The draft provides for the Rules of regulation of the circulation of disinfectant, insecticide, and acaricide products for veterinary use not coming into direct contact with animals (being used in vitro in veterinary medicine) in the customs territory of the Eurasian Economic Union.

The draft amendments provides for the addition of the Section 12 of the Chapter II of the Common sanitary-epidemiological and hygienic requirements for products subject to sanitary-epidemiological supervision (control) with requirements for menstrual cups – personal care products for women.This is a notification of a TBT measure, that is being notified in SPS due to the fact that this technical regulation is going to be set out in the Single EAEU Sanitary Requirements.

The draft provides for the addition of the Chapter II of the Single List of Goods, subject to sanitary and epidemiological supervision (control) on the customs border and customs area of the Eurasian Economic Union approved by the Decision of the Commission of the Customs Union dated 28 May 2010 No. 299 with products "facilities and products for oral hygiene".This is a notification of a TBT measure, that is being notified in SPS due to the fact that this technical regulation is going to be set out in the Single EAEU Sanitary Requirements.

The draft provides for the amendments in regulation of  surveillance  at the places of production (manufacturing), sorting, storage and packaging of seed and planting material imported into the customs territory of the Eurasian Economic Union from third countries, and for pre-shipment control in the territory of third countries of batches of seed and planting material imported into the customs territory of the Union.

Draft decisions provide for amendments to the requirements for feed additives for cats and dogs, as well as prepared feeds for cats and dogs that have passed heat treatment, with regard to heat treatment regimes to which raw materials of animal origin are subjected during the production of prepared feeds and feed additives.

The draft provides for amendments of the import requirements for zoo and circus animals, and sets out the import requirements for in vitro produced cattle and small ruminants embryos.

The draft provides for the specification of veterinary measures for particular goods classified under Group 29 of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

This draft provides for the inclusion of sugarbeet wireworm (Limonius californicus (Mannerheim)) to the Common List of Quarantine Pests of the Eurasian Economic Union (EAEU) approved by the Decision of the Council of the Eurasian Economic Commission dated 30 November 2016, No. 158.The draft also provides for updating the Common Quarantine Phytosanitary Requirements for Quarantine Products and Quarantine Objects at the Customs Border and in the Customs Territory of the EAEU approved by the Decision of the Council of the Eurasian Economic Commission dated 30 November 2016, No. 157 for the types of quarantine products which are allowed to be imported to the EAEU despite detection of certain pests.

The draft provides for the inclusion of 11 new quarantine pests to the Common Quarantine Phytosanitary Requirements for Quarantine Products and Quarantine Objects at the Customs Border and in the Customs Territory of the EAEU:- Natal fruit fly (Ceratitis rosa Karsch),- Cucurbit beetle (Diabrotica speciosa Germar),- Western potato flea beetle (Epitrix subcrinita LeСonte),- Emarginate ips (Ips emarginatus LeСonte),- Monterey pine engraver (Pseudips mexicanus Hopkins),- Western cherry fruit fly (Rhagoletis indifferens Curran),- African armyworm (Spodoptera exempta Walker),- Sunflower fruit fly (Strauzia longipennis Wiedemann),- American dagger nematode (Xiphinema americanum sensu stricto Cobb),- Bricolense dagger nematode (Xiphinema bricolense Ebsary, Vrain & Graham),- Californian dagger nematode (Xiphinema californicum Lamberti & Bleve-Zacheo), The draft also provides for changes to the regulatory legal acts of the EAEU regarding the import into the customs territory of the EAEU of quarantine products weighing up to 5 kg in express cargo without a phytosanitary certificate.

This draft provides for inclusion to the Common List of Quarantine Pests of the Eurasian Economic Union of 11 new quarantine pests: - Natal fruit fly (Ceratitis rosa Karsch); - Cucurbit beetle (Diabrotica speciosa Germar); - Western potato flea beetle (Epitrix subcrinita LeСonte); - Emarginate ips (Ips emarginatus LeСonte); - Monterey pine engraver (Pseudips mexicanus Hopkins); - Western cherry fruit fly (Rhagoletis indifferens Curran); - African armyworm (Spodoptera exempta Walker); - Sunflower fruit fly (Strauzia longipennis Wiedemann); - American dagger nematode (Xiphinema americanum sensu stricto Cobb); - Bricolense dagger nematode (Xiphinema bricolense Ebsary, Vrain & Graham); - Californian dagger nematode (Xiphinema californicum Lamberti & Bleve-Zacheo). Their introduction into the customs territory of the EAEU and their spread on it endangers the quarantine phytosanitary security of the EAEU member States.

