This standard provides requirements of good agricultural practices for pig farms. It covers requirements on farm components, farm management, personnel, animal health, animal welfare, environment and record keeping with aims to ensure that pigs produced by farms are suitable for further rearing or consuming as food. The food safety, animal health, animal welfare and environmental concerns are taken into consideration. This standard is applied to farms where pigs with the scientific name of Sus scrofa, both domesticated and wild sub-species, are raised.

The information contained in Item 11 of the document G/SPS/N/THA/417 should read as follows: 11. Date of entry into force (dd/mm/yy)/period of application (as applicable): For a period of 90 days after being notified in the Thai Royal Gazette (1 June 2021 – 30 August 2021).[ ]      Trade facilitating measure

According to the Royal Thai Government policy on promotion of cannabis and hemp as cash crops, especially cannabidiol extracts from cannabis or hemp that contain tetrahydrocannabinol not exceeding 0.2% by weight and comply with the certain criteria laid down by the Narcotic Substance Committee, shall be exempted from the Notification of the Ministry of Public Health for classification of narcotic substances in the Schedule V under the Narcotic Substances Law. Therefore, such cannabidiol extracts may be used in food, with the requirement that it shall abide by the food law. Cannabidiol extracts are considered as novel food that shall be assessed for safety of consumption as food prior to placement in the market as specified in the Notification of the Ministry of Public Health No. 376 B.E. 2559 (2016) Re: Novel Food.By the virtue of the article 5 and articles 6(1), (2), (4), (5), (6), (7), (8), (9) and (10) of the Food Act of 1979 (B.E. 2522), the Minister of Public Health hereby issued the (draft) Notification as follows:Clause 1 – Food products containing cannabidiol extract shall be classified as specifically controlled food.Clause 2 – In this Notification, the following terms are defined:"Cannabidiol extract" means Cannabidiol extracted from cannabis plant (Cannabis indica or Cannabis sativa L.) that contains tetrahydrocannabinol not exceeding 0.2% by weight.Clause 3 – Cannabidiol extract shall comply with the following quality and safety requirements:(1) Amount of cannabidiol shall not be less than 30% by weight;(2) Amount of tetrahydrocannabinol shall not exceed 0.2% by weight;(3) May contain or be mixed with other ingredients as a processing aid which shall not be a threat to health;(4) Use of food additives including extraction solvents shall comply with the Notification of MOPH regarding food additives;(5) Pesticide residues shall not exceed the maximum limits as specified in the Notification of MOPH regarding food containing pesticide residues;(6) Chemical contaminants shall not exceed the maximum limits as specified in the Notification of MOPH regarding standards for contaminants in food;(7) Pathogenic microorganisms shall comply with the Notification of MOPH regarding prescribing the quality or standard, principles, conditions and methods of analysis for pathogenic microorganisms in foods.Clause 4 – Use of cannabidiol extract as an ingredient in food shall comply with the requirements specified in the Annex of this draft notification.Clause 5 – Food products containing cannabidiol extract shall comply with the following quality and safety requirements:(1) Amount of cannabidiol and tetrahydrocannabinol and analytical methods shall comply with the requirements specified in the Annex of this draft notification;(2) Pesticide residues shall not exceed the maximum limits as specified in the Notification of MOPH regarding food containing pesticide residues;(3) Chemical contaminants shall not exceed the maximum limits as specified in the Notification of MOPH regarding standards for contaminants in food;(4) Pathogenic microorganisms shall comply with the Notification of MOPH regarding prescribing the quality or standard, principles, conditions and methods of analysis for pathogenic microorganisms in foods;(5) Other qualities or standards for some particular food items shall comply with the relevant Notification of MOPH, as the case may be.Clause 6 – Manufacturers who produce food products containing cannabidiol extract shall legally obtain cannabidiol extract and control production process in compliance with the Notification of MOPH regarding Food Production Processes, Processing Equipment/Utensils and Storage Practices. The manufacturers shall maintain records of stock or inventory of cannabidiol extract at their premises.Clause 7 – The use of food additive in food products containing cannabidiol extract shall follow the Notification of MOPH regarding food additives in which type and conditions of use are prescribed.Clause 8 – The use of containers of food products containing cannabidiol extract shall comply with the Notification of MOPH regarding food packaging.Clause 9 – Labelling of food products that contain cannabidiol extract shall comply with the MOPH Notification regarding labelling of packaged foods. In addition, some food items shall comply with the Notification of MOPH regarding specific requirements on labelling for particular food items, as the case may be.Clause 10 – The following statements shall be displayed on a label of a food product containing cannabidiol extract:(1) "WARNING" by letters not less than 1.5 mm placed in a rectangular frame whose frame colour must be in contrast to the background colour of the label;(2) "Children, pregnant women and breastfeeding women should not consume";(3) "If experiencing abnormal symptoms, stop consuming immediately";(4) "THC- or CBD-Hypersensitive person should be aware of allergic reaction";(5) "May cause drowsiness, avoid driving or operating heavy equipment";(6) Name of food shall be declared by having statement of "Cannabidiol extract" or "Cannabidiol" or "CBD" or other similar statement as a part of name or appeared together;(7) Other messages prescribed by the Minister of Public Health shall be displayed, if any.Clause 11 – Nutrition claims for food products containing cannabidiol extract shall comply with the Notification of MOPH regarding nutrition labelling.Clause 12 – Health claims for food products containing cannabidiol extract shall comply with the Notification of MOPH regarding health claim.Clause 13 – This notification shall enter into force as from the day following the date of its publication in the Government Gazette.This draft Ministry of Public Health Notification was also notified under the TBT Notification.

