protection of human health and consumer's concerns while providing fair marketing, the Ministry of Public Health (MoPH) is proposing the draft notification on Genetically Modified Foods. This notification sets the control measures for food containing or consisting of Genetically Modified Organisms (GMOs) or produced from GMOs including plants, animals and microorganisms:1. Prescribed foods containing or produced from GMOs (Genetically Modified Foods; GMFs) have not undergone food safety assessment yet which are prohibited to be produced, imported or sold in the country. Then, new GMFs other than those lists in Annex I must be evaluated by the risk assessors agency recognized by FDA in Thailand;2. Annex I shows the list of Genetically Modified Plants that have passed food safety assessment by the risk assessors agency recognized by FDA in Thailand;3. Products consisting of or containing Genetically Modified Microorganisms which are capable of multiplication or of transferring genes (e.g. live starter cultures) are prohibited for use as food;4. Data and Information required for food safety assessment of  GMOs for food use or food are provided in:4.1 Annex II: food safety assessment of foods containing or produced from Genetically Modified Plants;4.2 Annex III: food safety assessment of foods containing or produced from Genetically Modified Microorganisms; and4.3 Annex VI: food safety assessment of foods containing or produced from Genetically Modified Animals;5. The Applicant shall submit the method of analysis and also the reference material to the competent laboratory for the detection and identification of the transformation event in the food and/or in foods produced from it;6. Labelling requirement for GMFs have been stated in the MoPH Notification Re: Labelling for pre-packaged foods and in the draft of MoPH Notification Re: Labelling for Genetically modified Foods;7. An importer of GMFs are required to bear certified document or evidences show that GMFs have passed a food safety assessment in the country;8. Foods containing or consisting of Genetically Modified Plants which are not included in Annex I and on the market before the enforcement of this notification shall submit information for food safety assessment within five years from the date of entry into force of this notification;9. Once a GMFs has been authorised, it shall re-assessed if there are any adverse effect occurs or there are new scientific evidence show the significant effect on health of the approved GMFs;10. This notification shall come into force on 90th day after being notified in the Royal Gazette.