The draft provides for the establishment in the Common sanitary-epidemiological and hygienic requirements for products subject to sanitary-epidemiological supervision (control) of the standards for veterinary medicinal preparations in foodstuffs of animal origin. The standards have been developed on the basis of the residue limits of veterinary medicinal preparations established in the international standard of the Codex Alimentarius Commission – CX/MRL 2-2018 and the regional standard of the European Commission – Regulation No 37/2010 of 22 December 2009 on pharmacologically active substances and their classification regarding maximum residue limits in foodstuffs of animal origin.

The draft provides for few changes in the use of electronic form of commercial, transport (shipping) documents and phytosanitary certificates by the competent authorities within the framework of quarantine phytosanitary control (supervision), as well  as in conveying the results of quarantine phytosanitary control (supervision) in electronic form via information systems of  the competent authorities.

The draft provides for the quarantine phytosanitary requirements for mushroom spawn.

The Draft provides for the addition of tomato brown rugose fruit virus (ToBRFV), pepino mosaic virus (PepMV), and tomato spotted wilt virus (TSWV) to the Common list of plant quarantine objects of the Eurasian Economic Union,  and of relevant requirements to the Common quarantine phytosanitary requirements for quarantine products and quarantined objects on the Customs Border and the Customs Territory of the Eurasian Economic Union.

The drafts provide for the harmonization of veterinary requirements and Forms of Common Veterinary Certificates with the Terrestrial Animal Health Code of the Office of the World Organization for Animal Health (OIE) in terms of bovine spongiform encephalopathy.

The draft provides for the establishing a procedure for recognition by the authorized bodies of the Member States of the Eurasian Economic Union in the field of veterinary medicine of the results of regionalization of the territory of a third country, carried out by the competent authority of this third country or by the World Organization for Animal Health.

The Draft provides for the addition of the Common list of plant quarantine objects of the Eurasian Economic Union approved by the Eurasian Economic Commission Council Decision from 30 November 2016 № 158 with dwarf smut of wheat (Tilletia controversa Kuhn). The Draft also provides for the changes related to the systematics of quarantine objects, authorship and editorial amendments.

The Draft provides for the addition of the list of goods subject to veterinary control (surveillance) with goods corresponding to the codes of the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union 1901 90 910 0 and 1901 90 990 0, as well as for the realigning of the description of goods corresponding to the code "ex 2106" with the Common Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union.

This draft provides for the amendment of the existing requirements as follows: - provisions permitting the importation into the customs territory of the Eurasian Economic Union of soybeans infected with the causative agent of purple cercosporosa (Cercospora kikuchii) for processing; - requirements for enterprises processing soybeans infected with the causative agent of soybean purple cercospora (Cercospora kikuchii - possibility of importation in hand luggage and baggage of passengers without phytosanitary certificate of melons, watermelons and pumpkins, in an amount not exceeding 1 piece, the weight of which can significantly exceed the previously permitted 5 kilograms; - possibility of sending products of high phytosanitary risk subject to quarantine phytosanitary control without phytosanitary certificate (except seed and planting material) in postal items; - clarification of the requirements for fresh citrus fruits, bananas and plantain bananas; - possibility of moving certain types of products subject to quarantine phytosanitary control in bulk within the customs territory of the Eurasian Economic Union. In addition, changes have been made to the wording of a number of requirements, which prevent double interpretation and duplication of requirements for the same type of products subject to quarantine phytosanitary control. The draft provides for elimination from the existing requirements, the conditions for: - origin of unrooted cuttings of fruit, berry and nut-bearing crops from zones, places, production areas free from soil quarantine objects; - origin of grain processing products, meal and oil-cakes from zones, places, production sites free of Striga spp plants; - fruits of oak and chestnut; - transportation of timber.