According to the announcement of the Government Gazette dated 3 March 2021, the suspension for importation of live prawns and prawn carcasses (including Penaeus vannamei, P. monodon and P. stylirostris) from Ecuador has expired on 1 June 2021. However, White Spot Syndrome Virus (WSSV) and Infectious Hypodermal and Hematopoietic Necrosis Virus (IHHNV) are still detected in marine shrimp imported from Ecuador and the results of investigation and corrective action plan have not been received from Ecuador. Therefore, it is necessary for Thailand to prevent the entry of White Spot Syndrome Virus (WSSV), Infectious Hypodermal and Hematopoietic Necrosis Virus (IHHNV) and Yellow Head Virus (YHV) into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live prawns and prawn carcasses (including Penaeus vannameiP. monodon and P. stylirostris) from Ecuador is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (1 June 2021).

The Draft Ministry of Public Health notification entitled "Tea Infusion", previously notified in G/SPS/N/THA/334 dated 4 September 2020, was adopted and published in the Royal Gazette dated 13 May 2021 as Notification of the Ministry of Public Health (No. 426) entitled "Tea Infusion".Date of entry into force: This notification shall come into force as from the day following date of its publication in the Government Gazette (14 May 2021).Text available at:http://www.ratchakitcha.soc.go.th/DATA/PDF/2564/E/102/T_0008.PDFhttp://food.fda.moph.go.th/law/data/announ_moph/V.English/P426_E.pdfThis Ministry of Public Health Notification was also notified under the TBT Notification as G/TBT/N/THA/580/Add.1.

According to the announcement of the Government Gazette dated 3 March 2021, the suspension for importation of live prawns and prawn carcasses (including Penaeus vannameiP. monodon and P. stylirostris) from Madagascar has expired on 1 June 2021. However, the results of the investigation and corrective action plan from Madagascar have not been received. Therefore, it is necessary for Thailand to prevent the entry of Infectious Hypodermal and Hematopoietic Necrosis Virus (IHHNV) into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live prawns and prawn carcasses (including Penaeus vannameiP. monodon and P. stylirostris) from Madagascar is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (1 June 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live poultry and poultry carcasses from China has expired on 22 April 2021. However, the OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) (Serotypes H5N1 and H5N6) in area of China. Therefore, it is necessary for Thailand to prevent the entry of AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from China is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (21 May 2021) except the feathers and down of poultry that have been processed in the approved establishment by the DLD and these commoditiesthat have been processed to ensure the destruction of avian influenza virus recommended by OIE Terrestrial Animal Health Code topics 10.4.22 and 10.4.23 which use one of the following methods washed and steam-dried at 100 ºC for 30 minutes; fumigation with formalin (10% formaldehyde) for 8 hours; irradiation with a dose of 20 kilogray.

Following the reported outbreak of Avian Influenza (HPAI) (Serotype H5N1) in Hajdú-Bihar of Hungary, it is necessary for Thailand to prevent the entry of AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Hajdú-Bihar of Hungary is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (25 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Myanmar has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of Myanmar. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Myanmar is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from the Philippines has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of the Philippines. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from the Philippines is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Bulgaria has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of Bulgaria. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Bulgaria is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live poultry and poultry carcasses from Chinese Taipei has expired on 22 April 2021. However, the OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) (Serotype H5N5) in area of Chinese Taipei. Therefore, it is necessary for Thailand to prevent the entry of AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Poland is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from the Republic of Korea has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of the Republic of Korea. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from the Republic of Korea is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Indonesia has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of Indonesia. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Indonesia is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live domestic and wild pigs and their carcasses from Viet Nam has expired on 22 April 2021. However, the OIE has reported a continued outbreak of African Swine Fever in area of Viet Nam. Therefore, it is necessary for Thailand to prevent the entry of African Swine Fever disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live domestic and wild pigs and their carcasses from Viet Nam is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 22 January 2021, the suspension for importation of live poultry and poultry carcasses from Poland has expired on 22 April 2021. However, the OIE has reported a continued outbreak of Highly Pathogenic Avian Influenza (HPAI) in area of Poland. Therefore, it is necessary for Thailand to prevent the entry of Highly Pathogenic Avian Influenza (HPAI) disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Poland is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (21 May 2021).

According to the announcement of the Government Gazette dated 11 January 2021, the suspension for importation of lumpy skin disease in Myanmar has expired on 11 April 2021. However, the OIE has reported a continued outbreak of lumpy skin disease in Myanmar. Therefore, it is necessary for Thailand to prevent the entry of lumpy skin disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of bovine and buffalo and their products under Animal Epidemics Act B.E. 2558 (2015) in Myanmar is temporarily suspended for a period of 90 days after publication in the Thai Royal Gazette (28 April 2021).

Following the reported outbreak of Avian Influenza (HPAI) Serotype H5N8 in Gironde, Lot-et-Garonne and Gers departments of France, it is necessary for Thailand to prevent the entry of AI disease into the country. By the virtue of Animal Epidemics Act B.E. 2558 (2015), the importation of live poultry and poultry carcasses from Gironde, Lot-et-Garonne and Gers departments of France is temporarily suspended for a period of 90 days after date of publication in the Thai Royal Gazette (27 April 2021).
